Iraq Launches Ambitious Plan to Attract $250 Billion in Investments

The National Investment Commission of Iraq has announced a strategic plan aimed at attracting investments worth up to $250 billion over the next two years. This plan includes a wide range of investment projects in vital sectors, with the goal of enhancing economic diversification and reducing dependence on oil as the primary source of revenue.

Targeted Sectors and Planned Projects

The investment package prepared by the National Investment Commission includes projects in various fields, such as:

  • Renewable Energy: Projects to generate energy from renewable sources, such as solar and wind power, to meet Iraq’s energy needs and reduce carbon emissions.
  • Industrial and Agricultural Cities: Development of specialized industrial and agricultural zones to boost local production and create new job opportunities.
  • Rail Networks: Construction and development of a railway network connecting major cities, contributing to improved transportation and reduced traffic congestion.
  • Education, Communications, Tourism, and Entertainment: Projects in these sectors aim to improve infrastructure and enhance services provided to citizens.

Progress and Challenges

According to Haider Makia, head of the National Investment Commission, the necessary requirements for 103 investment opportunities have been completed so far, with major future projects currently in planning.

Despite the progress, Iraq faces challenges related to project financing and allocating the required land for implementation. The commission is working in coordination with the Ministry of Finance to address these challenges and facilitate investment attraction.

Legislative Reforms and Investment Environment

To enhance the investment environment, the commission has updated investment-related legislation, including amending the Iraqi Investment Law and activating the “one-stop shop” to simplify administrative procedures.

Iraq has also joined international agreements to protect and encourage investment, reflecting its commitment to providing a secure and transparent investment environment.

Iraq Investment Forum

The commission intends to organize the “Iraq Investment Forum” in Baghdad, where available investment opportunities will be presented to local and foreign companies. The forum aims to strengthen economic cooperation and attract more investments to Iraq.
