Deutsche Bank Secures Saudi RHQ Licence to Accelerate Regional Expansion

German banking giant Deutsche Bank (DBKGn.DE) has officially secured a Regional Headquarters (RHQ) licence in Saudi Arabia.

 The strategic move unlocks access to lucrative government and state-linked contracts as the Kingdom continues its push for multinational corporations to establish a direct, operational presence in Riyadh.

According to a company statement, the newly established regional headquarters in Riyadh will oversee Deutsche Bank's regional management, strategic decision-making, and primary corporate functions across the Middle East.

By securing the licence, Deutsche Bank joins a growing roster of global financial heavyweights that have already aligned with Saudi Arabia’s updated regulatory framework, including JPMorgan, Goldman Sachs, and Morgan Stanley.

Aligning with Vision 2030

The decision follows Saudi Arabia’s mandate requiring foreign enterprises looking to compete for state-backed procurement and public contracts to establish their regional hubs within the Kingdom.

The RHQ initiative stands as a cornerstone of Crown Prince Mohammed bin Salman’s ambitious Vision 2030 economic transformation program. By encouraging international firms to anchor their core operations in Riyadh, the strategy aims to establish the capital as a leading regional financial and commercial hub, drive job creation, and accelerate the diversification of the national economy away from oil reliance.

Expanding a Decades-Long Footprint

The new entity marks Deutsche Bank’s third legal operating unit within Saudi Arabia, building upon a well-established regulatory footprint that includes:

  • Deutsche Bank Riyadh Branch: Established in 2006 and regulated by the Saudi Central Bank (SAMA).
  • Deutsche Securities Saudi Arabia: Founded in 2007 and supervised by the Capital Market Authority (CMA).

Connecting Regional Capital to Global Markets

Highlighting the strategic importance of the licence, Jamal Al Kishi, Chief Executive Officer for Deutsche Bank Middle East and Africa, noted that the move directly supports the bank’s long-term growth objectives across the region.

Al Kishi emphasized that the Riyadh regional hub will bolster Deutsche Bank's capacity to seamlessly connect Saudi and regional clients to global trade and investment opportunities across Europe, Asia, the Americas, and Africa, while simultaneously serving as a conduit to attract foreign direct investment (FDI) into the Kingdom and the broader Middle East.
