Plusieurs décennies de coopération entre la Suisse et les États arabes du Conseil de coopération du Golfe ont abouti à la signature d'un protocole d'accord entre la Chambre de commerce et d'industrie de Genève et la Fédération des chambres de commerce et d'industrie du CCG (FGCC). 

 

M. Abdulrahim Hassan Naqi a signé le protocole d'accord au nom de la Fédération des chambres de commerce du CCG, tandis que M. Vincent Subilia est membre du Conseil d'administration de la Fédération mondiale de la Chambre de commerce internationale.  

Le protocole d'accord prévoit une coopération entre les deux parties pour aider les membres des deux parties à communiquer entre eux. Un forum de coopération économique entre les deux parties devrait être organisé pour la première fois en 2018.

Le secrétaire général des Chambres du FGCC, Abdul Rahim Naqi, a souligné l'importance de signer ce protocole d'accord pour renforcer la coopération entre la Suisse et le Conseil de coopération du Golfe, ce qui facilitera la communication entre les deux parties et développera leurs relations économiques, ce qui servira leurs intérêts communs.

 

La signature du protocole d'accord a été suivie par S. E. M. Adel Essa Al-Mahri, Ambassadeur, observateur permanent de la délégation du Conseil de coopération du Golfe (CCG), le représentant du Ministère de l'économie du Gouvernement de Genève, ainsi que des représentants des secteurs privés suisses tels que la santé et l'éducation, la banque et la gestion de patrimoine, en plus d'autres entrepreneurs.  

Il convient de mentionner que la Chambre de commerce et d'industrie de Genève accorde une attention particulière à la région du golfe Persique et a effectué plusieurs voyages économiques dans la région du Golfe au cours de la dernière période pour consolider les liens économiques au sein du monde des affaires. La dernière visite a été faite en novembre 2016 par une délégation économique dirigée par le maire de Genève, également membre du Parlement National Suisse, Guillaume Barazzone. La délégation a visité plusieurs pays des États arabes du Golfe, où nous avons eu à cette occasion une interview avec le directeur adjoint de la Chambre, Vincent Subilia (Cliquez ici).  

Les données commerciales entre les deux parties indiquent l'importance économique des relations bilatérales. Le Conseil de coopération du Golfe est le premier partenaire de la Suisse au Moyen-Orient. Au cours des 10 dernières années, nous avons assisté à une augmentation constante du commerce entre les deux parties. Le volume des échanges (exportations et importations) est passé d'environ 2,5 milliards de dollars en 2000 à environ 25 milliards de dollars en 2016. Les Émirats arabes unis sont ainsi le principal partenaire commercial de la Suisse, suivis par l'Arabie saoudite. Les principaux produits échangés sont les gemmes et les métaux précieux, les produits pharmaceutiques, les montres et les machines électriques.

 

M. Abdulrahim Hassan Naqi a présenté un exposé fascinant sur les développements économiques observés par les pays du CCG au cours des dernières années, y compris les principaux projets et les besoins d'investissement dans différents secteurs. Le CCG compte environ 47 millions d'habitants, avec un PIB par habitant d'environ 33 millions de dollars, alors que le produit intérieur brut des pays du CCG était globalement estimé à environ 1,6 milliard de dollars. Les réserves de pétrole des pays du CCG représentent 33 % des réserves mondiales, contre 21 % des réserves de gaz. Le secteur pétrolier et gazier est l'un des piliers de l'économie des pays du Golfe, contribuant à hauteur de 42 % au PIB et de 70 % aux exportations. 

Les pays du CCG attirent d'importants investissements étrangers, qui ont doublé depuis 2005 pour atteindre 431 milliards de dollars. En revanche, les pays du CCG réalisent de nombreux investissements à l'étranger, s'élevant à environ 248 milliards de dollars ; cela n'inclut pas les fonds souverains, qui valent environ 2,7 billions de dollars. Les États du Conseil de coopération du Golfe (CCG) sont des environnements attrayants pour l'investissement étranger en raison de leur stabilité politique, de leur population jeune, de leurs infrastructures avancées, de leurs liquidités et de leurs vastes marchés dotés d'un pouvoir d'achat élevé. Au cours de sa présentation, M. Naqi a passé en revue les politiques de stimulation des investissements dans les pays du CCG. Il a souligné que bien que les lois sur l'investissement stipulent que la part de l'investisseur étranger ne doit pas dépasser 49 % de l'investissement total dans le projet, le pourcentage peut atteindre 100 % dans certaines circonstances, notamment pour des projets d'importance pour le développement au niveau national ou des projets basés sur l'exploitation des matières premières locales. 

D'autres avantages comprennent la libre circulation des capitaux et des bénéfices en dehors du CCG et l'absence de droits de douane sur les marchandises en application du marché commun du Golfe. Ceci s'applique également aux biens intermédiaires utilisés par l'industrie tels que les matières premières, les machines et les équipements. Les offres sur le marché du CCG constituent également un autre avantage, à savoir l’absence de douane dans les échanges commerciaux avec d'autres pays arabes en application de l'accord sur la zone de libre-échange arabe. En outre, il offre un marché du travail plus large, qui fournit une variété de compétences de plusieurs pays et dans tous les secteurs. Dans les pays du CCG, il existe plus de 40 zones industrielles et zones de libre-échange pour les produits et services industriels, mais aussi commerciaux. Ces zones offrent la possibilité de détenir entièrement les projets et d'employer des compétences non nationales ; ils permettent de gagner du temps et de faire les efforts nécessaires pour faire des affaires. 

En ce qui concerne les opportunités d'investissement offertes par les pays du CCG, plusieurs secteurs économiques offrent les opportunités suivantes : 

- Les projets de construction avec des besoins d'investissement estimés à environ 2,43 milliards de dollars.- Les projets de télécommunications avec des besoins d'investissement estimés à environ 893 milliards de dollars.

- Les projets de transport avec des besoins d'investissement estimés à environ 387,6 milliards de dollars.

- Les projets pétroliers et gaziers avec des besoins d'investissement estimés à environ 337 milliards de dollars.

- Les projets d'électricité avec des besoins d'investissement estimés à environ 313 milliards de dollars.

- Des projets industriels avec des besoins d'investissement estimés à environ 178 milliards de dollars.

- Des projets de banques et d'assurance avec des besoins d'investissement estimés à environ 160 milliards de dollars.- Des projets immobiliers avec des besoins d'investissement estimés à environ 117 milliards de dollars.

- Les projets de santé avec des besoins d'investissement estimés à environ 71 milliards de dollars.


Dans sa présentation, M. Naqi a évoqué le plan Saudi Vision 2030. Ce plan est particulièrement important parce que l'Arabie saoudite est la plus grande économie de la région du Golfe. Cela entraînera des changements importants vers l'ouverture aux investisseurs étrangers. Enfin, les principaux projets dans les pays du CCG ont été présentés comme suit :

- Le projet économique du roi Abdullah pour une ville (93 milliards de dollars) vise à établir une nouvelle ville près de la ville de Rabigh (à environ 100 km au nord de Djeddah). Le projet comprend un nouveau port de 14 km², une zone industrielle de 62,5 km², un centre d'affaires d'une superficie de 13,5 km², des ensembles résidentiels d'une superficie de 48 km², ainsi que des complexes et résidences luxueuses d'une superficie de 27 km².  

- Le projet de la ville Lusail (45 milliards de dollars) vise à établir une ville moderne au nord de la ville de Doha, la capitale de l'État du Qatar. La superficie totale de la ville de Lusail est de 38 km². Il comprend 4 îles et 19 zones commerciales, résidentielles et récréatives. La ville compte environ 200 000 habitants et emploie environ 170 000 personnes. Elle peut accueillir 80 000 visiteurs, c'est-à-dire qu'elle peut accueillir jusqu'à 450 000 personnes. Elle comprend un certain nombre d'installations, d'unités résidentielles et d'espaces de bureaux. Elle comprend également 22 hôtels de la plus haute qualité ; Lucille comprend à la fois une ville d'énergie et une ville de divertissement.  

- Le projet de chemin de fer Oman (30 milliards de dollars) fait partie du réseau ferroviaire du Golfe qui vise à relier Oman aux Émirats arabes unis, à l'Arabie saoudite, au Qatar, à Bahreïn et au Koweït. Le projet commence à Salalah dans le sud de Burimi, en passant par le port de Duqm.  

 

Ce mémorandum d'accord est une étape importante compte tenu des efforts considérables déployés par les pays du CCG pour diversifier leurs sources de revenus afin de bâtir une économie saine et forte. Le renforcement du secteur des exportations et le renforcement des relations commerciales au niveau international sont donc importants pour les pays du CCG. Il contribue aux efforts de développement des secteurs industriels et agricoles, augmente la valeur ajoutée locale et les joint-ventures, soutient les échanges commerciaux et facilite les liens entre les deux parties.

À l’occasion de la visite du Secrétaire général de la Fédération des Chambres de Commerce du Conseil de Coopération du Golfe (FCCCG), Abdulrahim Hassan Naqi à la Chambre de Commerce et d'Industrie de Genève en décembre 2017, cela a conduit à la signature d’un mémorandum d'entente entre les deux parties. Nous avons obtenu cette interview de Monsieur Naqi en marge de la signature dudit protocole d’entente (MoU).

 

 

1/ Lors de votre dernière visite à Genève en décembre, vous avez signé un Mémorandum d’entente. Pourquoi avoir choisi Genève ?

Il ne fait aucun doute que la ville de Genève est une ville importante et attractive dans le domaine de l’économie et du commerce. Elle est considérée comme une capitale économique parce qu’elle est caractérisée par une position stratégique dans l’économie globale, autant qu’un incubateur des Nations Unies et d’autres organisations internationales et organismes et centres internationaux. La Suisse a un lien économique fort avec le Conseil de Coopération du Golfe, sans oublier que les pays de ce Conseil (CCG) constituent le premier partenaire de la Suisse au Moyen-Orient. Le volume du commerce étranger entre le CCG et la Suisse a rapidement augmenté au cours de ces dernières années. Le volume des échanges a augmenté de 3,5 milliards de dollars en 2005 à 8 milliards de dollars en 2012, puis à 25 milliard de dollars en 2016. Les Émirats arabes unis sont le premier partenaire commercial de la Suisse avec des importations de Suisse d’une valeur de 15,6 milliards de dollars et des exportations de 4,2 milliards de dollars. L’Arabie Saoudite est le second partenaire commercial avec des importations de 2,4 milliards de dollars et des exportations de 325 millions de dollars. La balance commercial suisse est restée stable, ses exportations atteignant environ 20 milliards de dollars et ses importations environ 5 milliards de dollars.

 

2/ Quels sont les points les plus importants dans ce Mémorandum ? Comment voyez-vous la coopération future avec la Chambre de Genève et la coopération économique suisse avec les pays du Conseil de Coopération du Golfe (CCG) ?

Le Mémorandum d’entente reflète le désir sincère des deux parties de renforcer la coopération et la communication entre leurs secteurs privés. La discussion autour du Mémorandum a duré plus de six mois. Cela confirme la volonté des deux côtés d’ouvrir de nombreuses perspectives de coopération. Le Mémorandum, qui comprend neuf points, ouvre un grand nombre d’horizons pour la coopération, au premier plan l’organisation d’un forum économique entre le Golfe et la Suisse en 2018. Afin de finaliser le forum, nous avons identifié des officiers de liaison. Nous sommes impatients de discuter des perspectives de relations économiques et des tendances commerciales dans le future, autant que pour renforcer la confiance entre les deux parties. Nous sommes impatients de profiter des facilités disponibles pour des opportunités d'investissement entre les deux parties. Le forum discutera des challenges les plus importants face aux investisseurs dans le but de faciliter les aspects liés à l’investissement. Le Mémorandum d’entente comprend également la coordination de rencontres bilatérales entre les membres de la Chambre de Commerce et les membres de chaque Chambre de Commerce locale des pays du Golfe. Nous nous sommes mis d’accord pour organiser le forum de manière périodique dans les états du Conseil de Coopération du Golfe et la Suisse.

 

3/ Y a-t-il d’autres Mémorandum d’entente ou des accords conjoints entre la Fédération des Chambres du Golfe et les Chambres de Commerce et d’Industrie suisse ?

Oui, avec l’aide de Dieu, un mémorandum d’entente a été signé avec le Centre d'arbitrage commercial de la Chambre suisse d'arbitrage le 7 août 2017, tout comme l’établissement d’une plateforme économique suisse du Golfe à Genève visant à renforcer la coopération et à activer les mémorandums d’entente entre les deux parties. Il existe une gamme de programmes et d’initiatives pour les petites et moyennes entreprises, comme les programmes pour les entrepreneurs et les jeunes, tout comme d’autres programmes pour renforcer la communication entre les les femmes d’affaires des États arabes du Golfe et leurs homologues suisses.

 

4/ Quels sont les objectifs que vous recherchez en signant ce Mémorandum d’entente ?

L’un des objectifs principaux du Mémorandum d’entente est d’accroître les opportunités d’investissement entre les deux parties, d’organiser des événements conjoints ainsi que des visites pour les délégations commerciales entre les deux régions. Il sert aussi à encourager le transfert de technologies, de sensibiliser les secteurs privés des deux parties sur possibilités d’investissement les plus importantes dans les deux régions, ainsi que des programmes performants pour faciliter l’échange d’expérience dans les zones de technologie et de franchise commerciale, notamment la coopération entre les petites et moyennes entreprises, et de renforcer la coopération entre les secteurs privés des deux parties. Le Mémorandum d’entente inclut également les fondations de l'organisation du Forum Économique suisse du Golfe en septembre 2018, qui sera le premier fruit d’une telle coopération.

 

5/ Vous attendez-vous à ce que cet accord ait des conséquences sur la coopération commerciale ?

Oui, nous attendons que le Mémorandum d’entente ouvre de nouveaux horizons pour la coopération, notamment dans la fourniture de services distingués aux membres des Chambres du Golfe, et de bénéficier du développement des affaires à travers la coopération des institutions du Golfe et de la Suisse dans l’expansion des échanges commerciaux de biens et de services, notamment dans les industries d’artisanat, et la commercialisation des produits du Conseil de Coopération du Golfe dans les secteurs de l'alimentation et d'autres services dans lesquels il dispose d’un avantage.

 

6/ Avez-vous des projets pour organiser des délégations d’hommes/femmes d’affaires dans le cadre du Mémorandum d’entente ?

Oui, des invitations officielles ont été envoyées aux Chambres suisses pour venir visiter les pays du Conseil de Coopération du Golfe, en plus de l’organisation des visites de délégations commerciales spécialisées représentant divers secteurs de la santé, de l’éducation, de l’alimentation et d’autres entreprises suisses dans les Chambres de Commerce du Golfe afin de rencontrer leurs homologues et de se familiariser avec l’environnement d’investissement dans les pays du Conseil de Coopération du Golfe, et pour découvrir les opportunités d’investissement les plus importantes. Cela sera l’occasion de programmer des rencontres avec des officiels dans les institutions publiques et privées.

 

7/ Quel conseil donnez-vous aux hommes d’affaires qui souhaitent investir dans le Conseil de Coopération du Golfe ?

Nous savons que la Suisse dispose de ressources économiques et financières et une expérience suffisante dans le domaine des services, notamment dans l’éducation, le domaine bancaire, la santé et la technologie, et plus précisément dans les montres et la bijouterie, sans parler des capacités agricoles et alimentaires. Donc, les hommes d’affaires du Golfe ont de bonnes opportunités à bénéficier de ces éléments et d’établir des partenariats stratégiques qui servent les intérêts du Golfe. En plus d’inviter les 750 000 petites et moyennes entreprises dans le Golfe pour développer leurs affaires avec des entreprises suisses, aussi bien que faire bénéficier aux hommes d’affaires du Golfe et des jeunes de leurs homologues suisses dans le développement de leurs compétences en matière d’innovation et d'entrepreneuriat notamment dans les domaines de l’économie du savoir, et pour développer la coopération dans les domaines de la recherche scientifique, et pour coopérer dans le développement d’un système éducatif et de programmes de formation. Il y a également des zones de coopération entre le CCG et les femmes d’affaires suisses, notamment dans l’autonomisation des femmes du Golfe et bénéficiant des programmes de soutien fournis par les gouvernements des pays du CCG afin de forger des partenariats avec leurs homologues suisses.

 

8/ Quels sont les principaux secteurs qui attireront l’investissement dans les pays du CCG dans les années à venir ?

Il ne fait aucun doute que le secteur privé suisse dispose d’une opportunité précieuse de bénéficier de projets d'infrastructures dans la présentation que j’ai faite lors de cette rencontre, tels qu’un projet ferroviaire de plus de 2 200 kilomètres et qui devrait fournir plus de 80 000 emplois pour les citoyens et expatriés du CCG, aussi bien que les opportunités dérivées de la localisation de l’industrie ferroviaire. Ainsi, la Chambre de Genève peut bénéficier de ce plan en faisant par exemple appel à des experts dans cette industrie pour construire un centre pour la durabilité, la formation et la réadaptation des spécialistes du CCG dans le but de construire une véritable industrie ferroviaire. Il y a beaucoup d’opportunités dans le secteur industriel : de ce point de vue, les investisseurs suisses peuvent bénéficier des opportunités offertes par l'Organisation du Golfe pour le Conseil Industriel (OGCI). La Chambre de Commerce de Genève peut aussi bénéficier de la vision de l’Arabie Saoudite pour 2020, qui comprend de nombreuses opportunités à travers la privatisation d’importants secteurs tels que la santé, l’éducation, l’infrastructure, le divertissement et le tourisme. D’autres opportunités importantes sont disponibles à l’Exposition universelle de 2020 à Dubaï et l’importance de la présence de la Suisse dans cette exposition, ainsi que la Coupe du Monde 2022 organisée à Doha, et d’autres opportunités au Bahreïn à travers la Vision du Royaume de Bahreïn 2030, qui a obtenu de nombreux résultats positifs jusqu’à présent, en plus des opportunités des secteurs industriels et des services logistiques dans la région de Duqm dans le Sultanat d’Oman, qui est localisé dans la plus stratégique des zones et lancé en 2008. Il y a la possibilité de bénéficier au mieux des partenariats avec le secteur privé et le secteur du gouvernement koweïtien via l’établissement de projets de partenariat entre les secteurs public et privé au Koweït. Les entreprises suisses peuvent établir des coentreprises (joint ventures) dans les Émirats arabes unis, notamment dans les zones d’énergie, bancaire et divers services, et bénéficier d’un marché large et prometteur. Dans la Fédération des Chambres, nous pouvons fournir plus d’informations sur les opportunités d’investissement et autres règlements et lois connexes. Nous disposons d’un environnement législatif excellent et sophistiqué qui subit de nombreuses réformes dans le but de faciliter l’environnement d’investissement pour les étrangers.

 

9/ Pouvez-vous nous donner une idée des investissements suisses dans le CCG, selon le secteur et le type d’affaires ?

Des centaines d’entreprises suisses opèrent dans les marchés du CCG dans les domaines de la logistique, de l’infrastructure, des systèmes hydrauliques, du forage des eaux souterraines et des puits, de l’équipement, des revêtements et produits chimiques, des systèmes d’ingénierie pour l’énergie, de l’eau, de l’environnement, de la technologie, de l’hospitalité, de la logistique, de la communication, de la finance, des fonds d’investissement, dans le pharmaceutique, de la robotique, du développement de machines et des exportations, des bureaux et salles mobiles, de la production d’énergie et de métal industriel, de l’éducation, du contrôle qualité et du consulting, des produits chimiques, des denrées alimentaires, du développement agricole et des salons.

Les relations bilatérales dans le secteur de la finance et de l’investissement, notamment dans le domaine bancaire, se sont aussi développées dans le but d’accélérer le commerce et fournir des exportateurs avec des moyens financiers.

 

10/ Compte tenu de la position de la Suisse en tant que première compétitivité économique mondiale, comment voyez-vous la coopération entre vous et le côté suisse pour les projets innovants et les startups ?

Il ne fait aucun doute que la fédération du CCG cherchera à coopérer avec la Suisse dans ce domaine particulier, car le leadership de la Suisse dans le domaine des « productions de connaissance et de technologie » est incontestable. Un des indicateurs de la compétitivité de la Suisse est son nombre de brevets. Elle a les demandes les plus élevées de brevets par habitant au niveau européen ; c’est un domaine important de coopération, notamment parce que la société du Golfe est caractérisée par l’accroissement du nombre de jeunes, et cela pose un vrai challenge pour les pays du CCG. Nous avons remarqué qu’il y a plusieurs sphères de coopération dans les domaines de l’invention, de l’innovation et de l’entreprenariat.

Il est nécessaire de trouver un incubateur pour de tels projets, et la Plateforme des Entrepreneurs Suisses et Arabes (SAE) peut fournir à cet égard leurs services et programmes, ainsi que les mécanismes pour les implanter. La SAE peut être un incubateur d’idées et d'initiatives des jeunes et des entrepreneurs à la fois des pays du Golfe et de la Suisse.

 

Pour terminer, nous aurons grandement plaisir à coopérer avec la Fédération des Chambres de Commerce du Conseil de Coopération du Golfe et de fournir le support nécessaire pour renforcer la coopération dans le domaine de l’entreprenariat, comme répandre la culture de l’entreprenariat et le réseau de facilitation qui sont parmi les plus importants objectifs de cette plateforme. Nous invitons les entrepreneurs ainsi que les hommes et les femmes d’affaires du Golfe à rejoindre notre plateforme pour être actifs et découvrir les opportunités d’investissement ; rejoindre celle-ci facilitera le lien avec leurs homologues et les experts en entrepreneuriat à la fois dans le monde arabe et en Suisse.

 

 

حتى وقت قريب، كانت الدول الصناعية الكبرى تهيمن على إقتصادنا العالمي والتى إعتمدت بشكل كبير على توافر البنية التحتية المعقدة والمكلفة من اجل التعدين وإستخراج الموارد الطبيعية والصناعة. ولكن أدت التطورات الهامة والتي شملت الأزمة الإقتصادية العالمية في عام 2008، وإنتشار الإنترنت ومواقع التواصل الإجتماعي وإنخفاض تكاليف التكنولوجيا إلي القضاء على هذا الإحتكار. وبالتالي، إتاحة ظهور نموذج إقتصادي أكثر شمولاً يزداد فيه بشكل تدريجي مشاركة الأسواق المهمشة في السابق في الاقتصاد العالمي. ومع ذلك، فإن تلك التطورات ليست هي الظاهرة الوحيدة التي لعبت دوراً محورياً في تغيير مسار إقتصادنا العالمي.

 

حيث كان للإندماج الغير مسبوق لعالمنا المادي والرقمي والحيوي، في مايسمى بالثورة الصناعية الرابعة، دوراً كبيراً في تحويل مسار إقتصادنا العالمي عن طريق خلق قطاعات جديدة ومبتكرة. بالإضافة إلى تمكين جيل جديد من رجال الأعمال قادرين على إعادة التفكير في المنتجات والخدمات المتوفرة في السوق، وقادرين كذلك على زعزعة القوة العامة التقليدية عن طريق دفع نماذج عمل جديدة تركز بشكل أكبر على المرونة والأعمال القائمة على المشاريع. كما كان لبرنامج الأمم المتحدة للتنمية المستدامة 2030 أثراً كبيراً في تحويل مسار أسواقنا العالمية من خلال التأكيد على ضرورة تشجيع التنمية والتي تعزز الممارسات الإجتماعية والإقتصادية والبيئية الأكثر مسؤولية.

 

أثار التطور السريع للإقتصاد الرقمي العديد من التساؤلات حول مستقبل العمل. وخاصة في منطقة الشرق الأوسط وشمال أفريقيا حيث توجد العديد من القوى العاملة والتي مازالت تعتمد على نسبة كبيرة من العمالة الغير ماهرة والغير مؤهلة بشكل رسمي. الأمر الذي جعل العديد من الأشخاص قلقون حول إستقرار وظائفهم. لكن هذا الخوف ليس كافياً لإيقاف أصحاب الأعمال في المنطقة من طرح الأسئلة الصعبة التي يجب طرحها من أجل تطوير فرص العمل والتعليم الضرورية لتأمين المستقبل الوظيفي للعالم العربي.

 

الوضع الراهن للشباب العربي

في الوقت الراهن، يمثل الشباب الأصغر من 25 عاماً حوالي نصف سكان منطقة الشرق الأوسط وشمال أفريقيا، وأكثر من ربع هؤلاء الشباب عاطلون عن العمل، ولكن تلك البطالة ليست ناتجة عن نقص التعليم فقط، حيث وفقاً لتقرير مستقبل الوظائف والمهارات في الشرق الأوسط وشمال أفريقيا والذي نشره المنتدى الإقتصادي العالمي في مايو 2017، "فإن خريجي الجامعات يمثلون حوالي 30% من إجمالي الشباب العاطل في المنطقة، مع إثنان من كل خمسة خريجين عاطلين عن العمل." إذا لماذا يكافح العديد من الشباب لإيجاد فرص عمل؟

 

وتكمن المشكلة في الفجوة المتزايدة بين المهارات والكفاءات التي تقدمها المؤسسات التعليمية في المنقطة ومايحتاجه أصحاب الأعمال من الموظفين المحتملين. ومع ذلك، فإن الشباب العربي ليسوا هم الخاسرون الوحيدون نتيجة لعدم تطابق المهارات في المنطقة. حيث وفقاً لنفس التقرير، "فإن حوالى 40% من أصحاب الأعمال في المنطقة يشيرون إلى ان فجوة المهارة تشكل عقبة حقيقية أمام نمو الأعمال" وبالتالي، فإن هذا يسلط الضوء على الحلقة المفرغة والتى تزداد إتساعاً في العالم العربي نتيجة لعدم التوافق بين أصحاب المصالح المختلفين في المنطقة.

 

ومع ذلك، فإن أكبر التحديات التي تواجه العالم العربي عندما يتعلق الامر بإطلاق الإمكانات الكاملة للإقتصاد العربي هي عدم قدرتها على الإستفادة بشكل بكامل من توفر العمالة الماهرة من الشباب المتعلم. وعلى الرغم من ان العجز في المهارات المذكورة سابقاً يمنع العديد من الشباب العربي من إيجاد وظائف، فإن العديد من الشباب العربي المؤهل يترددون في الإنضمام للقوى العاملة وذلك لأنهم غير راضين عن المرتبات او ظروف العمل في القطاع الخاص بالمنطقة. وبالتالي، فإن العديد من الشباب العربي يقررون الهجرة إلى دول توفر مرتبات ومميزات إجتماعية أفضل (مثل برامج التوجيه، والمساعدة التعليمية ورعاية الأطفال) الأمر الذي يؤدي في النهاية إلى تقليص حجم رأس المال البشري في المنطقة.

 

تطلعات الشباب العربي

سلط إستطلاع الرأي عن ثقة الباحث عن الوظائف في منطقة الشرق الأوسط وشمال أفريقيا والذي نُشر في اغسطس 2017 بواسطة YouGov’s و Bayt.com الضوء على كيف ان "ثقة الباحث عن العمل تعد مؤشراً على تقدم البلد إقتصاديا" وبعبارة أخرى، فإذا كان الباحث عن وظيفة واثقاً من إقتصاد دولته ولديه مستوى جيد من الدخل، فإنه عادة يقوم بإنفاق المزيد من الأموال على السلع الإستهلاكية. لكن في حالة إذا ما كان الباحث عن الوظيفة غير متيقناً من حالة دولته الإقتصادية فإنه عادة مايلجأ إلى تحديد إنفاقه، الأمر الذي يؤدي الى خلق حالة من الركود العام في الإنفاق مما ينتج عنه إنكماش إقتصادي.

 

إذاً، ماذا يشعر الشباب العربي حول مستقبلهم؟ وفقاً لنفس إستطلاع الرأي المذكور اعلاه، فإن المشاركين من منطقة بلاد الشام وشمال أفريقيا كانوا بشكل عام أكثر تشاؤماً حول الوضع الراهن لإقتصاد بلادهم، وحالة أهاليهم المادية ومستقبلهم الوظيفي. ومن ناحية أخرى، أظهر المشاركون من دول الخليج العربي مستويات أعلى من التفائل في جميع نواحي الحياه. ومع ذلك، فإن المشاركين من كلا الجانبين كان لديهم نقطة مشتركة ألا وهي: أنهم لا يريدون وظائف في شركات.

 

وفي إستطلاع رأي أخر نشره موقع Bayt.com و YouGov بعنوان ريادة الأعمال في منطقة الشرق الأوسط وشمال أفريقيا بتاريخ نوفمبر 2017، أعربت الغالبية العظمى من المشاركين (حوالي 55% و 76%) من جميع أنحاء العالم العربي عن رغبتهم في إمتلاك أعمالهم الخاصة او ان يعملوا لحسابهم الخاص. وبعض من الأسباب وراء هذا الإختيار على حد قولهم شمل رغبتهم في الشعور بالإكتفاء الذاتي والقدرة على تحقيق التوازن بين العمل والحياه.

 

الوظائف المستقبلية في العالم العربي

ومما لاشك فيه، فبالرغم من ظهور العديد من التحديات الهائلة بالتزامن مع الثورة الصناعية الرابعة، إلا ان تلك الثورة كانت قادرة على توفير فرص جديدة لوظائف عالية القيمة في القطاع الرسمي وفي العديد من المجالات. ومع ذلك، فمن أجل تلبية هذا المطلب، سيتوجب على العمالة العربية الشابة البحث عن مؤهلات متعددة التخصصات والتي ستتيح لهم المزج بين المهارات الرقمية والأساسية. وبالتالي، توفير سوق العمل متعدد المهارات والضروري لدفع الإقتصاد الرقمي للأمام في العالم العربي. ومع ذلك، فإن الوظائف متعددة المهارات ليست الوحيدة التي لها إمكانية النمو في المستقبل القريب.

 

وبينما يستمر عدد السكان في منطقة الشرق الأوسط وشمال أفريقيا بالتزايد، فسيكون هناك حاجة إلى المزيد من المرافق العامة، والتي تشمل المدارس والطرق، وأنظمة النقل وما إلى ذلك. وبالتالي فإذا كان أصحاب المصالح في المنطقة يستطيعون تحديد تلك الإحتياجات، فسيكونون قادرين على توليد عدد كبير من الوظائف متوسطة ومنخفضة المهارات كنتيجة لذلك. وأيضاً، فإن إضفاء الصبغة الرسمية وتطوير العديد من خدمات الرعاية (مثل النظافة، ورعاية الأطفال والمسنين) ستجعل دول المنطقة قادرة على خلق المزيد من فرص العمل والتدريب للعمالة الغير ماهرة.

 

وفي حين يتوقع ان يولد الإقتصاد المعتمد على الزراعة ملايين الوظائف وبالتاي زيادة إجمالي الناتج المحلي للعديد من الدول العربية، إلا ان هناك توجهاً للإستفادة من قطاع كبير غير مستغل وهو: قطاع العمل الحر (الفريلانسر). في تقرير نشره معهد ماكينزي العالمي بعنوان سوق العمل الذي يعمل في عام 2015 والذي يقول انه بحلول 2025 فمن المتوقع ان تولد منصات العمل على الإنترنت مايعادل 945.000 وظيفة إضافية بدوام كامل وزيادة 21 مليار دولار في إجمالي الناتج المحلي في مصر و مايعادل 276.000 وظيفة إضافية و 32 مليار دولار في إجمالي الناتج المحلي للمملكة العربية السعودية.

 

الثقافات الضرورية لدفع التنمية الإقتصادية للدول العربية

وبالرغم من ان الدول العربية لديها القدرة على توليد ملايين الوظائف عبر العديد من القطاعات والمستويات المختلفة في المستقبل. إلا ان قدرتهم على تحقيق ذلك ستعتمد على إذا ماكانوا قادرين على رفع مهارات القوة العاملة لديهم. وأيضاً، ستعتمد على قدرتهم على تجهيز الشباب العربي اليوم بمهارات الغد. ومع ذلك، ومن أجل تحقيق تلك الأهداف، سيتوجب على أصحاب المصالح في المنطقة دمج أربعة ثقافات أساسية في المجتمعات العربية.

 

أولاً، يجب تأسيس ثقافة التعاون بين أصحاب المصالح الرئيسين في المنطقة لضمان خلق منهج وخبرات تعليمية ستكون قادرة على تمكين الشباب العربي من الإزدهار. وثانياً يجب تعميم ثقافة محو الأمية الرقمية لتسهيل تحويل الإقتصاد العربي ليكون إقتصاداً مبنياً على المعرفة التي تولد الإبتكارات. وثالثاً، ثقافة الإستشارة والتي يجب ان يتم دمجها في العديد من مؤسسات المنطقة التعليمية وأماكن العمل، ليتمكن الشباب من تحديد قرارات أكثر إستراتيجية في حياتهم الشخصية والعملية. وآخيراً وليس آخراً، يجب تأسيس ثقافة التعلم مدى الحياة، ليتمكن الأفراد والمؤسسات في المنطقة من الإستمرار في معرفة التغييرات العالمية المستمرة.

 

وعلى الرغم من الفجوة الإقتصادية التي تفصل حالياً منطقة الشرق الأوسط وشمال أفريقيا عن الدول الصناعية الكبرى، إلا أن إزدهار الإقتصاد الرقمي قد خلق فرصة فريدة للدول العربية في إدارة هذا "التخلف" عن طريق الإستعانة بأفضل الممارسات التي ظهرت على ساحة التنمية في العامين الماضيين. والآن، يبقى السؤال: هل سيتمكن أصحاب المصالح في المنطقة من التعاون بشكل فعال في خلق وتنفيذ السياسات الضرورية لتحرير الإمكانات الغير محدودة للشباب والمهارات والموارد العربية؟

 

 

 

 

Up until recently, our global economy was dominated by industrialized nations who relied heavily on the availability of expensive and complex infrastructure for mining and processing natural resources and manufacturing. However, various significant developments, including the economic crisis of 2008, the spread of the internet and social media and the decreasing costs of technology have led to the disruption of this monopoly. Thus, allowing the emergence of a more inclusive economic model that has gradually increased the participation of formerly marginalized economies in the global market. That being said, these aren’t the only phenomena that have played a pivotal role in changing the dynamics of our global economy.

 

The unprecedented fusion of our physical, digital and biological worlds, in what’s now being called the Fourth Industrial Revolution, has also transformed our global economies by creating new and innovative industries. In addition to empowering a new generation of entrepreneurs who are re-imagining the products and services available in the market place and disrupting the traditional workforce by moving towards a work model that focuses more on flexibility and project-based work. The UN’s 2030 Agenda for Sustainable Development has also influenced the trajectory of our global markets by emphasizing the need to encourage growth that promotes more responsible social, economic and environmental practices.

 

The rapid developments of the digital economy have raised many questions about the future of work. Especially in the MENA region where many countries’ workforces are still made up of a large proportion of unskilled and informal laborers. Therefore, leaving many people in the Arab world concerned about their job security. However, this fear can’t stop the key stakeholders in the region from asking the hard questions that need to be asked in order to develop the educational and employment opportunities that will be needed to secure the economic future of the Arab world.

 

The current state of Arab youth

At the moment, youth under the age of 25 constitute nearly half of the MENA region’s population and more than a quarter of these young people are unemployed. However, this lack of unemployment isn’t the result of a lack of education. According to The Future of Jobs and Skills in the Middle East and North Africa report published by the World Economic Forum in May 2017, “university graduates make up nearly 30% of the total pool of unemployed in the region, with two in five MENA graduates out of a job.” So, why are so many young people struggling to find employment opportunities?

 

The problem lies in the ever-growing gap between the skills and competencies that the MENA region’s educational institutions are providing youth and what employers are actually looking for in their prospective employees. However, Arab youth aren’t the only ones who are losing as a result of the skills mismatch in the region. According to the same report, “[n]early 40% of employers in the MENA region indicate that skills gaps are a major impediment to business growth.” Thus, highlighting the vicious cycle that continues to persist in the Arab world as a result of the lack of alignment between the region’s various stakeholders.

 

Having said that, one of the biggest challenges that the Arab world faces when it comes to unleashing the full potential of its economy comes from its inability to fully capitalize on the abundance of educated and talented young people in the region. Although the aforementioned skills deficit prevents many young Arabs from finding jobs, many qualified young people are also hesitant to join the workforce, because they’re unhappy with the compensation and working conditions in the MENA region’s private sector. Consequently, many young Arabs choose to immigrate to countries that offer more attractive salaries and non-monetary benefits (such as mentoring programs, tuition assistance and childcare) which ultimately reduces the level of human capital available in the region.

 

The aspirations of Arab youth

Bayt.com and YouGov’s Middle East Jobseeker Confidence Survey published in August 2017, highlighted how “jobseeker confidence is a measure of the economic wellbeing of a country.” In other words, if jobseekers are positive about their country’s economy and they have a satisfactory level of disposable income, they’re generally inclined to spend more on consumer goods. However, if job seekers are uncertain about the state of their country’s economy they tend limit their spending, which can create a spending recession that can lead to an economic downturn.

 

So, how does the Arab world’s young workforce feel about their future potential? According to the aforementioned survey, respondents in the Levant and North Africa were generally more pessimistic about the current state of their family’s finances, their country’s economy and their future job opportunities. On the other hand, respondents living in the GCC reported higher levels of optimism in almost every category. That being said, the young respondents from the Levant, North Africa and the GCC did share one thing in common: they don’t want to seek employment in a company.

 

In another survey published by Bayt.com and YouGov entitled Entrepreneurship in MENA published in November 2017, an overwhelming majority (between 55% and 76%) of respondents from across the Arab world expressed the desire to have their own business or be self-employed. Some of the reasons cited for this choice include the desire to seek a sense of personal fulfillment and the freedom to choose their own work-life balance.

 

The jobs of the future in the Arab world

Undoubtedly, while the Fourth Industrial Revolution has presented formidable challenges to the populations of the MENA region, it has also provided new opportunities to establish high value-adding formal sector jobs in numerous fields. However, in order to fulfill this demand, young Arab professionals will have to pursue interdisciplinary qualifications that will enable them to blend digital and STEM skills. Thus, providing the multi-skilled labor force needed to propel the digital economy forward in the Arab world. However, high-skilled jobs aren’t the only ones that have the potential to grow in the near future.

 

As the population of the MENA region continues to grow, there will be a need for more public infrastructure, including schools, roads, transportation systems, so on and so forth. Consequently, if the region’s stakeholders can strategically address these needs, they could generate a substantial number of medium and low-skilled jobs as a result. Also, by formalizing, professionalizing and upgrading various services in the care economy (such as cleaning, childcare and elderly care) countries in the MENA region could create even more employment and training opportunities for unskilled workers.

 

While the green economy is projected to generate millions of jobs and boost the GDP of numerous countries in the Arab world, there’s another work trend that stands to capitalize on the region’s underutilized talent pool: the freelance economy. In 2015, a Mckinsey Global Institute report entitled A Labor Market That Works stated that by 2025 it’s estimated that online talent platforms could generate as much as 945,000 additional full-time equivalent jobs and a US$21bn increase in GDP in Egypt and 276,000 jobs and US$32bn additional GDP in Saudi Arabia.

 

Cultures to support the development of Arab economies

Although countries in the MENA region have the potential to generate millions of jobs across various sectors and different skill levels in the future, their ability to do so will depend on whether they’re able to reskill and upskill their current workforce. Furthermore, it will also rely on their ability to equip the Arab youth of today with the skills of tomorrow. However, in order to be able to achieve these goals, the stakeholders in the region will have to embed 4 essential cultures in Arab communities.

 

Firstly, a culture of collaboration between the MENA region’s key stakeholders needs to be established to ensure that they can create curricula and learning experiences that will empower Arab youth to thrive in the future workforce. Secondly, a culture of mass digital literacy needs to be established to facilitate the transition of Arab economies to knowledge-based economies that export innovation. Thirdly, a culture of counseling needs to be integrated into the MENA region’s different educational institutions and work places, so young people can make more strategic decisions in their personal and professional lives. Last but not least, a culture of lifelong learning needs to be established, so that individuals and institutions in the MENA region can continue to stay relevant in this age of constant change.

 

Despite the development gap that currently separates the MENA region from its industrialized counterparts, the rise of the digital economy has created a unique opportunity for Arab countries to level the playing field and responsibly manage this “underdevelopment” by using the best practices that have emerged in the development arena over the past couple of years. Now, the question remains: can the region’s stakeholders effectively co-create and implement the policies needed to unlock the unlimited potential of the Arab world’s youth, talent and resources?

 

من المعروف أن اكثر المواقع الالكترونية تداولا بين الناس هي فيسبوك وتويتر وانستغرام وسنابشات...الخ من مواقع التواصل الاجتماعي، لكن في الواقع، وبفضل تطور وسائل الاتصال وانتشار الشبكة العنكبوتية (الانترنت) وسهولة الوصول الى المعلومة، اصبحت الانترنت تشكل وسيلة هامة للتواصل والترفيه، الكثير من الناس يقضي اوقاتا امام شاشة الانترنت للتواصل مع الاقارب والاصدقاء أو للترفيه والاستمتاع بالمحتوى الذي يعرض من خلال الوسائط المتعددة، ولكن الانترنت توفر في الواقع امكانية الجمع بين الترفيه والتعلم، خاصة مع الانتشار الواسع للهواتف الذكية والامكانات الهائلة التي توفرها للاتصال عبر الانترنت والسرعات الفائقة التي تتمتع بها الانترنت في ايامنا هذه، حتى أن مؤسس شركة مايكروسوفت الشهير بيل غيتس افاد بأنه يستمتع بدروس الرياضيات التي تتوفر عبر الانترنت، هذا ناهيك عن تعلم العديد من المهارات من خلال الدروس المجانية التي تتوفر على اليوتوب والمواقع التعليمية الاخرى المتخصصة حسب المواضيع المختلفة.

هناك قاعدة تقول بأن المعرفة هي دالة تعتمد على الانتباه والوقت المكرس في التعلم اي (المعرفة = (الانتباه،الوقت)، (K)=f(A,t)). وهو ما يعني ان الوقت المتاح للترفيه يمكن ان يستغل للتعلم والمعرفة.

الطلاءات الحيوية المضادة للحشف البحري*: هي طلاءات خاصة تمنع تراكم الكائنات البحرية على السطح. وقد تم استلهام هذه الطلاءات الحيوية من سطح جلد سمك القرش، الذي يتكون من لوحات متداخلة (كالاسنان) متناهية الصغر (نانو) تمنع بشكل فعال تراكم الكائنات البحرية الدقيقة على سطح أسماك القرش حتى عندما تتحرك بسرعة بطيئة، كما انها توفر انسيابية عالية جدا وتوفر الطاقة. وهذه الخاصية التي تتمتع بها اسماك القرش تتفوق على الدهانات التي تم تطويرها لحماية الغواصات النووية اثناء الحرب الباردة، حتى أن شركات صناعة الطائرات مثل الايرباص استلهمت هذه الخاصية لطلاء طائراتها الحديثة (مثل طراز ايرباص 380 و350).

شاشات شركة سامسونغ عالية الدقة:

قامت شركة سامسونع بتصنيع اول شاشة رقمية مرنة. في اطار جهودها لتطوير الشاشات الرقمية عالية الجودة، قامت شركة سامسونغ بدراسة الحبار البحري لهاواي (hawaiian bobtail squid) والذي يتمتع بمرونة عالية وتنوع الوانه ودرجة وضوح متناهية في الدقة كما أنه يقوم بتنظيف جلده بشكل مستمر ويعمل على معالجة الجروح التي قد يتعرض لها بشكل كامل بحيث لا تترك اثرا على سطحه، واخيرا فانه يقوم بتغيير نسيج سطحه بحيث يمكن استشعاره باللمس، وهو ما يعني امكانية عمل شاشات لفاقدي البصر.

 

تصميم مواد مقاومة للصدمات مستوحاة من الروبيان ذو المطرقة (جمبري الطاووس، مانتيس) (Mantis Shrimp)

يعد الروبيان ذو المطرقة (جمبري المانتيس) الذي يعيش في المحيطين الهادىء والهندي صاحب اسرع ضربة على سطح الارض، وهو من أكثر كائنات الكرة الأرضية دقة في الرؤية، وذلك لقدرته على رؤية الحزم الضوئية حتى تلك شديدة التعقيد. يتراوح طول هذا الكائن البحري من حوالي 20 سم الى حوالي 30 سم.

تتحرك قبضة الروبيان بسرعة رصاصة من عيار 22 ملم ويمكن أن تصل إلى الفريسة في غضون 1 من 3000 جزء من الثانية، وتبلغ قوة الضربة 1500 نيوتن. ولو أن هذه السرعة استخدمت من قبل الذراع البشرية فستكون كافية لإرسال كرة البيسبول في مدار حول الارض. وتتسبب السرعة الفائقة للضربة في غليان الماء حول قبضة الروبيان وتخلق موجة يمكن أن تقتل الفريسة عن بعد.

بامكان قبضة الروبيان هذه توجيه ضربات لفريسته الاف المرات دون أن تنكسر، وتعادل قوة الضربة 1000 مرة وزنه، ومن هنا يتوجب وضع هذا الحيوان البحري في حوض خاص لان بامكانه كسر زجاج الحوض بفعل قوته الهائلة (للمزيد).

لقد الهمت ذراع الروبيان التي تشبه المطرقة فريق من الباحثين بكلية برونز للهندسة في رفيرسايد في كاليفورنيا لتصميم مواد مركبة مقاومة للصدمات وصلبة اكثر من المواد المستخدمة في صناعة الطائرات.

On the occasion of the visit of the Secretary General of the Federation of the Gulf Cooperation Council Chambers (FGCCC) GCC Chambers, Abdulrahim Hassan Naqi to Geneva Chamber of Commerce and Industry in December 2017. This led to the signature of a Memorandum of Understanding between the two parties. We had this interview with Mr. Naqi on the sideline of the signature of the Memorandum of Understanding (MoU).

 

1/ During your last visit to the city of Geneva in December, you signed a memorandum of understanding, why choose Geneva itself?

There is no doubt that the city of Geneva is an important and attractive city for cooperation in the field of economy and trade. It is considered an economic capital because it is characterized by a strategic position for the global economy, as well as an incubator of the United Nations and other international organizations and international bodies and centers. Switzerland has strong economic ties with the Gulf Cooperation Council, not to mention the GCC countries are Switzerland's first partner in the Middle East. The volume of foreign trade between the GCC and Switzerland has grown rapidly over the past years. Trade volume has increased from $3.5 billion in 2005 to $8 billion in 2012 and then to $25 billion in 2016. The UAE is Switzerland first trade partner with imports from Switzerland worth $15.6 billion and exports of $4.2 billion. Saudi Arabia is the second trade partner with imports of $2.4 billion and exports of $325 million.

The Swiss trade balance remained stable for Switzerland, with Swiss exports reaching about $20 billion and Swiss imports reaching about $5 billion.

 

2/ What is the most important points in this Memorandum, how do you view the future cooperation with Geneva Chamber and the Swiss economic cooperation with the GCC countries?

The Memorandum of Understanding reflected the sincere desire of the two parties to enhance cooperation and communication between their private sectors. The discussion of the memorandum lasted more than 6 months. It confirms the willingness of both sides to open many prospects for cooperation. The memorandum, which included nine items, open many horizons for cooperation, foremost of which was the organization of a Gulf-Swiss economic forum in 2018, in order to finalize the forum we have identified liaison officers. We are looking forward to discuss the prospects of economic relations and trade trends in the future, as well as to enhance confidence between the two sides. We are eager to take advantage of the facilities available for investment opportunities between the two sides

The Forum will discuss the most important challenges facing investors in order to facilitate investment related aspects. The MoU also included the coordination of bilateral meetings between members of the Geneva Chamber of Commerce and the members of each local Chamber of Commerce in the Gulf countries. We have agreed to organize the forum periodically in the Gulf cooperation council states and Switzerland.

 

3/ Are there other memorandums of understanding or joint agreements between the Federation of Gulf Chambers and the Swiss Chambers of Commerce and Industry?

Yes, with the help of God, a memorandum of understanding was signed with the Center for Commercial Arbitration of the Swiss Arbitration Chamber on August 7, 2017, as well as the establishment of a Swiss Gulf economic platform in Geneva aimed at enhancing cooperation and activating memorandums of understanding between the two sides. There are a range of programs and initiatives for small and medium enterprises, as well as programs for entrepreneurs and young people, as well as other programs to enhance communication between businesswomen of the Arab Gulf States and their Swiss counterparts.

 

4/ What are the goals you are looking for through signing this MoU?

One of the main objectives of the Memorandum of Understanding is to increase investment opportunities between the two sides, organize joint events, organise visits for trade delegations between the two regions, encourage technology transfer, spread awareness of private sectors of both sides on the most important investment opportunities in both regions, as well as performing programs to facilitate the exchange of experience in the areas of technology and commercial franchise, especially cooperation between small and medium enterprises, and strengthening cooperation between the private sectors of both sides. The MoU also included the foundations of the organization of the Swiss Gulf Economic Forum in September 2018, which will be the first fruit of such cooperation.

 

5/ Do you expect this agreement to have consequences on trade cooperation?

Yes, we expect this MoU to open new horizons for cooperation, especially in the provision of distinguished services to members of the Gulf Chambers, and to benefit from the development of business through the cooperation of Gulf and Swiss institutions in expanding trade exchanges in goods and services, especially in the handicrafts and crafts industries, and the marketing of the Gulf cooperation council products in food and other services in which it as relative advantage.

 

6/ Do you have plans to organise delegations of businessmen/women under this MoU?

Yes, official invitations have been sent to the Swiss Chambers to visit the GCC countries, in addition to organizing visits by specialized trade delegations representing various sectors of health, education, food and other Swiss companies to the Gulf Chambers of Commerce, in order to meet their counterparts, and to familiarise with the investment environment in the GCC countries, and to discover the most important investment opportunities. That will be the occasion to arrange meetings with officials in the public and private institutions.

 

7/ What advice do you give to businessmen who wish to invest in the GCC?

We know that Switzerland has the economic and financial resources, and has sufficient experience in the field of services, especially education, banking, health and technology, especially in watches and jewelry, not to mention the agricultural and food special capacities. Therefore, Gulf businessmen have great opportunities to benefit from these elements and to establish strategic partnerships that serve the interests of the Gulf. In addition to inviting the 750,000 small and medium-sized enterprises in the Gulf to develop their business with Swiss companies, as well as benefiting Gulf businessmen and young people from their Swiss counterparts in developing the innovation and entrepreneurship skills especially in the field of knowledge economy, and to develop cooperation in the fields of scientific research, and to cooperate in the development of educational system and training programs. Also, there are areas of cooperation between GCC and Swiss businesswomen, especially in the empowerment of Gulf women and benefiting from the support programs provided by GCC governments in forging partnerships with their Swiss counterparts.

 

8/ What are the main sectors attracting investment in the GCC countries in the coming years?

There is no doubt that the Swiss private sector has a valuable opportunity to benefit from the infrastructure projects, which were presented in the presentation I made during the meeting, such as the railway project, which is more than 2,200 kilometers and is expected to provide more than 80 thousand jobs for the GCC citizens and expatriates, as well as opportunities derived from the localization of the railway industry, and thus the Geneva Chamber can benefit from this plan for example by calling the experts in this industry to build a center for sustainability, training and rehabilitation of specialists of GCC in order to build a real railway industry. There are many opportunities in the industrial sector, in this side the Swiss investors can benefit from the opportunities offered by the Gulf Organization for Industrial Consulting (GOIC). Also Geneva Chamber of Commerce can benefit from the vision of Saudi Arabia 2020, which included many opportunities through the privatization of important sectors such as health, education, infrastructure, entertainment and tourism. Another important opportunities are available through Expo 2020 in Dubai and the importance of Switzerland's presence in this exhibition, as well as the World Cup 2022 to be organized in Doha, and other importunities in Bahrain through the Vision of the Kingdom of Bahrain 2030, which has achieved many positive results so far, in addition to industrial sectors opportunities and logistics services in the region of Duqm in the Sultanate of Oman, which is located in the most strategic areas and launched in 2008. There is the possibility to benefit as well from partnerships with the Kuwaiti private sector and the government sector through the establishment of partnership projects between the private and public sectors in Kuwait. Swiss companies can establish joint ventures in the United Arab Emirates, especially in the areas of energy, banking and various services and benefit from a large and promising market. In the Federation of Chambers we can provide more information on the investment opportunities and other related regulations and legislations.

We have an excellent and sophisticated legislative environment that is undergoing many reforms in order to facilitate the investment environment for the foreign investors.

 

9/ Can you give us an idea of ​​Swiss investments in the GCC, according to sector and type of business?

Hundreds of Swiss companies operate in GCC markets in the areas of logistics, infrastructure, hydraulic systems, groundwater and well drilling, equipment, coatings and chemicals, engineering systems for energy, water, environment, technology, hospitality, logistics, communications, banks, investment funds, pharmaceuticals, robots, machinery & export development, office & mobile rooms, power generation & industrial metal production, education, consulting & quality control, chemical products, foodstuffs, agricultural development and trade shows.

The bilateral relations in the financial and investment sector, especially in the banking field, have also developed in order to accelerate trade and to provide exporters with financial means.

 

10/ Given Switzerland's position as the world's leading economic competitiveness, how do you see cooperation between you and the Swiss side on the innovative projects and startups?

There is no doubt that the federation of the GCC will seek to cooperate with Switzerland in this particular area because of Switzerland's leadership in the field of "outputs of knowledge and technology". One of the indicators of the competitiveness of Switzerland is the number of patents it has. It has the highest patents applications per capita at the European level; this is an important filed of cooperation especially because the Gulf society is characterized by the growing number of young people and this poses a great challenge for the GCC countries. We have noticed that there are many areas of cooperation in the fields of invention, innovation and entrepreneurship.

 

It is necessary to find an incubator for such projects, and the Swiss Arab Entrepreneurs Platform (SAE) can provide their services and programs in this regard, and the mechanisms to implement them. SAE can be an incubator of ideas and initiatives of the young people and entrepreneurs from both Gulf States and Switzerland.

 

Finally, it will be our pleasure to cooperate with the Federation of Chambers of Commerce of the Gulf Cooperation Council and to provide the necessary support to strengthen cooperation in the field of entrepreneurship, as spreading the culture of entrepreneurship and facilitating network are within the most important objectives of this platform, and we invite Gulf entrepreneurs and businessmen/women to join our platform to be active and discover investment opportunities, joining our platform will facilitate the link with their counterparts and the experts in entrepreneurship both in the Arab world and Switzerland.

Several decades of cooperation between Switzerland and the Arab states of the Gulf cooperation council led to the signing of a Memorandum of Understanding (MoU) between Geneva Chamber of Commerce, Industry and Services (CCIG) and the Federation of GCC Chambers of Commerce and Industry (FGCC).

 

Mr. Abdulrahim Hassan Naqi signed the MoU on behalf of the Federation of GCC Chambers of Commerce, whereas Mr. Vincent Subilia, Member of the Board of Directors of the World Federation of the International Chamber of Commerce.

 

The memorandum of understanding provides for cooperation between the two sides to help members of both sides to communicate with each other. A forum for economic cooperation between the two sides is expected to be held for the first time in 2018.

 

The Secretary General of the FGCC Chambers, Abdul Rahim Naqi, expressed the importance of signing this MoU as a necessary step to boost the cooperation between Switzerland and the Gulf Cooperation Council, which will help facilitate the communication between the two sides and develop the economic relations, so that will serve the common interests.

 

The signing of the MoU was attended by H.E. Mr. Adel Essa Al-Mahri, Ambassador, permanent observer of the Gulf Cooperation Council (GCC) delegation, and the representative of the Ministry of Economy of the Government of Geneva, as well as representatives from Swiss private sectors such as health and education, banking and wealth management, in addition to other entrepreneurs.

 

It’s worth mentioning that the Geneva Chamber of Commerce and Industry pays particular attention to the Arabian Gulf region and has carried out several economic trips to the Gulf region during the last period to consolidate the economic links within the business community. The last visit was made in November 2016 by an economic delegation headed by the Mayor of Geneva, also a member of the Swiss National Parliament, Guillaume Barazzone. The delegation has visited several countries of the Arab Gulf States; where we had an interview with the Deputy Director of the Chamber, Vincent Subilia, on this occasion (click here).

 

Trade data between the two sides indicate the economic importance of the bilateral relations. The Gulf Cooperation Council is the first partner of Switzerland in the Middle East. In the past 10 years, we witnessed a steady increase in trade between the two sides. Trade volume (exports and imports) increased from about $2.5 billion in 2000 to about $25 billion in 2016. The UAE is the largest trading partner of Switzerland, followed by Saudi Arabia. Main commodities exchanged are Gemstones and Precious Metals, pharmaceuticals, watches and electrical machinery.

 

Mr. Abdulrahim Hassan Naqi presented a fascinating presentation on the economic developments witnessed by GCC countries in the last years, including the main projects and the needs of investment in different sectors.

 

The GCC has a population of around 47 million, with a GDP per capita of about $33 million. While the gross domestic product of the GCC countries all together was estimated at about 1.6 billion dollars. The oil reserves of the GCC countries accounts for 33% of the world's reserves, compared to 21% of the reserves of gas.

 

The oil and gas sector is one of the pillars of the economies of the Gulf States, contributing 42% of the GDP and 70% of exports.

The GCC countries are attracting large foreign investments, which have doubled since 2005 to reach $431 billion. In contrast, the GCC countries make many investments abroad, amounting to about $248 billion; this does not include the sovereign wealth funds, which worth about $2.7 trillion.

 

The Gulf Cooperation Council (GCC) states are attractive environments for foreign investment due to its political stability, young population, advanced infrastructure, liquidity and broad markets with high levels of purchasing power and the availability of capital.

 

During his presentation, Mr. Naqi has reviewed investment-stimulating policies in the GCC countries. He pointed out that although the laws on investment stipulate that the foreign investor's share does not exceed 49% of the total investment in the project, the percentage can reach 100% in certain circumstances, especially for projects of developmental importance, serve strategic plans at the national level or projects based on the exploitation of the local raw materials.

 

Other advantages include the free movement of capital and profits outside the GCC, and the lack of customs duties on commodities in application of the Gulf common market. This applies also to intermediate goods used by the industry such as raw materials, machinery and equipment. GCC market offers is also another advantage, which is the lack of customs on trade with other Arab countries in application of the Arab Free Trade Area Agreement. Also it offers a wider labor market, which provides a variety of competencies from several countries and in all sectors.

 

In the GCC countries, there are more than 40 industrial zones and free trade zones for industrial and commercial products and services. These zones offer the possibility to fully own the projects and to employ non-national skills; they allows saving time and necessary effort to do business.

 

With regard to the investment opportunities offered by the GCC countries, several economic sectors offer the following opportunities:

- Construction projects, with investment needs estimated at about $2.43 trillion.

- Telecommunications projects with investment needs estimated at about 893 billion dollars.

- Transportation projects with investment needs estimated at about 387.6 billion dollars.

- Oil and gas projects with investment needs estimated at about 337 billion dollars.

- Electricity projects with investment needs estimated at about 313 billion dollars.

- Industrial projects with investment needs estimated at about 178 billion dollars.

- Projects of banks and insurance with investment needs estimated at about 160 billion dollars.

- Real estate projects with investment needs estimated at about 117 billion dollars.

- Health projects with investment needs estimated at about 71 billion dollars.

 

In his presentation Mr. Naqi has gone through Saudi Vision 2030 plan. This plan is particularly important because Saudi Arabia is the largest economy in the Gulf region. It will generate significant changes toward openness to foreign investors.

 

Finally, the major projects in GCC countries were presented as follows:

- King Abdullah Economic City ($93 billion) project: It aims to establish a new city near the city of Rabigh (about 100 km north of Jeddah). The project includes a new port of 14 km², an industrial area of 62.5 km², a business center with an area of 13.5 km², housing projects with an area of 48 km², as well as luxurious resorts and residences with an area of 27 km².

 

- Lusail City project (45 billion dollars): It aims to establish a modern city in north of the city of Doha, the capital of the State of Qatar. The total area of ​​the city of Lusail is 38 km². It has 4 islands and 19 commercial, residential and recreational areas. The city has a population of about 200,000 and employs about 170,000 employees, it can accommodate 80,000 visitors, i.e. it has a capacity to accommodate up to 450,000 people. It includes a number of facilities, residential units and office space. It also includes 22 hotels of the highest quality; Lucille includes both a city of energy and a city of soft entertainment.

 

- Oman Railways Project ($30 billion): It is part of the Gulf railway network, which aims to connect Oman with the United Arab Emirates, Saudi Arabia, Qatar, Bahrain and Kuwait. The project starts from Salalah in the south to Burimi in the north, passing through the port of Duqm.

 

This MoU is an important step in light of the significant efforts being made by the GCC countries to diversify their sources of income in order to build a healthy and strong economy. Strengthening the export sector and strengthening trade relations at the international level is therefore important for GCC countries. It contributes to the efforts in developing the industrial and agricultural sectors, increase local added value and joint ventures, support trade exchange and facilitate links between the two sides.

تتويجا للجهود الحثيثة لتقوية العلاقات الاقتصادية بين سويسرا الاتحادية و دول ومجلس التعاون الخليجي، فقد تم مؤخرا توقيع مذكرة تفاهم بين غرفة تجارة وصناعة وخدمات جنيف واتحاد غرف دول مجلس التعاون الخليجي للتجارة والصناعة، وقام بتوقيع مذكرة التفاهم  نيابة عن اتحاد غرف دول مجلس التعاون الخليجى الأمين العام للاتحاد عبد الرحيم نقي، بينما وقعها نيابة عن  غرفة تجارة وصناعة وخدمات جنيف  نائب مديرها العام السيد سوبيليا فانست، عضو مجلس ادارة الاتحاد العالمي لمجلس ادارة غرفة التجارة الدولية.

 

وتنص مذكرة التفاهم على التعاون بين الجانبين لمساعدة أصحاب الاعمال لكلى الجانبين على التواصل مع الجانب الاخر، كما أنه من المتوقع أن يتم تنظيم منتدى للتعاون الاقتصادي بين الجانبين، حيث أنه من المفترض أن يعقد للمرة الأولى خلال العام 2018.

 

وقد أعرب الامين العام لاتحاد الغرف الخليجية عبد الرحيم نقي عن أهمية توقيع مذكرة التفاهم هذه باعتبارها خطوة ضرورية في مسيرة التعاون الخليجي السويسري والتي من شأنها المساعدة في تسهيل التواصل بين الجانبين وتنمية العلاقات الاقتصادية لخدمة المصالح المشتركة.

 

حضر توقيع مذكرة التفاهم سعادة السيد عادل عيسى المهري، سفير بعثة مجلس التعاون لدول الخليج العربية، ومندوب وزارة الاقتصاد في حكومة جنيف، بالاضافة الى ممثلين عن عدة قطاعات سويسرية كالصحة والتعليم وممثلين عن قطاع البنوك وادارة الثروات فضلا عن غرفة التحكيم السويسرية التي تعنى بفض النزاعات التجارية وعدد من الشخصيات الاقتصادية.

 

ومن الجدير بالذكر أن غرفة جنيف للتجارة والصناعة تولي اهتماما خاصا بمنطقة الخليج العربية حيث قامت بتنفيذ عدة رحلات اقتصادية الى منطقة الخليج خلال الفترة الماضية نظرا للأهمية الاقتصادية لهذه المنطقة. كانت اخر زيارة قامت بها الغرفة خلال تشرين الثاني/نوفمبر 2016 ضمن وفد برئاسة رئيس بلدية جنيف،عضو البرلمان الوطني السويسري، غيوم برازون. حيث قام الوفد بزيارة الى عدة دول خليجية وكان لنا لقاء مع نائب مدير الغرفة، فانسا سوبيليا بهذه المناسبة وقمنا بتخصيص مقال حول الزيارة تحت عنوان "زيارة وفد رجال اعمال من جنيف الى دول الخليج العربية" (رابط المقال).

 

وتشير بيانات التجارة بين الجانبين الى الاهمية الاقتصادية التي تحظى بها العلاقات الثنائية، حيث يعتبر مجلس التعاون الخليجي الشريك الاول لسويسرا في منطقة الشرق الاوسط. وقد شهدت السنوات العشر الماضية زيادة مضطردة للبادلات التجارية بين الجانبين. فقد ازداد حجم التبادلات التجارية (الصادرات والواردات) من حوالي 2.5 مليار دولار في العام 2000 الى حوالي 25 مليار دولار خلال العام 2016. وتأتي الامارات العربية المتحدة في المقام الاول باعتبارها الشريك التجاري الأكبر لسويسرا يليها المملكة العربية السعودية. تشكل الاحجار الكريمة والصناعات الدوائية والساعات والالات الكهربائية احد أهم السلع التي يتم تبادلها.

 

وقدم السيد عبد الرحيم  حسن نقي، عرضا شيقا عن التطورات الاقتصادية التي تشهدها دول المجلس، مع عرض للمشروعات الاقتصادية والتنموية والحاجات الخاصة بالاستثمار في القطاعات المختلفة.

وقد بلغ عدد سكان دول مجلس التعاون الخليجي حوالي 47 مليون نسمة حيث بلغ نصيب الفرد من الناتج المحلي الاجمالي حوالي 33 مليون دولار. فيما يقدر الناتج المحلي الاجمالي لدول المجلس مجتمعة بحوالي 1.6 مليار دولار. كما تتمتع دول المجلس باحتياطي نفطي يشكل ما نسبته 33% من الاحتياطيات العالمية، مقابل 21% للاحتياطي من الغاز. 

ويعتبر القطاع النفطي والغاز احد ركائز الاقتصادات الخليجية، حيث يساهم بما نسبته 42% من الناتج المحلي الاجمالي و70% من الصادرات.

 

وتستقطب دول المجلس استثمارات أجنبية كبيرة، تضاعفت منذ العام 2005 لتصل الان الى 431 مليار دولار، في المقابل تقوم دول المجلس بالعديد من الاستثمارات في الخارج، حيث وصلت الى حوالي 248 مليار دولار، وذلك لا يشمل الصناديق السيادية التي تقدر ثروتها بحوالي 2.7 تريليون.

 

وتعتبر دول المجلس التعاون الخليجي بيئة جذابة للاستثمارات الاجنبية نظرا لما تتمتع به من عوامل كالاستقرار السياسي والثروة السكانية الشابة والبنى التحتية المتطورة وتوفر السيولة واتساع الاسواق مع مستويات عالية للقوة الشرائية و توفر رؤوس الاموال.

 

وقد تم استعراض السياسات المحفزة للاستثمار في دول المجلس. حيث أوضح الامين العام بأنه بالرغم من أن القوانين الخاصة بالاستثمار تنص على أن لا تتجاوز حصة المستثمر الاجنبي نسبة 49% من حجم الاستثمار الاجمالي في المشروع، الا أنه يمكن لهذه النسبة أن تصل الى 100% في بعض الظروف خاصة بالنسبة للمشروعات ذات الاهمية التنموية والتي تتناغم مع الخطط الاستراتيجية على المستوى الوطني أو التي تعمل على استغلال الموارد الخام المحلية.

 

ومن الميزات الاخرى كذلك حرية تحويل رؤوس الاموال والارباح الى خارج دول المجلس، وانعدام الجمارك على السلع نظرا للعمل بالسوق الخليجية المشتركة. وهذا ينطبق ايضا على السلع التي تدخل في الصناعة كالمواد الخام والالات والمعدات. كما أنها تمتاز بانعدام الجمارك على التجارة مع الدول العربية الاخرى عملا باتفاقية المنطقة العربية التجارية الحرة، هذا فضلا عن سوق العمل الذي يوفر كفاءات متنوعة من عدة دول وفي كافة القطاعات.

 

ويتوفر في دول المجلس اكثر من 40 منطقة صناعية ومنطقة تبادل حر للمنتوجات الصناعية والتجارية والخدمات، حيث تتمتع هذه المناطق بامكانية تملك المشروعات بالكامل وامكانية توظيف كفاءات غير وطنية كما أنها توفر الوقت والجهد اللازم للقيام بالاعمال.

 

وفيما يتعلق بفرص الاستثمار التي تتيحها دول المجلس، فقد تم استعراض العديد من القطاعات الاقتصادية على النحو التالي:

- مشاريع الانشاءات، حيث تقدر الحاجات الاستثمارية في هذا القطاع بحوالي 2.43 تريليون دولار.

- مشاريع الاتصالات بواقع حوالي 893 مليار دولار.

- مشاريع المواصلات بواقع حوالي 387.6 مليار دولار.

- مشاريع النفط والغاز بواقع حوالي 337 مليار دولار.

- مشاريع الكهرباء بواقع حوالي 313 مليار دولار.

- المشروعات الصناعية بواقع حوالي 178 مليار دولار.

- مشروعات البنوك والتأمين بواقع حوالي 160 مليار دولار.

- المشروعات العقارية بواقع حوالي 117 مليار دولار.

- المشاريع الصحية بواقع حوالي 71 مليار دولار.

 

وتم التطرق الى الرؤية المستقبلية للمملكة العربية السعودية باعتبارها اكبر الاقتصادات الخليجية وبالنظر الى التحولات الكبيرة التي تشهدها على المستوى الاقتصادي في ضوء هذه الخطة.

 

وفي الختام تم التطرق الى ابرز المشروعات الضخمة في دول المجلس على النحو التالي: 

مشروع مدينة الملك عبد الله الاقتصادية (93 مليار دولار): ويهدف الى انشاء مدينة جديدة بالقرب من مدينة رابغ (حوالي 100 كلم شمال جدة). ويتضمن هذا المشروع ميناء جديد بمساحة 14 كم مربع ومنطقة صناعية بمساحة 62.5 كم مربع وكذلك مركز للاعمال بمساحة 13.5 كم مربع ومشاريع اسكان بمساحة 48 كم مربع بالاضافة الى منتجعات واسكانات فاخرة بمساحة 27 كم مربع.

مشروع مدينة لوسيل (45 مليار دولار): ويهدف الى انشاء مدينة حديثة شمال مدينة الدوحة عاصمة دولة قطر وتبلغ المساحة الإجمالية لمدينة لوسيل 38 كيلومتراً مربعاً وتوجد بها 4 جزر و19 منطقة تجارية، سكنية وترفيهية متعددة الاستخدامات، كما يتوفر فيها أماكن سكنية ومرافق عامة، حيث تستوعب هذه المدينة 200 ألف ساكن و170 ألف موظف، ويمكن للمدينة أن تستقبل 80 ألف زائر، لتحتضن بذلك 450 ألف نسمة، وتضم العديد من المنشآت والوحدات السكنية والمكاتب مختلفة المساحات، كما تشتمل على 22 فندقاً من أعلى طراز وبمختلف التصانيف العالمية للنجوم، وتضم مدينة لوسيل كلاً من مدينة الطاقة والمدينة الترفيهية.

مشروع شبكة سكة الحديد العمانية (30 مليار دولار): وهي جزء من شبكة سكة الحديد الخليجية والتي تهدف لربط عمان بالامارات العربية والمملكة العربية السعودية وقطر والبحرين والكويت. وينطلق المشروع من سلالة في الجنوب الى بوريمي في الشمال مرورا بميناء الدقم. 

 

تعتبرمذكرة التفاهم هذه خطوة هامة في ظل الجهود الكبيرة التي تقوم بها دول مجلس التعاون الخليجي لتنويع مصادر الدخل ولبناء اقتصاد صحي وقوي. ولهذا فان تدعيم القطاع التصديري وتقوية العلاقات التجارية على المستوى الدولي يعتبر أمرا هاما بالنسبة لدول مجلس التعاون الخليجي، وهي تسهم في الجهود الرامية لتنمية القطاعين الصناعي والزراعي وزيادة القيمة المضافة المحلية والمشروعات المشتركة ودعم التبادل التجاري والعمل على تسهيل التواصل بين الجانبين.

Durant la dernière décennie, la région MENA a fait l’expérience d’une croissance économique et démographique considérable, qui devrait continuer dans le futur. La demande d’énergie dans ces diverses régions (composée d'importateurs et d’exportateurs d’énergie) se développe entre 3% et 8% par an. En réalité, la demande d’énergie s’élève si rapidement dans le monde Arabe que même les pays qui ont traditionnellement exporté de l'énergie dans le passé sont confrontés à la perspective de devenir eux-mêmes des importateurs d’énergie. La courbe suivante montre la demande croissante d’électricité dans la région Arabe à travers le temps, plus précisément au sein du Conseil de Coopération du Golfe.
