UAE Strengthens Its Position in Global Competitiveness: What Do Government Spending Efficiency Indicators Reveal?

Admin Admin October 25, 2026

The United Arab Emirates’ rise into the top 10 of the 2026 IMD Government Support Index highlights an important dimension of its economic strategy: the relationship between public-sector efficiency, fiscal management, and global competitiveness. Moving from 16th place in 2025 to 10th in 2026, the UAE has improved its position in an indicator that examines government support in relation to the size of the economy. Yet the significance of this progress extends beyond the ranking itself. It raises a broader question: how can governments translate fiscal efficiency into lasting economic advantages?

Beyond the Size of Government Spending

According to the announcement published by the Emirates News Agency (WAM) on 22 October 2026, the UAE’s government support indicator declined from 0.55% of GDP in 2025 to 0.43% in 2026. Within this particular indicator, a lower ratio is associated with a more favourable position.

The decline suggests a change in the relationship between the measured government support and the overall size of the economy. However, the figure should not automatically be interpreted as evidence that public spending has become more efficient in every area. A ratio can change because of developments in expenditure, GDP, or the methodology used to calculate the indicator. Understanding the underlying drivers therefore requires more than examining the headline number.

The broader issue is not simply whether governments spend more or less, but whether public resources generate economic and social value. Investment in infrastructure, education, healthcare, technology, and public services can strengthen productivity and attract private capital. Conversely, poorly targeted expenditure can impose fiscal costs without producing comparable long-term benefits.

For this reason, government efficiency is best assessed by examining both the resources committed and the outcomes achieved.

Fiscal Management as a Component of Competitiveness

The UAE’s reported results across several related indicators provide additional context. According to WAM, the country ranked second in the Public Finance Index, third in the Budget Surplus/Deficit indicator, seventh in General Government Expenditure, and fourth in Government Efficiency.

Taken together, these results point to the importance of fiscal management and administrative performance within the country’s broader economic model. Predictable public finances can help governments plan long-term investments, manage economic shocks, and maintain confidence among businesses and investors.

Fiscal stability can also support competitiveness by reducing uncertainty. Businesses making decisions about investment, hiring, and expansion consider not only tax rates and labour costs, but also the reliability of public institutions, the quality of infrastructure, and the predictability of economic policy.

Nevertheless, fiscal indicators alone cannot capture the full competitiveness of an economy. Productivity, workforce skills, innovation, access to international markets, regulatory quality, and the ability of domestic firms to compete internationally remain important complementary factors.

Coordination Across Government Institutions

One of the factors highlighted in the UAE announcement is coordination between federal and local authorities. Such coordination can be important in a country where responsibilities for public finance, service delivery, and economic development are distributed across different levels of government.

Effective coordination can reduce duplication, improve the allocation of resources, and help align public investment with national economic priorities. It may also make it easier to compare performance across institutions and identify areas where spending or service delivery can be improved.

However, coordination produces meaningful results only when it is supported by clear responsibilities, reliable performance measures, and mechanisms for evaluating outcomes. Administrative alignment is a means to an end, rather than an outcome in itself. Its value ultimately depends on whether it improves the quality, accessibility, and cost-effectiveness of public services.

Why Data Quality Matters

The announcement also highlights the UAE’s Government Finance Statistics framework and the importance of data quality. This aspect deserves attention because reliable public-finance data is essential for sound economic management.

Consistent reporting allows governments to assess expenditure trends, compare performance over time, and make better-informed policy decisions. It also helps international institutions apply comparable methodologies across economies.

Yet international rankings should be interpreted carefully. Different indicators measure different aspects of government performance, and a high position in one index does not necessarily translate into an equally strong position across all dimensions of competitiveness.

A ranking is therefore most useful when it serves as a starting point for deeper analysis: which policies contributed to the result, whether improvements are sustained, and whether they are reflected in measurable economic and social outcomes.

Turning Fiscal Efficiency into Long-Term Economic Value

For the UAE, the strategic challenge is to convert progress in government-related indicators into durable gains in productivity and economic diversification. This requires more than controlling expenditure. It involves directing public resources towards areas that expand productive capacity, encourage innovation, strengthen human capital, and support the development of competitive private-sector businesses.

Public investment can be particularly influential when it addresses constraints that individual firms cannot efficiently resolve on their own, such as transport infrastructure, digital connectivity, research capacity, and workforce development.

At the same time, effective evaluation is needed to distinguish investments that generate lasting benefits from those whose economic returns are limited.

The private sector is also central to this process. Government efficiency can improve the business environment, but sustainable competitiveness depends on whether firms use that environment to innovate, raise productivity, develop new products, and compete in international markets.

This distinction matters because the ultimate purpose of efficient government is not merely to improve a statistical position. It is to create conditions in which economic activity becomes more productive and resilient.

The Broader Implications for Global Competitiveness

The UAE’s move into the top 10 of the 2026 IMD Government Support Index represents a notable development in its reported performance on this particular measure. Its significance, however, should be assessed within the wider context of the country’s economic objectives and the multiple factors that shape international competitiveness.

The key question is whether improvements in fiscal management, public administration, and institutional coordination can reinforce one another and produce sustained gains in economic performance. Answering that question requires tracking not only rankings, but also productivity, investment quality, business formation
