Saudi Arabia and Syria Sign Agreement to Promote and Protect Mutual Investments

In a strategic step to enhance economic cooperation, the Kingdom of Saudi Arabia and the Syrian Arab Republic signed an agreement on August 18, 2025, to promote and protect mutual investments. The signing took place during the Saudi-Syrian Roundtable in Riyadh, in the presence of Saudi Minister of Investment Khalid Al-Falih and Syrian Minister of Economy and Industry Dr. Mohammad Nidal Al-Shaar:

Objectives of the Agreement

The agreement aims to:

  • Provide a secure investment environment: By guaranteeing investors’ rights and offering appropriate incentives.
  • Facilitate capital flows: Through simplified administrative and customs procedures.
  • Enhance cooperation in key sectors: Such as industry, services, infrastructure, and tourism.
  • Exchange technical and knowledge expertise: To develop joint projects.

Signed Investment Projects

During the Syrian-Saudi Investment Forum held in Damascus in July 2025, 47 investment projects were signed with a total value exceeding 24 billion Saudi Riyals (around 6.4 billion USD). These projects covered various sectors, including:

  • Real estate and infrastructure: Development of residential and commercial projects in various Syrian cities.
  • Energy: Investments in renewable energy projects such as solar and wind.
  • Tourism: Establishment of new resorts and recreational facilities.
  • Technology and telecommunications: Development of digital infrastructure and enhanced internet services.

Role of the Private Sector

Saudi Minister of Investment Khalid Al-Falih emphasized the crucial role of the private sector in implementing these projects, noting strong interest from Saudi companies to invest in the Syrian market. He also invited Syrian companies to participate in the Damascus International Fair, which is being resumed after a hiatus; 80 Saudi companies have already registered to participate.

Progress in Implementing Agreements

Al-Falih highlighted notable progress in activating agreements reached during the Syrian-Saudi Investment Forum in Damascus, in addition to other agreements post-forum. Among these, a memorandum of understanding was signed between the Saudi Stock Exchange (Tadawul) and the Damascus Securities Exchange, with Tadawul conducting a comprehensive feasibility study for establishing and operating the Syrian exchange

Future Expectations

This agreement represents a significant step toward strengthening economic relations between Saudi Arabia and Syria, opening wide prospects for joint cooperation across various fields. It is expected that these projects will contribute to improving Syrian infrastructure, creating new job opportunities, and boosting economic growth in both countries.
