Although palm trees are considered beautiful decorative plants and very suitable for sunny days, they have a very significant role in nutrition being a rich source of vitamins and important minerals.

As said in the Quran “For it is He who has brought into being gardens-[both] the cultivated ones and those growing wild -and the date-palm, and fields bearing multiform produce, and the olive tree, and the pomegranate: [all] resembling one another and yet so different! Eat of their fruit when it comes to fruition, and give [unto the poor] their due on harvest day. And do not waste [God's bounties]: verily, He does not love the wasteful”, Al Ana‘am (6: 141)

It’s thought that the first place where palm trees were cultivated was the Arabian island “Harkan” in Bahrain in the Arabian Gulf, and later spread through Iraq into the other parts of the world according to “Ibn Wahshyah”, one of the oldest writers in terms of agriculture. Confirmed by “Al Subai’I” 1933.

 

Palm trees and different cultures

This tree was a symbol of warship amongst Chaldea, Assyrians and Phoenicians, in fact, many ministries in Arab countries relate palm trees with culture, religion and history. According to the official website of the ministry of agriculture in Jordan, palm tree was mentioned in the Jewish scripts, as well as dates which were one of the seven sacred fruits. It was mentioned in the bible also that Crist was born under a palm tree, and his followers paved the ground with palm leaves along his way when he entered Jerusalem. As for Islam, dates have a very special quality when it comes to Ramadan (the month that Muslims fast during), where it is desirable for the fasting person to break his fast on dates. This was proven by the actions of the Prophet, may God bless him and grant him peace.

Many civilizations have cherished palm trees since the beginning of their rise by decorating their palaces and monuments, their trunks were also used as columns. Cultivating palm trees was the first type of farming that certain laws were made for to follow, as it was in Hammurabi’s Code.

 

The Economic value

Some of the oil supplying countries are having a drop off in the oil production, while in the meantime there is another kind of oil in the pipeline that requires different climate conditions, and that is palms oil.

Nowadays, 30 countries around the world cultivate palm trees, almost 600 thousand hectares of farmed land, 422 thousand of them belong to Arab lands. The economic worth of this plant is tremendous that it’s in the vein of oil growing on trees. The Arab world has come in the lead in the dates production by 70% of international production, out of 100 million trees that are planted in the world, almost 80 million are planted in Arab countries. Although palm trees cultivation isn’t the easiest, the outcomes of this kind of investment are noteworthy considering 80 to 100 Kg of dates come from just one tree after 7 years of planting.

Obviously the date fruit production represents a very significant sector in the economy, and it’s rising constantly. For example, Turkey consumes almost 10 thousand tons of dates in Ramadan according to the Jordan newspaper “Al-Raya”, and this sector is considered to be in the lead in terms of hiring a tremendous number of workers, which reduces the average number of unemployed people in the Arab world.

Regarding the types of dates that exist, they passed 2000 types, in Iraq only there are over 600 types, 400 in Iran, and almost 400 in Libya according to the “Iraqi Network of Palm Tree”, plus over 400 type of dates in Saudi Arabia, in addition to the varieties that are cultivated in all Africa excluding Libya, they would reach more than 2000 varieties, every type having a different name which illustrates the importance of this agroindustry.

 

Population growth

The number of human population on earth will reach 9 billion people in 2050, which will cause the need of more food to increase, and consequently, MENA resources to decrease especially palm trees and dates due to many factors, but it will remain the best region to grow palms regarding the climate and soils.

 

Healthy benefits of date fruit

Balah (a type of dates) contains most basic nutrients for the human body, and they are considered a good source for vitamins. This fruit is like a mine containing a lot of basic minerals like phosphorus, calcium, iron, magnesium, sodium, sulfur, and chloride. It has also numerous benefits on the health being consumed as food, a fruit, a drink, dessert, and also a medicine. It contains 21% of water and many vitamins such as vitamin A, B1, B2, D, 1.2% protein, 18% fat, 73% sugar, and 3% fibers. 1 Kg of dates provides your body with the same amount of calories that a kilogram of meat does, and three times the calories that 1 Kg of fish provides.

Date fruits contain monosaccharaides (glucose and fructose) such as Al-Barhi, Al-Sayer, Al-Zuhdi, Al-Sidi, and Halawi, and disaccharides (sucrose) such as Dajla Noor and Dajla Baida.

 

All parts of the palm tree can be useful, such as:

The kernel: suitable as fodder for livestock and increases its production of meat and milk. And enters in the yeast industry as well.

Leaves and fronds: to make tools, furniture, antiques, cages, ropes and baskets.

Logs: to make house roofs, doors and seats in addition to bridges, archways and pulp.

Parts of the stems can be used as fuel or tanks for planting ornamental plants.

Some types of dates are used to extract natural incense from, such as Dagla, which is bred in Morocco.

The fruit (Rutab and Dates): has a high nutritive value, as well as being a source for oil, sugar, and syrup, besides its role in the cosmetic industry.

Pollen: used in pharmaceutical manufacture.

Roots: to keep the soil consistent.


Palms and the surrounding environment

Date palm tree has a significant role in maintaining a balanced environment and preventing the desert invasion, due to its ability to adapt to it, the extension of its roots vertically and horizontally permits the plant to reach humid areas in order to get to the sources of water. As for the leaves, they are attached to the wickers and covered with a waxy layer and folded into V shape along their branch, forming a canoe-like shape, with its bottom facing upward to reduce water loss. Palm trees are also used to ward off the wind around farms, as they prevent and slow desertification. They also protect the trees and plants grown around them. The palm also tolerates high temperatures, salinity and drought.

Arab countries that most produce this unique fruit:

Saudi Arabia

The Kingdom owns more than 23 million palm trees, with a production exceeding one million tons, according to Food and Agriculture Organization "FAO", equivalent to 16% of the total global production, and increasing by about 3% annually. The Kingdom supports palm farmers by about 50 riyals per palm, and this market also provides thousands of job opportunities. There are dozens of factories to manufacture palm products. Nevertheless, the kingdom does not export more than 5% of its annual output.

The most famous area in which date palm is cultivated is the Qassim region, where the "City of Dates" was established. It is famous for containing almost eight million palm trees, of which there are six million productive trees, more than 205 thousand tons of various types of dates are also grown in Saudi Arabia and more than 400 species, seventy of them have a high economic value.


United Arab Emirates

There are about 40 million palm trees in the UAE, 8.5% of them are planted in “Al Ain” region where there is a gene pool that includes almost 120 species, and high quality varieties were added recently imported from Saudi Arabia, Iraq, Iran and the Sultanate of Oman.

 

Palestine

Cultivated date palms have existed in Palestine for thousands of years. Being a tree of great economic value, and a great religious status, being a perennial tree, and its ability to withstand many climatic conditions, in addition to its ability to grow in saline soils, palm tree has gained the attention of the Palestinian farmer.

The Mediterranean climate conditions dominant in the area provide optimal conditions for growth and development of date palm.

Date palm cultivation is widespread in Palestine in the Jericho area, the Jordan Valley, and the Gaza Strip, especially in the cities of Deir al-Balah and Khan Yunis. Historically, the city of Jericho was called the "City of Palms". Because of the large number of palm plantations in it.

Date palm cultivation is the least labor-intensive crops, and the least labor-intensive crops. The tree needs three years to bear fruit, and after six years it reaches its peak. This sector, which was on the top of the Palestinian agricultural sector in the Jordan Valley, in terms of areas, water consumption, and agricultural labor absorption.


After 1967, considerable areas of the Jordan Valley were cultivated by Israeli farmers with new high-quality date palm cultivars including Medjool. The adaptability of the new cultivars and the use of advanced techniques for propagation and cultivation of dates produced crop of excellent quality and yield to supply local and international markets.

According to the Palestinian Ministry of Agriculture the cultivated area in the Palestinian valleys with palm trees is estimated at about 24 thousand dunums at the end of 2020 out of a total of 55 thousand dunums of land that Palestinians exploit in the Jordan Valley. This is a small fraction of 300 thousand dunums suitable for cultivation, but still unexploited. According to the statistics of the Palestinian Ministry of Agriculture, the number of palm trees by the end of 2020 was estimated at about 330 thousand trees, and the quantity of production of pure Palestinian dates until at about 12,800 thousand tons. The Palestinian local market in the West Bank and Gaza Strip consumes about 6,000 tons of dates annually. It was estimated that 60% of the Palestinian production of dates goes to the local market, and only 40% of the production is exported from the Palestinian Majool (Medjool) variety, where the per capita consumption is estimated annually at about 900 grams of dates.

The most important palm varieties cultivated in Palestine are Medjool, Al-Barhi, Elhayani. Medjool dates are one of the finest dates produced in the Palestinian, at the regional and international levels. Because it is grown in areas below sea level; It increases the percentage of oxygen, which gives it a distinct flavor and color.

According to Abu-Qaoud several constraints face date cultivation and development, including high investment costs, poor marketing, and inequitable competition with Israeli products, limited water, pests, and diseases. However, there is a trend by formal governmental agencies as well as by national NGOs to support the cultivation of date palms in Palestine. The Palestinian Ministry of Agriculture has initiated several programs to support date palm cultivation in the Jordan Valley since 2000 with local NGO participation.

Egypt

According to the Egyptian Ministry of Agriculture, date palms cultivation extends in most governorates of the country where there are about 20 million palm trees, representing 73,653 acres, or about 6.32% of the total fruit cultivated land, as it currently reaches approximately 14% of the total fruit production. This increase is attributed to the expansion of the areas planted with palm trees in the governorates of Matrouh, New Valley, North Sinai, South Sinai, the Red Sea, Nubaria, Toshka, Al Uwaynat, and modern reclaimed lands.

Due to the varied climatic conditions in Egypt, the wet and semi-dry varieties have spread in the Delta and Middle Egypt regions, while the Upper Egypt region, especially Aswan, is known to uniquely contain dry varieties.

Palm trees need relatively high temperatures and low amount of humidity during the summer to produce fruits with good quality and high yield, specific thermal conditions that differ for different varieties are required.

A team of scientists consisting of researchers from the Genetic Engineering Research Institute, and the Central Laboratory for Palm Research and Development of the Agricultural Research Center, as well as the Bioinformatics Department of Nile University succeeded in determining the initial version of the genetic map for some varieties of date palms. Therefore, this accurate information about the commercially desirable species can be used to predict the type and gender of palm trees planted, and to contribute with reveling ways to increase Egypt's production of palm trees as well, thus enhancing its reproduction developing programs to protect the plants from diseases and pests.

Some indicators of the growing interest in palm cultivation:

Date palm tissue culture laboratory

Many countries rely on traditional agricultural methods such as seed and seedling planting, so in order to make a change by developing palm cultivation to increase its production, the Palm Tissue Cultivation Laboratory was established in 1989 at the UAE University, which intended to produce hundreds of thousands of palm seedlings. Consequently, the laboratory gained a prominent scientific position commercially as one of the largest laboratories for palm trees propagation.

Palm tissue cultivation has many advantages compared to the traditional methods, such as:

  • Increasing the cultivation of female seedlings that are free of diseases and pests and resilient seedlings, or best pollen producing male seedlings.
  • Cultivation of offshoots in sustainable lands directly without waiting for the incubation phase (2-3 years), the offspring then have an entire root system (offspring with whole cells) and are planted during the propagation season (August – September) or (March – April).
  • Increasing the production of selected types of dates. One of the most significant advantages of this method is the homogeneity of the produced shoots, which guarantees the homogeneity and velocity of plant growth, as the crop can be harvested after only 4 years of planting.
  • Palm seedlings can be propagated from known varieties or from cultivars with a seed origin.
  • Ensuring an easy and rapid exchange of plant materials between different regions of the country, or between countries, without risking the spread of diseases or pests.
  • Obtaining offsets from palm trees that have lost their ability to produce offspring.
  • Considered to be an economic aspect as a result of increasing production in large quantities without causing any type of diseases.

In addition to that, the Dates International Council was established in Saudi Arabia, a large number of conferences and exhibitions were also held in MENA to enhance trade exchange between producing and consuming countries and also to encourage the exchange of expertise among them.

Popular date festivals such as the Palm Carnival in Saudi Arabia were organized, as well as the Emirates International Palm and Date Festival, which was arranged by Abu Dhabi Food Control Authority.

Causes of the decline in date palm production in the Arab region

Agricultural pesticides: Palm trees in Egypt are exposed to many insect pests that reduce the harvest or damage it when stored, and as a result of infection with these pests, the loss in the crop may reach 52%. In fact, some of these pests, such as the red palm weevil, may lead to the death of the palm within a year or two, which limits the spread of palm cultivation in many areas. In addition, these pests don’t just affect the fruit, but also the fronds, branches, roots and the stems.

Lack of the farmers awareness on how to fight agricultural pests.

Using traditional agricultural methods instead of modern technologies for irrigation and fertilization; increasing their rates leads to an increase in the rates of productivity of date palms and thus causing the economic outcome to rise.

Palm trees aging, which leads to a lack of production as is the case in Algeria and Tunisia, where 35% of their palms suffer from a lack of production due to their aging process.

Poor marketing as a result of lack of experience internally and externally.

Weak technical expertise that allows raising the level of the product to fit the international standards of foreign markets, as is the case in some small producing countries.

The high cost of production in the case of poor infrastructure such as roads, high transportation costs, pollen prices, fertilizers and pesticides, as is the case in Palestine where Israel controls palm pollen and pesticides for this type of tree.

Wars and political instability, as happened in Iraq, which toped the list of dates producing countries with more than six hundred species, and it is the place where man began planting palm trees four thousand years ago according to the head of the Date Palm Center at Basra University, Dr. Kazem Jasam Hammadi, who stated for “Deutsche Welle” channel the decline causes in the number of date palms in Basra, which he attributed to the war and high levels of salinity due to the rise in Gulf waters, in addition to the population invasion at the expense of palm groves.

 

Countries that have made qualitative progress

Palestine

Despite what may seem a small market compared to the other major markets, date producers in Palestine have made a quantum leap in the cultivation of palm trees in terms of quantity and quality within a short period not exceeding six years. The Palestinian farmer was able to plant 59,000 thousand palm seedlings; an area of ​​4,249 acres during the period (2006 - 2012).

A study issued by the Chamber of Commerce, Agriculture and Industry in Jericho city and the Jordan valley (Al Aghwar) in 2014 indicated that date palm cultivation is one of the most promising investments, as the production of dates doubled between 2012 and 2014 by 100%, bringing the production amount to about 4000 tons. There are other types of dates in Palestine such as Al-Barhi, Al-Hayani and Medjool.

According to the study carried out by the Jericho Chamber of Commerce and Agriculture, dates exports reached 50% of the total agricultural exports during 2011 - 2014, because Palestinian dates fit the international quality standards, which have competed with Israeli dates on the international market. The total number of employees and workers during the harvest season was estimated at 3200 persons.

Rare dates: pass under the sea

Medjool dates are considered one of the finest types of dates produced in the Palestinian, Jordanian territory, on regional and international levels. Due to its growth in areas below sea level, the percentage of oxygen increases, which gives it a distinct flavor and color. As for the expected output of "Majhoul or Medjool" dates for the year 2015, it reached 4 to 5 thousand tons, and this figure may double ten times within one decade, according to the officials of Nakheel, which is owned by PADICO Holding Company, whose annual production of this type reached 400 tons out of 26,000 date palm trees. The Palestinian market is small, but it is a promising market. "This rare date is grown in the Palestinian valleys and parts of Mexico and California, but the" Medjool "dates grown under the sea remain the most distinctive and highest quality, as stated by Engineer Tariq Al-Qawasmi, General Manager of the Arab Agricultural Company in Jericho.

Moamen Mazen Sinokrot, General Manager of Pal Garden in Jericho, which produces 600 tons of dates per year, said that he expects significant growth in the coming period that may reach 30% annually, as a result of high demand and high return on investment.

Palestine won first place (for the fourth category) in the Khalifa International Award for Date Palm in its seventh congregation as the best development project in the field of date palm development, in which 34 Arab and foreign countries participated with 137 research. Dr. Nasser Al-Jaghoub, head of the Agricultural Risks and Insurance Fund, and Ahmed Fares, Director of Jericho Directorate at the Ministry of Agriculture, won the award.

The characteristics of the Medjool or Majool palm tree

The origin of this variety is from the Kingdom of Morocco, but it disappeared from there due to agricultural pests that affected it, so its seedlings were transferred to California and then to the Jordan Valley areas in Palestine and Jordan. This variety is characterized by a medium-sized stem, and short fronds of medium bending, and the bases of the fronds are of medium width, starting with a dark green and then yellowing, and showing lines or brown spots in the middle, the number of thorns on a single frond ranges from 30 to 38, although the fruit is considered amongst the soft varieties, other type of dates fruit can be softer than meat in comparison. The fruits of this variety may suffer damage from rain and high humidity, but to a small degree. The date palm yield ranges from 80 - 100 kg per year.

Jordan

In Jordan there are about a quarter of a million trees, and the Jordan Valley region is the most famous for its palm cultivation and some areas of the northeastern desert (Al-Azraq), and Jordan is making great efforts to develop this cultivation appropriate to the nature of a large part of its lands. Where agricultural reserves for this purpose were being established, as the United Arab Emirates supplied the Kingdom with fifty thousand seedlings of tissues originating from different varieties to study their suitability for agriculture, they included Barhi, Maktoumi, Khalas, Sandy Gish, Khadrawi, Razeer, Zuhdi, Namishi. As for the interest in Medjool dates, it began in Jordan some twenty-five years ago.

Dates are the future sustenance

Engineer Muhammad Batayneh, General Manager of AgriJordan (which grows approximately 4,500 trees), stated that the date palm is the future cultivar, due to the uniqueness of this tree in its ability to purify the water it absorbs from the soil so that the plant does not secret any heavy metals or unwanted elements to the fruit. Because normally, palm trees are irrigated with recycled sewage water, which is a source for many palm farms due to the severe water shortage in the area. As a result to the unique quality of the fibers of the long stem of the palm, it purifies the water as a natural water filter. Batayneh, who is proud of the Jordan Valley dates, especially Medjool dates which are among the best in the world, carries on saying that the future of fruit and vegetables cultivation is endangered because of clean water shortage. However, palm cultivation remains feasible and profitable, and thus the cost of repeated water for irrigation purposes can be borne."

The idea of establishing a project of constructing a free industrial region in the Palestinian city Jenin have been on the horizon since 1999, but it has faced many obstacles along the way. Nevertheless, it was on the agenda again last year. In February, the Union of Chambers of Commodity and Exchanges in Turkey (TOBB) officially announced having the authority of the Turkish president “Ardogan” to transfer a big amount of money to Palestine in order to execute the project. In the following, the details on the industrial zone in Janine are being illustrated.

The geographic area and location

The industrial region extends on an 1100-acres area on a barren land north of Janine, which is 3 kilometers away. The region is best known for its strategic location along “Marj bin Amer” plain, famous for producing high quality fruit and vegetables, located between “Sheikh Hussein” passageway on the Jordan lands in the north, and Haifa’s port in the west.

The project phases

The executive process of this project which is held by Turkey and Germany, consists of two phases.

The first phase is funded by Germany with 24 million euros, including all of the exterior infrastructure of the industrial region, and it’s probable to be ready in the middle of this year.

The second phase, sponsored by Turkey with about 10 million dollars, including the interior infrastructure, and expected to start the work soon according to what the Palestinian Minister of Industry “Khaled Al-Asili” stated for the Anadolu news agency.

The Turkish and German role isn’t limited to only sponsoring the project, as the Turkish company for commerce and industrial chambers “Top base” which is in charge of the industrial region’s development, signed a franchise agreement to execute the project and make the fundamental plan, and is considered one of the most significant companies in the union of Turkish chambers of commerce and industry, running 38 industrial regions in turkey.

Additionally, the German role is based on proposing recommendations to the Palestinian side to seek solutions in terms of engineering in order to overcome the problem of choosing the convenient place to establish the sewer pumping station of the industrial region.

The German bank of development is working as well along the industrial region organization to build or buy 45 megawatts transformers and constructing 1700 meter long roads.

Moreover, the Turkish side which is represented by “Top Base”, along with the German presented by “Tempo”, are both working on studying the industries characteristics that suit this region in order to take into account the international health and safety measures so that the factories built are ecofriendly.

The aims of the industrial zone

According to Palestinian officiates, the study on the feasibility of the industrial zone indicates that it will allow 20 thousand job opportunities, 5 thousands of them will be direct and 15 thousand indirect occupations.

Furthermore, the industrial region in Janine would promote the Palestinian industrial production, thus it would enhance Palestine’s exports and improve its trading scale through the agreements between Palestine and the rest of the world, especially that this project is receiving the support from the EU and USA which abide to import the productions of the industrial region and marketing them without any taxes.

Along with the western upholding, the region is receiving a special Turkish interest as the Turkish Union of Chamber of Commerce and Industry have shown their willingness to construct textile and fabric factories and other industries as well, after a field visit they made to the region last month as a result of the Turkish-Palestinian agreement that includes establishing Turkish factories in the industrial zone.

The Turkish interest is driven by turkey’s willingness to promote the trading exchanges with the Palestinian region, as Turkey is considered the second biggest trading partner to Palestine due to the number of commercial exchanges between the two countries that reached 700 million dollars. In addition to that, Turkey is seeking the benefit of being close to Haifa’s port, which has a strategic location on the Mediterranean, through its investments in the industrial zone in Palestinian lands in order to ensure its access to the Arab markets.

A dream come true

Establishing an industrial area in Janine has always been a dream to Palestinians who didn’t lose the persistence of accomplishing it despite the 15 years since the idea was manifested, it’s an aim to Palestinians to promote their productive sector and export all their productions to the rest of the world.

Since the beginning of the last year, with the support of Turkey and Germany, the Palestinian dream of seeing the engines of their factories run in their lands is nearly coming true.

In this interview, Dr. Talal Abu-Ghazaleh highlights the new computer that his group has produced completely. It reviews the origins of the dispute between America and China and the desire to find a new world order and reduce Chinese influence.

He then introduces a general principle of intellectual rights principles that allows any individual or country to inspire new ideas through existing products and develop them to register a new invention. Regarding the economic sectors that need investments, he said there is no need to waste time in the search for foreign investments, stressing the necessity of self-reliance, expressing his full support for entrepreneurship and creativity. He concluded by saying there is no limit to the creation of the human mind. A creative idea imagined by the mind can form the nucleus of a successful invention and tremendous wealth.

SAE: Talal Abu-Ghazaleh is one of the most prominent economic figures in the Arab world and a pioneer of intellectual property in the world, if you would kindly give us a summary of your most important achievements.

Dr. Talal Abu-Ghazaleh: From about twenty years we have moved from the major institution in the Arab world to become global. For example, you have mentioned intellectual property, we are the largest intellectual property institution in the world, so our name is Tag Global, and we have over 110 offices around the world. We practice all activities; professional audit, consulting, training, capacity building, in all professional areas and this month we started a new activity, we started the production of technical tools, whether Tablets or laptops.

 

SAE: Actually, we read about this in the media if you can give us an explanation about the different products you produce?

Dr. Talal Abu-Ghazaleh: We feel that our region needs to be involved in the computer industry because there is no reason why the Arab world should not enter this industry; the Arab world deserves to have a computer industry as other countries.

We have made studies and experiments during a period of several years, until we produced a Tablet and the goal of producing it, in addition to that it is a multitask device, is to be a smart school bag. For the state, the cost of schools is very high (facilities, professors, students, books and the necessary equipment) while using this technology can save a lot through intelligent cognitive study.

In addition to this device, we have completed two laptops of our design and our own manufacturing, and we are not producing through another manufacturing institution. We produce and market, and we have our own brand, and we do not have a partner, our brand is TAG Tech (Talal Abu-Ghazaleh For Technology (TAGTech)) and is produced entirely by us. At first, we wanted something that reduces the cost, as our mission is to spread knowledge in the Arab world, and in the world in general. We wanted to offer a computer with a lower cost than any other company in the world, but at the same time, we wanted to honor our name as Talal Abu Ghazaleh Global, so we could maintain low cost but we maintained high quality to be competitive at the international level.

We have two devices with specifications higher than what exists in the market. I am talking about the major producers in the world. We have technologies with higher specifications than what exist in the world or in terms of price. The fact that the objective of this project is to serve the society, Talal Abu Ghazaleh Foundation, which is the arm of Talal Abu Ghazaleh Global, funded this project with the aim that its price becomes competitive and at the same time high quality, so do not believe me but believe the truth and look at the device and compare it. Our slogan is (compare and then decide). Compare our device with the best devices in the market, if you do not find it as the best then do not buy: And compare its price, if it’s not the cheapest one do not buy it. We have achieved the device with the highest specifications and almost half the price. This device will be in use soon. We will start from a certain area. It is the Arab region, but our goal is not only this region. Abu Ghazaleh Intellectual Property and many other activities are leading the world, I see no complexity or shame to say we want to become an international producer of information technology.

 

SAE: Thank you for this initiative, because the question really why the Arab world does not enter technical manufacturing in the field of computers, phones or tablets?

Dr. Talal Abu-Ghazaleh: All the Western and Eastern countries produce these technologies, is it forbidden for the Arabs alone to produce? Is there a decision to ban the production of equipment in the Arab world, and I say this, because this is the first Arab production from the private sector.

 

SAE: Regarding the competition, I heard your comparison between price and quality, we hope to see a presentation about the advantages of the device.

Dr. Talal Abu-Ghazaleh: we have the best device with the best quality and the most competitive price. Because our international name and reputation are all integrated. We are keen to produce high-quality devices to reflect our reputation as one of the largest accounting companies in the world and auditing, consulting and translation, we are the largest translation company in the world. We are the largest company in the provision of training programs, qualification and capacity building in the world. We are the largest company in the field of intellectual property, so we cannot produce a product that is not the highest level, our reputation is a very important issue. All our activities are under the name TAG so we can only be producers of the best device. Supported by Tag Foundation, we have been able to minimize the cost of production.

 

SAE: Thank you very much for this introduction about this invention, this Arab production in the field of computers and tablets for the first time. Abu-Ghazaleh is said to be the largest company in the world. Is it the largest company in intellectual property or accounting?

Dr. Talal Abu-Ghazaleh: It is the largest intellectual property company ever. In accounting, there is the Forum of Firms, under the umbrella of the International Federation of Certified Public Accountants (IFAC) in New York, it founded the Forum of Accounting Firms abbreviated to (FOF). It contains twenty companies, it is known under the G20, in which our company is a member, and we are the only one from the region. This Forum of Forms includes international companies that are committed to applying international accounting standards and principles, whether as standards or principles of transparency. The focus is on adherence to principles and transparency. Who applies these conditions joins this forum. We are a member since its establishment until now.

 

SAE: Regarding your personal career, what are the most difficult moments you have faced?

Dr. Talal Abu-Ghazaleh: For me, the most difficult moments are the sweetest moments. I believe that problems make success and that suffering is a blessing. When my colleagues come to me saying: we have a problem, I thank God for that. They say, director, we have a problem, I say I hear you completely. The problem means there is a solution, which means that there is success when you have a problem and you can find solutions and solve them. This is an opportunity, the problem is an opportunity and not only a problem.

I also talk about the global economy now and I have released a full report about the next global crisis, it explains this crisis and how it will end. I expect it will happen next year, i.e., 2020, it will end with the so-called (stagflation) or recession and high prices at the same time. This is a deadly and very bad recipe to have a recession with high prices. So, I pretend I am not inventing this thing or dreaming. I study and analyze phenomena and centers of studies in the world, especially in America talk about that. I say this crisis will force America to enter a war. This war is not with Iran. The importance of Iran comes from it being a supplier of China with oil. The problem is in my personal discretion, in preventing Iran from exporting oil, it’s not because of nuclear weapons. There are many countries in the world that have nuclear weapons, the problem is not the problem of a nuclear bomb. The problem is that America wants to put an end to the rise of China technically and economically and this is its right. If I am America, I cannot allow a country to outdo me. This is not my opinion, but I summarize what the research centers say.

America wants to sit down with China, but China is not willing to sit down to create a new world order, the United States of America, and this is its diligence and it may do so. It says that the current system developed after World War II in 1948 and the resulting Bretton Woods and all the other consequences is no longer valid. It wants to sit down with China to forge a new world order. China says it has no ambitions to control the world, politically, militarily, or administratively. Chinese adhere to the existing standards because it suits them. America and I repeat it has the right to do whatever it deems appropriate, says that we need a new order. Therefore, we see that all American decisions and I do not say Trump, Trump represents this important institution “America”, the issue is not a personal battle with Trump. There are centers for decision-making. The way decisions are presented varies from president to president, but decision-making is not the choice of the president. So, there is an American approach that we want a new world by all standards, for example, we do not accept attempts to depart from the dollar's control over global transactions, this is a very important and sensitive issue and there is no room for maneuver. And when Macron calls for new international currency, I think the anger on Macron is based on his declarations when he said it is time for a new world currency, this talk is not a music which suits the USA, never.

 

SAE: For the dollar, you mentioned a very important issue, which is linked to the Bretton Woods system, many economists talk about the petrodollars?

Dr. Talal Abu-Ghazaleh: There is no such thing as the petrodollar. This means that oil is sold in dollars. There is no dollar on which it is written “oil”. As the American proverb says, the US dollar is green and has no other colors.

Also, I laugh when it is said that oil prices are determined by supply and demand. For example, we note in a certain month that oil prices are falling by 50% and this happened really, and the price dropped to 20 dollars. Does the consumption of the world fall by 50% in one day or one month, and then rise once, these days oil prices rise on a daily basis. Is there a measure of supply and demand for oil?! Of course not. These are political decisions.

 

SAE: Is there a possibility for a particular entity to compete with the dollar?

Dr. Talal Abu-Ghazaleh: I do not disclose secrets. Today some countries started to deal bilaterally with their own currencies; this is not acceptable for the USA. In Bretton Woods, the dollar became the only currency to deal with, as a measurement currency and as a reserve currency. This is now under discussion. China and all the BRICS said, "The time has come". The World Bank is looking at other currency formats. There are a lot of transactions going on between countries. We went back to Barter's theory. This is a departure from the dollar's control of the world, and we must consider certain circumstances.

In my view, the issue is not only the uniqueness of America in the decision-making, America feels that the world we live in now no longer fits what was formulated 70 or 80 years ago. We know that wars end with meetings, negotiations and agreements. There is no local, regional or international war unless it ends with meetings to negotiate and take new decisions. That is what is required: a war to force America, Britain, China and Russia to sit at the negotiating table to find new solutions for the world.

 

SAE: Regarding IP, economists say that IP is being used as a weapon to undermine small businesses and prevent new competitors from entering.

Dr. Talal Abu-Ghazaleh: There are no big and small companies. I served on the World Intellectual Property Organization (WIPO) system, which is responsible for intellectual property, and on the World Trade Organization (WTO) Council of Experts, to discuss intellectual property. Intellectual property systems and agreements are clear, there is no small or large.

There are laws that determine how to register your invention, how to protect your invention, how to file claims and procedures for those who infringe your invention. There is a new look at this subject led by America. America thinks this system is flawed, when I invented a mobile phone, for example, and you invent a better mobile,

As we are now making an IT device laptop or tablet better than the existing ones, this is an exploitation of the existing product, and is not a new invention. The WTO agreements in the TRIPS Council and the World Intellectual Property Organization, and intellectual property agreements in the whole world, say that any update on something that exists is a new invention, this is the current system.

Now there is an American point of view that says: when it put Apple products in China to delocalize the production, China took the technology of Apple and made a new invention. This invention is an infringement on the USA, though China has to pay compensation for that, this is a view I don't want to look into, because this is a conflict between big countries, and by the way, no one is talking about it. The dispute between China and the USA is, in my opinion, not about product taxes, customs or economic sanctions, but about this invention.

Because if you want to talk about the theft or aggression of American technologies by China you are talking, and I use these words from an American point of view, you are talking about not only billions, but trillions of dollars. We are talking about all fields and not just IT tools, for example, the Internet, is an American invention and in return there is a Chinese Internet. America considers this infringement of its rights from its point of view. From the Chinese point of view, intellectual property agreements say that any different invention or so-called innovation, with modernization, is a new invention and this is the biggest problem.

 

SAE: By the way, I read an economic book in which the Chinese economy is mentioned as a new paradigm, it has changed the Western economic model based on creativity, by relying on imitation and led to a new economic revolution.

Dr. Talal Abu-Ghazaleh: I feel this is the main problem, the rest is only details. Because in this world, in my opinion, power, domination and control over the world are the product of technology, and it is no longer the same as before, i.e., as a result of the economic, political and military power, this was before. The most important criterion now is not military power, but two things: technical power and economic power, and technical power is the one that leads to economic power. It can be summed up that technical superiority is the leadership of the world.

 

SAE: Regarding the Arab economy, what is your assessment of the Arab economy? There are strong factors of natural resources and population. How do you evaluate the Arab economies in general and what are the obstacles to the renaissance and economic development?

Dr. Talal Abu-Ghazaleh: The problem I say with pain, there is not a single Arab economy and there is no Arab economic integration. The Arab League, although having an important role, does not achieve economic integration, however it is a house for Arabs and represents a symbol of our Arab unity, but there is no such thing as the Arab economy. The Arab countries deal with foreign countries far more than they do with each other. Second, there is no similarity between the economy in any Gulf state, with Morocco, or with a country in the middle of the Arab world. The problem now is, according to a recent study, you will see in my report on the world economy that in 2030, the Chinese economy will become twice the size of the US economy, 2030 means tomorrow.

 

SAE: Actually the Chinese economy surpassed the US economy.

Dr. Talal Abu-Ghazaleh: But it will be twice the US economy and what will become the second economy? then India, then Indonesia. We are facing a changing world because the criteria for growth is not traditional standards that were in the past, now it depends on: first, the size of the population, and I wish we can say that the size of our population is such, because there is no relationship between the size of the population in any country with any other Arab country, while when we talk about Indonesia the size of its population or India the size of its population. In the world productive knowledge is per capita and therefore the size of the population is very important. And secondly that you can act by turning your country into a state technical knowledge that can compete with technology and this is a very important subject, because we still think that’s the power to attract investment. We invoke our time in calling for investment and bringing in foreign investments, while one invention, for example, Google is a computer application that does not require raw materials, investment, foreign capital, government capital or anything like that. We do not even know where it is located, it is worth about one trillion dollars, the size of the Arab economy.

 

SAE: Actually we cannot talk about a unified Arab economy, but because of language factors, you can talk about one Arab market, for example, your invention could target the Arab world as a single market?

Dr. Talal Abu-Ghazaleh: It is not possible to think of the Arab region as a single market, because every country has its own systems, borders, requirements, standard of living, own capabilities, there is no one country, we are not India. And even the Common Market Agreement, of course, a dream has not been achieved, let us start again, if we want to become one market and one force, we must start again and stop dreaming and say what we must do to become so.

 

SAE: Concerning the entrepreneurship, what is your point of view of the entrepreneurship in the Arab world? It is generally said that the future is not for jobs but for independent careers or entrepreneurship, what is do you think of this and what sectors can be worked on and developed?

Dr. Talal Abu-Ghazaleh: Entrepreneurs are part of the country's economy. For example, when Bill Gates succeeds, the entire US economy benefits, so I strongly support entrepreneurs, I was yesterday in a ceremony to honor the first students of the Tawjihi (High school) in Jordan. And I honored the outstanding students and I gave them honorary shields and discussed with them because they are the ones who can make the future.

 

SAE: Are there specific sectors you recommend to invest in?

Dr. Talal Abu-Ghazaleh: Never, any invention in the world, who can imagine that an invention such as a telephone will change the world?! I was, of course, involved in the development of information technology strategies when I was elected at the United Nations in 2001 as the head of United Nations’ IT team that developed the IT strategy of mobile phones, laptops, etc. Any innovation is an invention. If you invent a system to protect cyber security, it's an invention. And if you invent something in genetics, it is an invention, an innovation in robots is an invention. There are no limits for innovations. Entrepreneurs have infinite initiatives. They have a sea of ​​inventions to do. I have referred to this during my meeting with the students yesterday. I said you cannot imagine how many areas you have to invent, if you are an engineer you have areas for inventions in engineering by applying artificial intelligence, there are countless possibilities to invent. In this field there are more than 1000 projects and ways to develop the engineering system. I said a sentence and I want to conclude by it. All what the human mind can imagine as a dream or imagination is a reality waiting for the realization. Almighty when he created man, he makes his mind as the leadership of creativity. I mean, if you think that there is something to happen and it will happen, when we were thinking about making a plane that could fly, it was a joke, how could an iron object fly in the air? Science fiction in the past was for entertainment, but today it has become a fact. So, all that the human mind can imagine is a fact waiting for the realization.

ثم ينتقل بنا الى التعريف بمبدأ عام من مباديء الملكية الفكرية بما يسمح لأي فرد أو دولة من استلهام افكارجديدة من خلال منتجات قائمة وتطويرها لتسجيل اختراع جديد، ومن هنا فقد حدثنا عن النهضة الاقتصادية الصينية وكيف تمكنت الصين من استخدام هذا المبدأ لتطوير التكنولوجيا الخاصة بها والتفوق على التقنية الامريكية.

وبخصوص العالم العربي، فقد اعتبر أنه لا وجود لاقتصاد عربي موحد ولا حتى سوق عربية مشتركة بالنظر الى التباينات بين الدول العربية وضعف التبادلات البينية فيما بينها، معربا عن أسفه من عدم الوصول الى التكامل الاقتصادي بين الدول العربية وعدم وجود دور فعال للعرب على المستوى الدولي.

كما قام الدكتور طلال ابو غزاله باطلاعنا على التوجهات الحالية الهامة للنمو الاقتصادي في ظل الثورة الصناعية الراهنة القائمة على التقنيات المعرفية...فالمعرفة هي الثروة الحقيقية....والانسان يشكل عمادها ومادتها الاساسية.

وبخصوص القطاعات الاقتصادية التي بحاجة للاستثمارات، قال بأنه لا حاجة لاضاعة الوقت في البحث عن الاستثمارات الاجنبية، وضرورة الاعتماد على الذات، معربا عن دعمه الكامل لريادة الأعمال والابداع، وختم بالقول أنه لا حدود لابداع العقل البشري، فأية فكرة ابداعية يتخيلها العقل يمكن أن تشكل نواة لاختراع ناجح وثروة هائلة.

 طلال أبو غزالة هو المؤسس ورئيس طلال أبو غزالة العالمية، وهي مجموعة شركات عالمية تقدم الخدمات المهنية في مجالات المحاسبة والاستشارات الإدارية ونقل التكنولوجيا والتدريب والتعليم والملكية الفكرية والخدمات القانونية وتقنية المعلومات والتوظيف والترجمة والنشر والتوزيع. وبالإضافة إلى منحه لقب قائد المحاسبة العربية، تم الاعتراف بفضله في الترويج لأهمية الملكية الفكرية في المنطقة العربية.

ولد طلال أبو غزالة في يافا في فلسطين في 22 من أبريل عام 1938، ثم انتقل بعد النكبة الفلسطينية عام 1948 إلى قرية الغازية اللبنانية والتي تبعد ربع ساعة عن مدينة صيدا الساحلية. تلقّى تعليمه الابتدائي والثانوي في صيدا، ثم تابع تعليمه الجامعي في الجامعة الأمريكية في بيروت حيث حصل على منحة دراسية كاملة. عندما كان الدكتور طلال أبو غزالة لا يزال طالباً جامعياً، عمل كمعلم ومترجم. وحصل على أول عمل له بعد التخرج في شركة تدقيق حسابات. في عام 1969، قرر الدكتور طلال أبو غزالة لدى سماعه خطاباً حول الملكية الفكرية في مؤتمر تايم-وورنر في سان فرانسيسكو العمل في مجال حقوق الملكية الفكرية بالإضافة إلى المحاسبة.

قام في العام 1972 بإنشاء شركتين وهما شركة طلال أبو غزالة (تاغكو) وأبو غزالة للملكية الفكرية (أجيب)، حيث اختصت الأولى في مجال المحاسبة.... بينما اختصت الثانية في مجال الملكية الفكرية.... ومنذ ذلك الحين، أسس الدكتور طلال أبو غزالة ما مجموعه 140 شركة للخدمات المهنية المتخصصة في مجالات متنوعة مثل الإدارة والاستشارات والخدمات القانونية وتقنية المعلومات وغيرها الكثير.

نجح الدكتور طلال أبو غزالة على مر السنين في إنشاء شراكات وثيقة مع منظمات عالمية مثل منظمة الأمم المتحدة ومنظمة التجارة العالمية وعين في العديد من المناصب العالمية.

د. طلال ابو غزالة: من حوالي عشرين سنة انتقلنا من المؤسسة الكبرى في الوطن العربي لنصبح عالميا. مثلا ذكرت الملكية الفكرية، نحن اكبر مؤسسة للملكية الفكرية في الدنيا. لذلك اسمنا تاغ غلوبال.. تاغ العالمية.. ولدينا ما يزيد عن 110 مكتب منتشرة في العالم. ونمارس نشاطات كلها مهنية تدقيق حسابات استشارات تدريب بناء قدرات، في كل المجالات المهنية.

وهذا الشهر بدأنا نشاط جديد وهو نشاط انتاج ادوات التقنية سواءا تابلتس او لابتوبس.

 

المنصة: في الواقع قرأت عن هذا في الاعلان اذا ممكن تعطونا توضيح عن الاجهزة المختلفة التي تنتجونها؟

د. طلال ابو غزالة: نحن نشعر ان منطقتنا بحاجة الى أن تدخل صناعة الكمبيوتر، لانه لا يوجد سبب يمنع أن يكون هذا الوطن العربي، وانا رايت خارطتك عن الوطن العربي واهتمامك بالوطن العربي، يستحق الوطن العربي ان يكون لديه صناعة كمبيوتر كما للدول الاخرى ...صرنا ندرس ونجرب... خلال فترة عدة سنوات الى أن انتجنا تابلت (tablet) والهدف منها بالاضافة الى أنها جهاز لكل الاستعمالات هي تصلح لأن تكون الحقيبة الدراسية (Smart school bag).

المنصة: نشكركم على هذه المبادرة لانه فعلا. السؤال هو لماذا لا يدخل العالم العربي التصنيع التقني في مجال الكمبيوتر أو التلفونات أو التابلت؟.

د. طلال ابو غزالة: كل الدنيا الدول الغربية والشرقية تنتج هذه التقنيات، هل هو ممنوع على العرب وحدهم أن ينتجوا؟ هل هناك قرار صادر ينص على منع انتاج الاجهزة، واقول هذا الكلام، لان هذا هو اول انتاج عربي من القطاع الخاص.

المنصة: بخصوص المنافسة، سمعت المقارنة التي اجريتها بين السعر والنوعية، نتمنى أن نرى عرض حول مزايا الجهاز؟.

د. طلال ابو غزالة: هي اكبر شركة في الملكية الفكرية على الاطلاق، في مجال المحاسبة، هناك ما يسمى فورم اوف فيرمز (Forum of Firms) تحت مظلة الاتحاد الدولي للمحاسبين القانونيين ifac (www.ifac.org) في نيويورك، هذا الاتحاد اسس ملتقى (Forum of Accounting Firms) ويختصر ب (FOF) وهو يحتوي على عشرين شركة هي ما يسمى لدى اهل المهنة بـ ج20 وشركتنا تعتبر عضوا فيها، ونحن الوحيدون من المنطقة.

هذا المنتدى (فورم اوف فيرمز) يضم الشركات العالمية التي تلتزم بتطبيق معايير ومباديء المحاسبة الدولية... سواءا كمعايير او مبادي الشفافية... التركيز هو على الالتزام بالمباديء والشفافية... من ينطبق عليه هذه الشروط ينضم الى هذا المنتدى... ونحن عضو فيه منذ تأسيسه وحتى الان.

 

المنصة: بخصوص مسيرتك الشخصية، ما هي اصعب اللحظات التي واجهتها؟

د. طلال ابو غزالة: بالنسبة لي أصعب اللحظات هي احلى اللحظات...انا اؤمن بأن المشاكل هي التي تصنع النجاح، وان المعاناة نعمة، وعندما يأتوني زملائي يقولون لدينا مشكلة، اقول الحمد لله على ذلك، فيقولون ايها المدير لدينا مشكلة، اقول اسمعك تماما، المشكلة تعني أن هناك حل، يعني أن هناك نجاحا، عندما يكون لديك مشكلة وتستطيع أن تجد لها الحلول وتنتصر عليها. هذه فرصة، فالمشكلة هي فرصة وليست هي مشكلة فقط.

كما اتكلم عن الاقتصاد العالمي الان. وانا اصدرت تقرير كامل يمكن أن ازودك به، عن الازمة العالمية القادمة. والتقرير يشرح كيفية وماهية هذه الازمة التي ستنتهي، وانا اتوقع أن يحصل هذا العام القادم 2020، ستنتهي بما يسمى (stagflation) (الرُّكود التضخُّميّ) أي كساد وغلاء اسعار في نفس الوقت. وهذه وصفة مميتة وسيئة جدا. أن يكون كساد مع ارتفاع في الاسعار. بالتالي انا ازعم وانا لست ابتدع هذا الامر ولا احلم، فأنا ادرس واحلل الظواهر، مراكز الدراسات في العالم وبالذات في امريكا تقول ان هذه الازمة ستفرض على امريكا أن تدخل في حرب. والحرب هذه ليست مع ايران، وجود ايران في المعادلة لأنها تأتي كمزود للصين بالنفط فقط. المشكلة في اجتهادي الشخصي، من حيث منع ايران من تصدير النفط هو ليس بسبب السلاح النووي، فنحن نعرف أن هناك العديد من الدول في العالم لديها السلاح النووي، المشكلة ليست مشكلة قنبلة ذرية أو نووية، المشكلة هي أن امريكا تريد ان تضع حدا لصعود الصين تقنيا واقتصاديا. وهذا حقها، لو كنت انا امريكا، لا يمكن أن أسمح لدولة ما أن تتفوق علي. تعالي يا صين لنجلس سويا، وهذا ليس رأيي ولكني ألخص ما تقوله مراكز الابحاث. امريكا تريد أن تجلس مع الصين، والصين ليست موافقة على الجلوس لوضع نظام عالمي جديد.

الولايات المتحدة الامريكية، وهذا اجتهادها وهي حرة في ذلك، تقول أن النظام الحالي الذي وضع بعد الحرب العالمية الثانية في العام 1948 وما نتج عنه من بريتن وودز وغيرها وما نتج عنها لاحقا لم يعد صالحا، فهي تريد الجلوس مع الصين لصياغة نظام عالمي جديد. الصين تقول انا ليس لدي طوح في السيطرة على العالم لا سياسيا ولا عسكريا ولا اداريا، أنا التزم بما هو موجود من معايير قائمة لأن ذلك يناسبها.

امريكا، وانا اكرر ان لها الحق أن تقوم بكل ما تراه مناسبا لها تقول اننا نحتاج الى نظام جديد. ولذلك نرى أن كل القرارات الامريكية، ولا اقول ترامب، فترامب يمثل المؤسسة الهامة أمريكا، فالمسألة ليست معركة شخصية مع ترامب. فهنالك مراكز لاتخاذ القرارات. طريقة اخراجها وتقديمها تختلف من رئيس الى اخر لكن صنع القرار ليس من صنع الرئيس. فبالتالي هناك توجه امريكي باننا نحن نريد عالم جديد بكل المعايير

ولا نقبل مثلا المحاولات للخروج عن سيطرة الدولار في التعاملات العالمية هذا موضوع مهم جدا وحساس ولا مجال فيه للمزاح، وعندما ينادي ماكرون، وانا اعتقد ان الغضب على ماكرون اساسه مقالته عندما قال حان الوقت لعملة عالمية جديدة، هذا الكلام ليس بالموسيقى بالنسبة لامريكا، بيس موسيقي ابدا.

 

المنصة: بالنسبة للدولار، ذكرت مسألة مهمة جدا، وهو مرتبط بنظام بريتون وودز، ويتم الحديث عن البترودولار؟

د. طلال ابو غزالة: لا يوجد شيء يسمى بترودولار وهذه من الأمور التي تضحكني، المقصود من هذا ان البترول يباع بالدولار، لا يوجد دولار مكتوبا عليه بترول، كما يقول الامريكيون (the color of money is green) فالدولار الامريكي لونه أخضر ولا يوجد عليه الوان اخرى. كذلك فانني اضحك عندما يقولوا بأن اسعار النفط يقررها العرض والطلب. مثلا نلاحظ في شهر معين بأن أسعار النفط تنخفض بنسبة 50% وحصل هذا الأمر وانخفض السعر الى 20 دولار، فهل استهاك العالم انخفض بنسبة 50% في يوم واحد أو بشهر واحد، ثم يرتفع مرة واحدة، هذه الأيام ترتفع اسعار النفط بشكل يومي. فهل هناك من يقوم بقياس العرض والطلب على النفط؟! طبعا لا، هذه قرارات سياسية.

 

المنصة: هل هناك امكانية قيام جهة معينة بمنافسة الدولار؟

د. طلال ابو غزالة: أنا لا افشي اسرار، هنالك تصاريح معلنة، بأن الدول بدأت تتعامل بشكل ثنائي بعملاتها (bilaterally)، وهذا غير مقبول امريكيا، لان هناك عملة واحدة وهذا ما تقرر في بريتون وودز ولا يجب أن ننسى أهمية بريطانيا في هذا الموضوع يعني تنازل بريطانيا عن الاسترليني في بريتون وودز ليصبح الدولار العملة الوحيدة للتعامل كعملة قياس وكعملة احتياط، هذا الان اصبح موضع نقاش، فالصين قالت وكل مجموعة بريكس (BRICS) قالت حان الوقت، كذلك البنك الدولي يبحث في صيغ لعملة أخرى هناك تعاملات كبيرة اصبحت تقوم بين الدول، رجعنا الى نظرية المقايضة (Barter) اي بنفس القيمة خذ مني واعطيك، فهذا هو خروج عن سيطرة الدولار على العالم، ويجب أن نراعي ظروف معينة، أنا في نظري أن الموضوع ليس فقط انفراد أمريكا في اتخاذ القرار، امريكا تشعر أن العالم الذي نعيش فيه الان لم يعد يصلح له ما صيغ قبل 70 أو 80 سنة. نحن نعلم أن الحروب تنتهي باجتماعات ومفاوضات واتفاقيات، لا يوجد حرب محلية ولا اقليمية ولا دولية، الا انتهت باجتماعات للتفاوض واتخاذ قرارات جديدة، فهذا هو المطلوب، المطلوب أن تحصل حرب لتجبر امريكا ومعها بريطانيا، والصين ومعها روسيا ليجلسوا على طاولة التفاوض لايجاد حلول جديدة للعالم.

 

المنصة: بخصوص الملكية الفكرية، يقول الاقتصاديون بان الملكية الفكرية تستخدم كسلاح للنيل من الشركات الصغيرة والحيلولة دون دخول منافسين جدد؟

د. طلال ابو غزالة: لا يوجد شركات كبيرة وصغيرة. انا خدمت على نظام المنظمة العالمية للملكية الفكرية التي تعتبر مسؤولة عن الملكية الفكرية وعلى مجلس خبراء المنظمة العالمية للتجارة، لبحث شؤون المليكة الفكرية. الملكية الفكرية هي انظمة واتفاقيات واضحة، لا يوجد فيها صغير أو كبير. فيها قوانين تحدد كيف تسجل اختراعك، كيف تحمي اختراعك، كيف ترفع دعاوى واجراءات لمن يتعدى على اختراعك. هنالك نظرة جديدة في هذا الموضوع تقودها امريكا، أمريكا تعتقد أن هذا النظام فيه خلل ما، عندما اخترع أنا موبايل على سبيل المثال، وانت تخترع موبايل افضل منه. كما نحن الان نصنع جهاز تقنية معلومات جهاز لابتوب او تابلت أحسن من الموجود. هذا يعتبر استغلال للمنتج الموجود، ولا يعتبر أختراع جديد. اتفاقيات المنظمة العالمية للتجارة في مجلس تريبس (TRIPS) والمنظمة العالمية للملكية الفكرية، واتفاقيات الملكية الفكرية في كل الدنيا تقول أن أي تحديث على شيء موجود هو اختراع جديد. هذا هو النظام الحالي. الان هناك وجهة نظر امريكية تقول أنني عندما وضعت منتجات أبل لديكم في الصين لصناعتها فأخذتم التقنية الموجودة في أبل وعملتم مخترع جديد، هذا المخترع هو تعدي علي ويتوجب عليكم دفع تعويضات على ذلك، هذه وجهة نظر لا أريد أن ابحث فيها، لأن هذا صراع بين الكبار، وبالمناسبة هذا الموضوع لا يتحدث فيه احد. الخلاف ين الصين وأمريكا بحسب رأيي ليس حول الضرائب على المنتجات ولا على الجمارك ولا العقوبات الاقتصادية، بل هو بشأن هذا الموضوع. لانك اذا اردت أن تتكلم على سرقة أو تعدي على تقنيات أمريكية من قبل الصين أنت تتكلم، وانا استعمل هذه الكلمات من وجهة نظر أمريكية، أنت تتكلم عن، ليس فقط مليارات، بل تريليونات. نحن نتحدث عن كل المجالات وليس فقط الادوات التقنية، في كل مجال،

مثلا الانترنت، هي اختراع امريكي وفي المقابل هناك انترنت صينية، أمريكا تعتبر هذا تعدي على حقوقها من وجهة نظرها. من وجهة نظر صينية اتفاقيات الملكية الفكرية تقول ان اي اختراع مختلف أو ما يمسى (innovation) ابتكار، فيه تحديث، هو اختراع جديد وهذه هي المشكلة الكبرى.

 

المنصة: بالمناسبة تعقيبا على هذا الموضوع، قرات في كتاب اقتصادي يذكر فيه الاقتصاد الصيني كنموذج جديد غير المعطيات الحالية بحيث أنه قلب النوذج الغربي القائم على الابداع، من خلال اعتماده على المحاكاة وادى الى احداث ثورة اقتصادية جديدة.

د. طلال ابو غزالة: في شعوري هذه هي المشكلة الرئيسية، والباقي كله تفاصيل لانه، وانا ازعم، القوة والهيمنة والسيطرة على العالم هي نتاج التقنية ولم تعد كما في السابق: الاقتصاد والقوة السياسية والعسكرية، هذا كان في السابق، وهكذا انهار الاتحاد السوفييتي رغم أنه كان متفوقا عسكريا ولكنه كان متخلف اقتصاديا، لم يعد هذا المعيار، المعيار الأهم الان اصبح ليس القوة العسكرية بل شيئين: القوة التقنية والقوة الاقتصادية، والقوة التقنية هي التي توصل الى القوة الاقتصادية، فيمكن اختصار الموضوع بأن التفوق التقني هو قيادة العالم.

 

المنصة: بخصوص الاقتصاد العربي ما هو تقييمك للاقتصاد العربي. هناك عوامل قوة من الموارد الطبيعية والسكان. كيف تقيم الاقتصادات العربية بشكل عام وما هي المعوقات للنهضة والتنمية الاقتصادية؟.

د. طلال ابو غزالة: المشكلة وأقولها بألم، ليس هناك اقتصاد عربي واحد وليس هناك اي تكامل اقتصادي عربي، لكي نكون صادقين مع انفسنا، الاوضاع العالمية والسياسية الاقليمية والمحلية فرضت علينا أن لا يكون هناك تكامل اقتصادي. بالتالي لا نستطيع ان نتكلم عن الدول العربية كوحدة. الجامعة العربية جامعة تدار بطريقة لا تحقق التكامل الاقتصادي. لها دور هام وأنا أعتز بها كبيت للعرب وكرمز لوحدتنا العربية، لكن لا يوجد شيء يسمى الاقتصاد العربي.

الدول العربية تتعامل مع الدول الاجنبية بشكل اكبر بكثير من تعاملها مع بعضها البعض. ثانيا لا يوجد تشابه لا بين الاقتصاد الموجود في اية دولة خليجية أو دولة في المغرب أو في دولة في وسط العالم العربي. المشكلة الان اصبحت، وفقا لدراسة حديثة، ستراها في تقريري عن الاقتصد العالمي، تقول بأنه في العام 2030، سيصبح الاقتصاد الصيني ضعف حجم الاقتصاد الأمريكي، 2030 يعني بكرة.

 

المنصة: فعليا الاقتصاد الصيني تجاوز الاقتصاد الأمريكي.

د. طلال ابو غزالة: لكن سيصبح الضعف. الاقتصاد الثاني حجما في العالم هو الهند، وبعدها اندونيسيا. نحن أمام عالم متغير لان معايير النمو فيه ليست المعايير التقليدية. الانتاجية الان تعتمد على: اولا، حجم السكان، ولا نستطيع القول أن حجم سكان العالم العربي كذا، لأنه ليس هناك علاقة بين حجم السكان في اي دولة مع أي دولة عربية أخرى، على العكس في كل من أندونيسيا أو الهند اللتان تتمتعان بحجم سكان كبير.

في عالم المعرفة الانتاجية هي للفرد وبالتالي حجم السكان مهم جدا. وثانيا أن تستطيع أن تتصرف بتحويل دولتك الى دولة معرفية تقنية تستطيع أن تنافس تكنولولجيا. وهذا موضوع مهم جدا، لاننا ما زلنا نظن بأن القوة في استجلاب استثمارات اجنبية، ونصرف وقتنا في الدعوة للاستثمار وجلب الاستثمارات الاجنبية في حين أن اختراع واحد، الذي هو برنامج (بروغرام)، مثلا غوغل ما هي الا تطبيق على الكمبيوتر لا يحتاج الى مواد أولية ولا استثمار ولا رأس مال أجنبي ولا رأس مال حكومي ولا أي شيء من هذا القبيل ولا يعرف أصلا اين هي. اصبحت قيمتها توازي تريليون دولار وهو حجم الاقتصاد العربي. فنظرتنا للتوجه الاقتصادي ما زالت بالمعايير التي اصبحت لا تنطبق في عصر المعرفة.

 

المنصة: اذا كان لا يمكن الحديث عن اقتصاد عربي موحد، نتيجة لعوامل اللغة، يمكن مثلا الحديث عن سوق عربي واحد، على سبيل المثال الاختراع الخاص بكم يمكن أن يستهدف العالم العربي كسوق واحد؟

د. طلال ابو غزالة: لا يمكن التفكير في المنطقة العربية كسوق واحد اطلاقا، لان كل دولة لها أنظمتها وحدودها ومتطلباتها ومستوى معيشتها ومستوى الغلاء فيها وقدراتها، فلا يوجد دولة واحدة، نحن لسنا الهند، وحتى اتفاقية السوق المشتركة طبعا اصبحت حلم لم يتحقق، فدعنا نبدأ من جديد، اذا نريد أن نصبح سوق واحدة وقوية واحدة يجب أن نبدأ من جديد ونتوقف عن الحلم ونقول ماذا يجب أن نعمل كي نصبح كذلك.

 

المنصة: بالنسبة لريادة الأعمال، ما هي نظرتك لريادة الأعمال في العالم العربي، ويقال بشكل عام بأن المستقبل هو ليس للوظائف ولكن للمهن المستقلة أو ريادة الأعمال، ما هي نظرتك لهذا الأمر وما هي القطاعات التي يمكن العمل عليها وتطويرها؟

د. طلال ابو غزالة: رواد الأعمال هم جزء من اقتصاد البلد. مثلا عندما ينجح بيل غيتس فان الاقتصاد الامريكي برمته يستفيد. لذلك انا اؤيد وأدعم بقوة رواد الأعمال. وقد كنت شاركت في احتفال لتكريم طلبة التوجيهي الأوائل في الاردن، وكرمتهم واعطيتهم الدروع التكريمية وجلست معهم وحاورتهم لانهم هم من يستطيع أن يصنع المستقبل.

 

المنصة: هل هناك قطاعات محددة تود أن يتم التوجه اليها؟

د. طلال ابو غزالة: ابدا، اي اختراع في الدنيا. من يمكن ان يتخيل أن اختراع مثل جهاز التلفون سيغير العالم. وأنا طبعا كنت في اساس وضع استراتيجيات تقنيات المعلومات عندما انتخبت في الامم المتحدة عام 2001 كرئيس لفريق تقنية المعلومات في الامم المتحدة الذي وضع اتسراتيجية تقنيات المعلومات من موبايلات ولابتوبس...الخ. أي تطوير هو أختراع. فلو تخترع نظام لحماية الأمن السبرالي هو اختراع. وان تخترع شيء في الجينيتكس هو اختراع. وتخترع اختراع في الروبوتس هو اختراع. الاختراعات لا حدود لها. والمبادرات توفر لمبادري الأعمال بحر من المجالات ليخترعوا. وقد اشرت الى هذا الأمر خلال لقائي مع الطلبة. قلت لا يمكن أن تتخيل كم مجال امامك للاختراع، اذا كنت مهندس لديك مجال للاختراعات في الهندسة. هناك تطبيقات في الذكاء الاصطناعي لا تحصى. في هذا المجال هناك اكثر من 1000 مشروع وطريقة لتطوير نظام الهندسة. وانا قلت جملة واريد أن اختم بها: كل ما يستطيع العقل البشري أن يتخيله... كحلم أو كخيال هو حقيقة تنتظر التطبيق. سبحانه وتعالى عندما خلق الانسان جعل عقله هو القيادة للابداع. يعني اذا أنا فكرت أن هنالك شيء يجب أن يحصل وممكن أن يحصل سيحصل. عندما كنا نفكر كيف يمكن للطائرة أن تطير كان الأمر نكتة. اذ كيف يمكن لجسم حديدي أن يطير في الهواء. كان الخيال العلمي في الماضي للتسلية فاصبح حقيقة. كل ما يستطيع العقل البشري أن يتخيله هو حقيقة تنتظر التطبيق!.

أختتمت قمة الشركات الناشئة التي نظمتها مجموعة البذور النجوم (سيدستارز، Seedstars) أعمالها في مركز المؤتمرات السويسري المرموق في لوزان (Swiss Tech Convention Center) في معهد العلوم التطبيقية (EPFL)، حيث كانت الجائزة الكبرى من نصيب الشركة الأرجنتينية الناشئة (Blended).

بعد عام من التصفيات والمنافسات التأهيلية في أكثر من 80 مدينة في البلدان الناشئة، دعت مجموعة سيدستارز 67 متسابقًا نهائيًا إلى سويسرا في الفترة من 1 إلى 5 نيسان/أبريل 2019. تم اختيارهم من أصل 3500 طلبا من 63 دولة، وكان لهم شرف المشاركة في تدريب عملي لمدة يومين، تخلله لقاءات فردية مع الخبراء والمستثمرين، والتنافس على العديد من الجوائز على شكل رأسمال استثماري.

على الرغم من كون القطاع المالي الأكثر تمثيلا في السنوات السابقة في هذه القمة، فان الابتكارات التكنولوجية الفائزة في عام 2019 كانت جميعها تتعلق بالصحة والتعليم.

 

 

تكريم تكنولوجيا التعليم والصحة

تعكس قائمة الفائزين لهذا العام احتياجات البلدان الناشئة. يؤكد فريدي فيغا (Freddy Vega)، مدير شركة (Platzi.com) في خطابه على أن 13٪ فقط من الشباب يدخلون الجامعات في أمريكا اللاتينية على سبيل المثال. يوفر برنامجه على الإنترنت لمليون طالب من جميع أنحاء القارة الوصول إلى التدريب المتقدم في مجال التقنيات الجديدة.

 

يقول ريكو بالديجر (Rico Baldegger)، الأستاذ في جامعة العلوم التطبيقية في فرايبورغ، أحد شركاء سيدستارز: "التعليم لا يقتصر فقط على الدروس، بل أيضًا على إيجاد الإلهام". مثل مشروع الدكتور فهد النمري من المملكة العربية السعودية احدى المشاريع الملهمة، حيث استخدم تجربته كمعلم متخصص لتصور برنامج ينمو (YNMO)، وهي خدمة للأطفال المعوقين. وبالفعل فقد كرم المشاركون في القمة هذا المشروع بمنحه جائزة الجمهور لعام 2019 (انظر الإطار).

 كانت جائزة الجمهور للعام 2019 من نصيب مشروع ينمو (YNMO)، وهي شركة سعودية ناشئة يقل عمرها عن سنة واحدة. يتيح البرنامج الذي يمكن الوصول إليه عبر الإنترنت التصميم والإشراف على استراتيجيات التدريب والدعم الفردي والخطط المصممة خصيصًا لتلبية الاحتياجات المحددة للأطفال ذوي الإعاقة. وهو مخصص للمدارس أو المراكز أو المنازل المتخصصة، ويضم 11 مشتركًا بواقع 503 مستفيدًا. أثار نجاحه السريع اهتمام المؤسسات الحكومية التي تشكل عملاء المستقبل.

 

 

كانت الجائزة الأولى من نصيب (Blended) التي توفر منصة عبر الإنترنت وهي طريقة مبتكرة للتواصل بين المدرسة وأولياء الأمور حيث يستفيد منها بالفعل 250 الف طالب. توفر الجائزة لتي تصل قيمتها الى 500 الف دولار فرصة فريدة للمشروع للتوسع في القارة التي يصعب فيها جمع الأموال. ومع ذلك، كما يقول فيديريكو هيرنانديز (Federico Hernandez)، مؤسس الشركة الناشئة، فإن هذه التجربة جلبت له أكثر من مجرد أموال: وهي الأفكار. ويقول: "تقوم شركة سيدستارز بعمل أساسي للكشف عن الشركات الموهوبة في جميع أنحاء العالم". وهذا ما تطمح اليه بالفعل: لتحفيز الابتكار.

 

صناديق استثمار إقليمية جديدة

تهدف المجموعة التي تتخذ من سويسرا مقراً لها الى تحسين حياة الناس في البلدان الناشئة من خلال التكنولوجيا وريادة الأعمال، والسعي لتحقيق أهداف التنمية المستدامة وفقا لجدول أعمال الأمم المتحدة لعام 2030. فهناك حاجة إلى حوالي 5 تريليون دولار من الاستثمارات لتحقيق ذلك. ومع ذلك، تشير التقديرات إلى أنه يمكن تعبئة 228 مليار دولار من الأصول الخاضعة للإدارة لهذا النوع من الاستثمار المسؤول. في الجهة الاخرى، يتمثل مجال العمل الرئيسي الآخر لـسيدستارز في توليد استثمارات في داخل البلدان الناشئة وتحويلها إليها.

 

من خلال شعارها "التأثير والابتكار والاستثمار"، شرعت سيدستارز في وضع إستراتيجية جديدة لإنشاء صناديق استثمار إقليمية. وقد أعلنت عن إطلاق صندوق رأس المال الاستثماري بقيمة 100 مليون دولار لأفريقيا جنوب الصحراء، وذلك بالشراكة مع شركة (First Growth Ventures). وقد رحب المشاركون بالتصفيق لانشاء هذا الصندوق الذي سيسمح بالحصول على تمويل للبدء بالمشروعات يتراوح بين 250 الف دولار و5 ملايين دولار. وتقول اليزي دو توناك (Alisée de Tonnac)، الشريك المؤسس لمجموعة سيدستارز: هناك اهتمام متزايد بالاستثمار الذي له تأثير اجتماعي أو بيئي.

 

 

تغيير الذهنية: احداث التغيير المطلوب

وينطبق هذا بشكل خاص على الجيل الناشيء، لأن المال يحفز بشكل أقل من القدرة على التعبير عن القيم. تسعى سيدستارز إلى التأثير على ثقافة الدول الناشئة من أجل بناء صورة إيجابية لرجل الأعمال تدريجياً. وقد عقدت حلقة نقاش في هذه القمة حول مسألة عقلية ريادة الأعمال.

اكد هذه الفكرة أحد المتحدثين، عمر عيتاني، مؤسس شركة (FabricAID) من لبنان: وقد أشار الى أنه في تصورات والديه "كان من الضروري توفير ثلاجة ممتلئة " وذلك من خلال وظيفة مستقرة. لم يعد هذا هو الشاغل الرئيسي لجيله. فقد بدأ مشروعه في ظروف يحفها المخاطر لبيع الملابس المستعملة للمجتمعات المحرومة في بلده. ومن أجل النجاح والحفاظ على أسعار منخفضة، راهن على العدد. اليوم مشروعه يجذب الأموال من الشركات غير المعتادة على الاستثمار الاجتماعي. يميل جيل الألفية الذي ينتمي اليه، خاصة في البلدان التي تتمتع بالميزة، إلى رؤية العالم كقرية كبيرة. ويلخص القول :"الأمر كله يتعلق بالحالة الذهنية".

 

 

التركيز على منطقة الشرق الأوسط وشمال إفريقيا

يظل النظام الإيكولوجي في البلدان الناشئة بالنسبة للشركات الناشئة جنينياً. وتشكل منطقة الشرق الأوسط وشمال إفريقيا جزءا من هذا الواقع. وقد عززت سيدستارز وجودها في العام 2019 من خلال برامج في 18 مدينة و15 دولة. واستضافت قمة بيروت الإقليمية في تشرين الثاني/نوفمبر 2018، 351 مشاركًا لمدة ثلاثة أيام ونظمت 303 اجتماعًا مباشرًا بين 45 مستثمرًا و 119 شركة ناشئة من 21 دولة.

ضمت القمة العالمية في لوزان، 13 متسابقًا من منطقة الشرق الأوسط وشمال إفريقيا, تم ترشيح أربعة منهم لنيل جوائز فاز منهم اثنين (انظر الإطار).

 

ترشيحات لمتأهلين للنهائيات من منطقة الشرق الأوسط وشمال إفريقيا لنيل جوائز

شركة (Seabex) من تونس: تم ترشيحها للنهائي في مجال التكنولوجيا الزراعية، وهي تقدم حلاً جاهزًا لمواجهة نقص القوى العاملة والحد من هدر المياه. تمكن أداتها المبتكرة لجمع وتحليل البيانات من تحسين أوضاع الزراعة والري وفقا لجدول زمني.

أما شركة نقطة حضرية (Urban point) من قطر: يتيح تطبيقها الاتصال المباشر بين 600 الف مستهلك وشركات محلية وشركات اتصالات. وكانت شركة فودافون (Vodaphone) واحدة من أوائل عملائها.

 

وكانت المنطقة موضوع عدة حلقات النقاش، خاصة الندوة التي شارك فيها رضا رهنمة، مؤسس شبكة نتكلم (NaTakallam) في لبنان (انظر الإطار).

التكنولوجيا من أجل السلام

كانت الابتكارات الإيجابية في حالات النزاع والتشرد السكاني موضوع نقاش. وقدم رضا رهنمة، رجل الأعمال الاجتماعي والمؤسس المشارك لـشبكة نتكلم NaTakallam ، عرضا خاصا بجلسات المحادثة عبر الإنترنت للطلاب في أوروبا والولايات المتحدة الذين يريدون تحسين مهاراتهم اللغوية. يصل عدد المنتفعين من هذه الخدمة المدفوعة حوالي 150 الف لاجئ سوري في لبنان. تتطلب الظروف التي يعمل فيها رضا احتياطات خاصة لتجنب حدوث توترات أو استبعاد جزء من السكان، وبالتالي يصبح استخدام تقنية بسيطة ومشتركة مثل سكايب (Skype) امرا لا بد منه.

 

 

يبدو أن ريادة الأعمال أصبحت مرغوبة في الدول الاكثر ازدهارا في منطقة الشرق الأوسط وشمال إفريقيا. وكونها ترتبط ارتباطًا وثيقًا بالتنمية الاقتصادية، فان ثقافة ريادة الأعمال تعتبر أقل بروزًا في بلدان مثل مصر، على الرغم من قصص النجاح لمشروعات ريادية مثل Swvl أو Instabug، التي اخترقت السوق الآسيوية والأمريكية، أو 7keema التي حصلت على جائزة (انظر الإطار).

 

تقدم الشركة الناشئة المصرية 7keema تطبيق للحصول على الرعاية التمريضية المنزلية. ويربط هذا التطبيق الآف المرضى بالممرضات ذوات المؤهلات. وهو الأول من نوعه في مصر، وقد حصل على جائزة من مؤسسة ارتفاع المد (Rising Tide Foundation). وبالإضافة إلى رأس المال الاستثماري، فقد حصل مديره عمرو بكر على تذكرة لبرنامج النمو لسيدستارز.

 

يصنف مؤشر سيدستارز (SSI) المنامة بين أفضل 10 مدن من أصل 78 مدينة تم تقييمها في الدول الناشئة. بشكل عام، تتميز مدن الشرق الأوسط وشمال إفريقيا في هذا التصنيف العالمي لبيئتها الأكثر ملاءمة لريادة الاعمال، حيث تحتل الشارقة في دولة الإمارات العربية المتحدة المرتبة الأولى. وقد وضعت هذه الدولة سياسة عامة وطنية تشجع روح المبادرة. وتخطط دبي لإنشاء هياكل في الجامعات لدعم الابتكار. من جانبها، أنشأت مصر حاضنة المشروعات الناشئة فلك (Falak startups)، وهناك حرم جامعي مخصص لتسريع الأعمال في جامعة القاهرة (FEPS Accélération) ومركز ابتكاري بشاركة القطاعين العام والخاص في جامعة عين شمس. وفي المقاب فان المملكة العربية السعودية على وشك إطلاق أكبر مركز أعمال لمنطقة الشرق الأوسط وشمال إفريقيا.

 

 

من الظواهر الإيجابية في المنطقة الاهتمام المتزايد للشركات الكبيرة بالشركات الناشئة. أصبحت رعاية الأنشطة والتعاون لتمويل البدء بالمشروعات أكثر شيوعًا. بشكل عام تشهد منطقة الشرق الأوسط وشمال أفريقيا أيضًا تغييراً في اللوائح الملائمة لإنشاء الشركات. ومع ذلك، لا يزال هناك معوقات ولا تزال الحواجز المؤسسية تعيق الوصول إلى الاستثمار الأجنبي.

A l'issue de son 6ème sommet, Seedstars vient de désigner dans le prestigieux Swiss Tech Convention Center de Lausanne, le grand vainqueur de sa compétition internationale annuelle : la start-up argentine Blended.

Après une année d'épreuves qualificatives dans plus de 80 villes des pays émergents, Seedstars a invité 67 finalistes en Suisse, du 1er au 5 avril 2019. Choisis parmi 3'500 postulants de 63 pays, ils ont eu le privilège de participer à un stage pratique de deux jours, à des rencontres individuelles avec des experts et des investisseurs, et de concourir pour plusieurs prix sous forme de capital d'investissement.

Bien que, comme les années précédentes, le secteur financier ait été le plus représenté à Lausanne, les innovations technologiques lauréates en 2019 portaient toutes sur la santé et l'éducation.

 

 

La technologie pour l'éducation et la santé à l'honneur

Ce palmarès est le reflet des besoins des pays émergents. Dans son allocution Freddy Vega, directeur de Platzi.com, le souligne : seuls 13% des jeunes entrent à l'université en Amérique latine par exemple. Son programme en ligne offre à un million d'étudiants du continent l'accès à une formation supérieure dans le domaine des nouvelles technologies.

«L'éducation, ce n'est pas seulement suivre des leçons, c'est aussi trouver une inspiration», affirme Rico Baldegger, professeur à la Haute école de gestion de Fribourg, l'un des partenaires de Seedstars. D'inspiration, le Dr. Fahad Alnemary d'Arabie saoudite en a fait preuve, en puisant dans son expérience d'éducateur spécialisé pour imaginer YNMO, un service en faveur des enfants handicapés. Les participants au sommet ne s'y sont pas trompé en lui décernant le Prix du public 2019 (voir encadré).

 

 

 

 Prix du public 2019, YNMO est une start-up d'Arabie saoudite de moins d'un an. Son logiciel accessible par internet permet de concevoir et superviser des stratégies et plans de formation et de prise en charge individualisés adaptés aux besoins particuliers des enfants handicapés. Destiné aux écoles,  centres ou foyers spécialisés, il compte 11 abonnés et 503 bénéficiaires. Son succès rapide a éveillé l'intérêt des institutions gouvernementales, ses prochains clients.

 

Quant au gagnant du 1er prix, Blended, sa plateforme en ligne propose un mode innovant de communication entre école et parents, dont bénéficient déjà 250'000 élèves. Doté de 500'000 dollars, le sacre de Seedstars Global Winner offre une opportunité unique d'expansion, dans un continent où la levée de fonds est particulièrement ardue. Pourtant, ainsi que le déclare Federico Hernandez, fondateur de la start-up, cette expérience lui a apporté bien plus que de l'argent : des idées. « Seedstars réalise un travail fondamental en révélant des entreprises de talent partout dans le monde», affirme-t-il. Et c'est bien là toute l'ambition de Seedstars : stimuler l'innovation.

 

De nouveaux fonds d'investissement régionaux

Le groupe né et basé en Suisse s'est donné pour mission d'améliorer la vie des gens dans les pays émergents grâce à la technologie et l'entreprenariat, à la poursuite des objectifs de développement durable de l'Agenda 2030 des Nations Unies. Quelques 5'000 milliards de dollars d'investissements sont nécessaires pour les atteindre. Or, on estime à 228 milliards de dollars les actifs sous gestion mobilisable pour ce type d'investissements responsables. Face à ce constat, l'autre grand volet d'action de Seedstars est de générer des investissements dans et vers les pays émergents.

 

Avec son slogan «Impact, Innovation, Investissement», Seedstars s'est engagée dans une nouvelle stratégie de création de fonds d'investissement régionaux. Elle a ainsi annoncé le lancement d'un fonds de capital-risque de 100 millions de dollars en faveur de l'Afrique subsaharienne, en partenariat avec First Growth Ventures. La perspective de montants d'amorçage de 250'000 à 5 millions de dollars a été accueillie par les applaudissements nourris du millier de participants présents à Lausanne. Alisée de Tonnac, cofondatrice de Seedstars World, l'affirme : il existe un intérêt croissant pour l'investissement à impact social ou environnemental.

 

 

Faire évoluer les mentalités : incarner le changement souhaité

Cela est particulièrement vrai pour la génération Y, que l'argent motive moins que la possibilité d'exprimer des valeurs. Seedstars s'efforce d'influencer la culture des pays émergents pour y instaurer graduellement une image positive de l'entrepreneur. Lors de son sommet annuel, un panel de discussion a été réservé à la question de la mentalité entrepreneuriale.

L'un des intervenants, Omar Itani, fondateur de FabricAID au Liban, le souligne : dans la perception de ses parents babyboomers « il fallait surtout un frigo bien rempli» grâce un emploi stable. Ce n'est plus la préoccupation centrale de sa génération. Il a démarré dans l'incertitude son entreprise de vente d'habits de seconde main à destination des communautés défavorisée de son pays. Pour réussir et maintenir des prix bas, il a misé sur le nombre. Aujourd'hui, il attire des fonds de firmes non coutumières de l'investissement social. Les millenials dont il fait partie, ont tendance, dans les pays privilégiés surtout, à voir le monde comme un grand village. «Tout est affaire d'état d'esprit», résume-t-il.

 

 

Gros plan sur la région Moyen-Orient et Afrique du Nord

Cependant, l'écosystème des start-ups demeure embryonnaire dans les pays émergents. La région MENA n'échappe pas à cette réalité. En 2019, Seedstars y a renforcé sa présence avec des programmes dans 18 villes et 15 pays. En novembre 2018, le sommet régional de Beyrouth a accueilli durant trois jours 351 participants et organisé 303 rencontres en tête-à-tête entre les 45 investisseurs et 119 start-up de 21 pays invités.

Au sommet mondial de Lausanne, la région MENA arborait 13 finalistes. Quatre ont été nominés et deux primés (voir encadré).

 

Finalistes MENA nominés

Seabex, Tunisie : finaliste nominée dans le domaine de la technologie agricole, elle offre une solution clé en main pour faire face au manque de main d'œuvre et limiter le gaspillage d'eau. Son outil innovant de collecte et d'analyse de données permet d'optimiser les modes et calendriers de culture et d'irrigation.

Urban point,  Qatar : son application permet une connexion directe entre 600'000 consommateurs, commerces locaux et les entreprises télécom. Vodaphone a compté parmi ses premiers clients.

 

La région était également représentée dans les panels de discussions, avec notamment Reza Rahnema, fondateur NaTakallam au Liban (voir encadré).

 

La technologie au service de la paix

Les innovations positives dans des situations de conflits et de déplacements de population a fait l'objet d'un panel de discussion. Reza Rahnema, entrepreneur social cofondateur de NaTakallam, a présenté son offre de sessions de conversation en ligne pour des étudiants en Europe et aux Etats-Unis désireux de se perfectionner en langues étrangères. Leurs interlocuteurs, payés pour cette prestation, sont 150'000 réfugiés syriens au Liban. Le contexte dans lequel Reza opère requiert des précautions particulières pour éviter de créer des tensions ou d'exclure une partie de la population. Le choix d'une technologie simple et courante (Skype) s'est donc imposé.

 

 

L'entrepreneuriat semble une carrière recherchée dans les pays les plus prospères de MENA. Fortement liée au développement économique, la culture entrepreneuriale est moins marquée dans des pays comme l'Egypte, malgré les exemples de réussite comme Swvl ou Instabug, qui ont pénétré le marché asiatique et américain, ou encore 7keema primée à Lausanne (voir encadré).

 

 La start-up égyptienne 7keema propose une application pour obtenir des soins infirmiers à domicile. Elle permet de connecter des milliers de patients à du personnel infirmier diplômé. La première du genre en Egypte, elle a été primée par la fondation Rising Tide. Outre un capital d'investissement, son directeur Amr Bakr  a ainsi gagné un ticket d'accès au programme de croissance Seedstars.

 

Le Seedstars Index (SSI) classe Manama au Bahreïn parmi les 10 premières des 78 villes évaluées dans les pays émergents. Globalement, les villes de MENA se distinguent dans ce classement mondial pour leur environnement plus favorable à l'entreprenariat, avec Sharjah aux Emirats arabes unis au premier rang. Ce pays a développé une politique publique nationale encourageant l'entreprenariat et Dubaï prévoit la création de structures dans les universités pour soutenir l'innovation. De son côté, l'Egypte a mis sur pied un incubateur (Falak startups), un campus dédié à l'accélération (FEPS Accélération, université du Caire) ainsi qu'un centre d'innovation public-privé (université de Ain Shams). Similairement. Et l'Arabie Saoudite est sur le point de lancer le plus grand centre entrepreneurial de MENA.

 

Un phénomène positif dans la région est l'intérêt croissant des grandes entreprises pour les start-ups. Le sponsoring d'événement, la collaboration et le financement de start-ups sont de plus en plus fréquents. De façon générale, MENA connaît également une évolution de la réglementation favorable à la création d'entreprise. Cependant, les obstacles persistent et des barrières institutionnelles continent de freiner l'accès des investissements étrangers.

Over the past decade, the MENA region has experienced considerable economic and population growth, which is only expected to continue in the future. The demand for power in this diverse region (comprised of energy importers and exporters) is expanding between 3% and 8% annually. In fact, the demand for energy is rising so rapidly in the Arab world that even countries which have traditionally exported energy in the past are facing the prospect of becoming energy importers themselves. The following figure shows the increasing demand for electricity overtime in the Arab region, especially in the Gulf Cooperation Council.

 

Tech gurus from Uber, Google, SoundCloud, Microsoft and 500 Startups have visited Gaza on their own dime as volunteers to mentor startups.

If you have any doubt that near-universal access to tech is helping a new generation take control of their own lives, solving problems and building opportunity from the bottom-up everywhere — that “near-universal” means it’s not a phenomenon of the elite, but unleashing talent anywhere it resides — come to Gaza.

We’ve all seen it on the news. Gaza is a land of closed borders, three terrible conflicts in seven years and among the highest unemployment rates anywhere.

At the same time, and even with spotty and irregular electricity, it also has one of the higher levels of education and internet access in the Arab world. More than two-thirds of Gazans are under 24, and nearly all have high written and computing literacy. If the definition of a great entrepreneur is one who thrives in working through and around challenges and creating innovative solutions, it’s no surprise that Gaza is chock-full of them. Half of them, by the way, are women. And they are fighting for better futures there and across the region.

As in most nascent rising startup ecosystems in emerging markets, the pulling together of talent, their ideas, skills, mentoring and capital takes concerted work. In 2011, the global NGO Mercy Corps founded the co-working space Gaza Sky Geeks as an initial effort to convene young entrepreneurs. In 2013, two people joined to take it to a new level: Iliana Montauk, a Silicon Valley native with extensive experience in the Middle East, and Said Hassan, a former employee from the region’s largest e-commerce player, Souq.com, who had just returned home to Gaza.

What, they asked, if there were an acceleration program so prevalent in Silicon Valley and now around the world right there in Gaza? They cultivated the first class of investments by the end of that year. By 2014, more than 600 entrepreneurs applied to their efforts — double from the previous years combined. More recently, Ryan Sturgill, who launched an incubator in Afghanistan and has extensive experience in advising startups across the Middle East, joined as the new director building on its success to date.

Gaza Sky Geeks finds some of the leading startup ideas and entrepreneurs and connects them with mentors, training and coaches to help them turn these concepts into businesses. They also run a network of local freelancers so young people can earn income part-time by doing gig economy work online across the region. Plans are in the works to launch a coding academy to teach young Gazans not just how to code but why to code — what real-world application can software be brought to bear to create new opportunities. The offices are equipped with their own fiber lines and sufficient fuel to power their generators — and keep high-speed internet up — at least 12 hours a day, seven days a week.

It doesn’t take a lot of capital to get an idea into motion. Entry-level software engineers command $100,000 to $150,000 a year in Silicon Valley, but less than $4,800 in Gaza. With access to the web, this talent is significantly self-taught — accessing the best programming classes from around the world, gathering together in hackathons to improve their skills and partnering with other investors and accelerators in the region, like Oasis500 and PALinnO in neighboring Jordan.

What are these young women and men building? Everything you’d expect anywhere in the world today, often with a local flavor. 5QHQH is a platform to create and share funny online content in Arabic. Baskalet is a gaming studio aimed at Arab culture. MockApp offers professional designers apps to create prototypes, share them and manage projects. KooKies is a community of cooking enthusiasts that also provides access to home-delivered ingredients to create new recipes. Health care, ed-tech, e-commerce and more are all there, driven by a rise in consumer spending and ubiquitous access to mobile.

Inspired by Gaza’s geeks, and understanding the impact that entrepreneurs can have in bettering people’s lives and their economies, Silicon Valley and other global tech hubs have taken note. Tech gurus from places like Uber, Google, SoundCloud, Microsoft, 500 Startups, Endeavor Global, Udacity, Hitachi and more have visited Gaza on their own dime as volunteers to mentor these startups.

Complementing funders like Google, the Coca-Cola Foundation, Skoll and local players, Gaza Sky Geeks leveraged this support and track record to run its first crowd-funding campaign to help fund operations in 2014. They hoped to raise $70,000, but raised over $267,000 within weeks, and from more than 60 countries.

Last month, they kicked off their second campaign, Power Up Gaza Geeks, this time with matching contributions from regional ecosystem leaders like the founder of the largest VC firm there, Fadi Ghandour of the Wamda Group, and Samih Toukan, who founded one of the earlier successful exits in the Arab world and now chairs Jabbar Internet Group. In addition, matches are coming from the likes of 500 Startups co-founder Dave McClure, Y Combinator founder Paul Graham, Foundry Group and TechStars managing director Brad Feld and Crowdpac co-founder Gisel Kordestani. Just yesterday, Salesforce founder Marc Benioff and “Lean Startup” author Eric Ries joined the campaign match.

This campaign was launched to buy a generator and fuel to extend the co-working hub’s hours in response to Gaza’s most severe energy shortage to date. In addition, they are raising funds to launch Gaza’s first coding academy.

Ghandour built Aramex, the largest tech-powered logistics company in the Arab world and perhaps the first true “unicorn” before the term was used. As a go-to investor in the Arab world, he has seen everything. “This is what we do at the Wamda Group,” Ghandour explains. “We support entrepreneurs and we help nurture the ecosystem in the region. Gaza Sky Geeks is where techies come to get their dose of hope in achieving part of their ambitions under a blockade system that punishes everyone. This is about Gazan Geeks becoming entrepreneurs and building businesses like everyone else around the world. It is ambitious, talented youth exploring, venturing and succeeding.”

McClure, who now operates funds in nearly every core emerging market, told me, “Gazans are smart people working on ideas for companies, and to some extent they have even more hustle than I’ve seen elsewhere, because they’re working in such a tough environment. They may actually be some of the best entrepreneurs in the world.”

One of the greatest and least understood stories of our times is not only that a new generation — everywhere — is solving problems themselves and not waiting for anyone to give permission, but has for the first time the tools in their pockets to do so at scale and affordably.

And nothing stands in their way. Said himself is living proof. His home was destroyed during the 2014 Israel-Gaza conflict. Israeli shelling destroyed his whole neighborhood, including the U.N. building across the street from his home, where his father had previously worked. Said was able to evacuate with his laptop and returned to Gaza Sky Geeks, living in a friend’s house and back to work in a matter of days.

This story in Gaza is hopeful in and of itself, but a lens for prosperity and paths to futures everywhere. What I have seen has convinced me to be an adviser to them and their entrepreneurs and support their campaigns. They are deeply worthy.
