طلال ابو غزالة العالمية من الخدمات الى انتاج أول كمبيوتر عربي

في مقابلة حصرية مع مؤسس ورئيس المجموعة سعادة الاستاذ طلال أبوغزاله يحدثنا عن أول اختراع عربي في مجال المعلوماتية

 

في اطار المقابلات التي تجريها منصة رواد الأعمال العرب السويسريين مع الشخصيات الاقتصادية العربية والاجنبية المؤثرة، قمنا باجراء لقاء مع الدكتور طلال أبو غزالة مؤسس ورئيس طلال أبو غزالة العالمية.

في هذه المقابلة يسلط الدكتور طلال ابو غزالة الضوء على جهاز الحاسوب الجديد الذي تمكنت مجموعته من انتاجه بالكامل. وهو يستعرض اصول الخلاف القائم بين أمريكا والصين ...والرغبة في ايجاد نظام عالمي جديد والحد من النفوذ الصيني.

ثم ينتقل بنا الى التعريف بمبدأ عام من مباديء الملكية الفكرية بما يسمح لأي فرد أو دولة من استلهام افكارجديدة من خلال منتجات قائمة وتطويرها لتسجيل اختراع جديد، ومن هنا فقد حدثنا عن النهضة الاقتصادية الصينية وكيف تمكنت الصين من استخدام هذا المبدأ لتطوير التكنولوجيا الخاصة بها والتفوق على التقنية الامريكية.

وبخصوص العالم العربي، فقد اعتبر أنه لا وجود لاقتصاد عربي موحد ولا حتى سوق عربية مشتركة بالنظر الى التباينات بين الدول العربية وضعف التبادلات البينية فيما بينها، معربا عن أسفه من عدم الوصول الى التكامل الاقتصادي بين الدول العربية وعدم وجود دور فعال للعرب على المستوى الدولي.

كما قام الدكتور طلال ابو غزاله باطلاعنا على التوجهات الحالية الهامة للنمو الاقتصادي في ظل الثورة الصناعية الراهنة القائمة على التقنيات المعرفية...فالمعرفة هي الثروة الحقيقية....والانسان يشكل عمادها ومادتها الاساسية.

وبخصوص القطاعات الاقتصادية التي بحاجة للاستثمارات، قال بأنه لا حاجة لاضاعة الوقت في البحث عن الاستثمارات الاجنبية، وضرورة الاعتماد على الذات، معربا عن دعمه الكامل لريادة الأعمال والابداع، وختم بالقول أنه لا حدود لابداع العقل البشري، فأية فكرة ابداعية يتخيلها العقل يمكن أن تشكل نواة لاختراع ناجح وثروة هائلة.

 طلال أبو غزالة هو المؤسس ورئيس طلال أبو غزالة العالمية، وهي مجموعة شركات عالمية تقدم الخدمات المهنية في مجالات المحاسبة والاستشارات الإدارية ونقل التكنولوجيا والتدريب والتعليم والملكية الفكرية والخدمات القانونية وتقنية المعلومات والتوظيف والترجمة والنشر والتوزيع. وبالإضافة إلى منحه لقب قائد المحاسبة العربية، تم الاعتراف بفضله في الترويج لأهمية الملكية الفكرية في المنطقة العربية.

كذلك يوجد له عدة مؤلفات حيث صدر له مؤخرا كتاب (العالم المعرفي المتوقد) (The Brave Knowledge World). يتحدث فيه عن عالم المعرفة في ظل الثورة الصناعية الرابعة ودور المعرفة في التنمية الاقتصادية.

ولد طلال أبو غزالة في يافا في فلسطين في 22 من أبريل عام 1938، ثم انتقل بعد النكبة الفلسطينية عام 1948 إلى قرية الغازية اللبنانية والتي تبعد ربع ساعة عن مدينة صيدا الساحلية. تلقّى تعليمه الابتدائي والثانوي في صيدا، ثم تابع تعليمه الجامعي في الجامعة الأمريكية في بيروت حيث حصل على منحة دراسية كاملة. عندما كان الدكتور طلال أبو غزالة لا يزال طالباً جامعياً، عمل كمعلم ومترجم. وحصل على أول عمل له بعد التخرج في شركة تدقيق حسابات. في عام 1969، قرر الدكتور طلال أبو غزالة لدى سماعه خطاباً حول الملكية الفكرية في مؤتمر تايم-وورنر في سان فرانسيسكو العمل في مجال حقوق الملكية الفكرية بالإضافة إلى المحاسبة.

قام في العام 1972 بإنشاء شركتين وهما شركة طلال أبو غزالة (تاغكو) وأبو غزالة للملكية الفكرية (أجيب)، حيث اختصت الأولى في مجال المحاسبة.... بينما اختصت الثانية في مجال الملكية الفكرية.... ومنذ ذلك الحين، أسس الدكتور طلال أبو غزالة ما مجموعه 140 شركة للخدمات المهنية المتخصصة في مجالات متنوعة مثل الإدارة والاستشارات والخدمات القانونية وتقنية المعلومات وغيرها الكثير.

نجح الدكتور طلال أبو غزالة على مر السنين في إنشاء شراكات وثيقة مع منظمات عالمية مثل منظمة الأمم المتحدة ومنظمة التجارة العالمية وعين في العديد من المناصب العالمية.

المنصة: طلال ابو غزالة يعتبر من أبرز الشخصيات الاقتصادية في العالم العربي وهو رائد الملكية الفكرية على مستوى العالم، فيا حبذى لو تكرمت باعطائنا نبذة عن أهم انجازاتكم

د. طلال ابو غزالة: من حوالي عشرين سنة انتقلنا من المؤسسة الكبرى في الوطن العربي لنصبح عالميا. مثلا ذكرت الملكية الفكرية، نحن اكبر مؤسسة للملكية الفكرية في الدنيا. لذلك اسمنا تاغ غلوبال.. تاغ العالمية.. ولدينا ما يزيد عن 110 مكتب منتشرة في العالم. ونمارس نشاطات كلها مهنية تدقيق حسابات استشارات تدريب بناء قدرات، في كل المجالات المهنية.

وهذا الشهر بدأنا نشاط جديد وهو نشاط انتاج ادوات التقنية سواءا تابلتس او لابتوبس.

 

المنصة: في الواقع قرأت عن هذا في الاعلان اذا ممكن تعطونا توضيح عن الاجهزة المختلفة التي تنتجونها؟

د. طلال ابو غزالة: نحن نشعر ان منطقتنا بحاجة الى أن تدخل صناعة الكمبيوتر، لانه لا يوجد سبب يمنع أن يكون هذا الوطن العربي، وانا رايت خارطتك عن الوطن العربي واهتمامك بالوطن العربي، يستحق الوطن العربي ان يكون لديه صناعة كمبيوتر كما للدول الاخرى ...صرنا ندرس ونجرب... خلال فترة عدة سنوات الى أن انتجنا تابلت (tablet) والهدف منها بالاضافة الى أنها جهاز لكل الاستعمالات هي تصلح لأن تكون الحقيبة الدراسية (Smart school bag).

تكاليف المدارس عالية جدا على الدولة... ان تفتح مدرسة وما يعنيه ذلك من تكاليف من منشات واساتذة وطلبة وكتب وما يلزم من تجهيزات... في حين أنه يمكن توفير الكثير باستخدام دراسة بتقنية المعلومات ... دراسة ذكية معرفية. بالاضافة الى هذا الجهاز انجزنا جهازي لابتوب من تصميمنا وتصنيعنا، نحن لسنا منتجين مع مؤسسة تصنيع، نحن ننتج ونسوق، والبراند (العلامة التجارية) خاص بنا ولا يوجد معنا شريك وهي تاغ تك (طلال ابو غزالة للتقنية) ويتم انتاجها بشكل كامل من قبلنا، الفرق الوحيد أننا اردنا في البداية شيء يخفف التكلفة من خلال رسالتنا لنشر المعرفة في الوطن العربي وفي العالم بشكل عام، بالتالي بدانا من منطلق كيف نوفر جهاز رخيص أو منافس في السعر، ولكن بالنظر الى أن اسمنا هو طلال ابو غزالة العالمية، وللحفاظ على الجودة لم يكن باستطاعتنا تنزيل جهاز الى السوق بمستوى اقل من أي مستوى كمبيوتر في العالم، من هنا اصبحنا امام محددين: التكلفة التنافسية واعلى مواصفات عالمية للجودة...اي جهازين بمواصفات أعلى من الموجود في الدنيا.. وانا اتكلم عن المنتجين الرئيسيين في العالم...نحن لدينا تقنيات بمواصفات أعلى من كل الموجود في الدنيا...اما من حيث السعر.. فكون أن هذا المشروع الهدف منه خدمة المجتمع قامت مؤسسة طلال أبو غزالة (Talal Abu Ghazaleh Foundation) والتي هي الذراع لطلال ابو غزالة العالمية لاعمال خدمة المجتمع بتمويل هذا المشروع وبهدف أن يصبح سعره منافسا، وفي نفس الوقت.. واقول لا تصدقونني.. ولكن صدقوا الحقيقة وانظروا الى الجهاز وقوموا بفحصه، قارنوا سعره .. ونحن وضعنا في شعاراتنا (قارن ثم قرر)... قارن هذا الجهاز مع احسن الاجهزة في السوق اذا لم يكن أفضل منها..لا تشتريه.. وقارن سعره، اذا لم يكن أرخص منها ...لا تشتريه... فنحن انجزنا جهاز بأعلى المواصفات .. وبتقريبا نصف السعر... سوف نبدأ من منطقة معينة... وهي المنطقة العربية ..ولكن هدفنا ليست هذه المنطقة فحسب، كما أن ابو غزالة للملكية الفكرية ونشاطات أخرى كثيرة نحن نقود العالم من خلالها، لا ارى أية عقدة أو خجل بأن أقول أننا نريد أن نصبح من المنتجين الدوليين لتقنية المعلومات ...ادوات تقنية المعلومات.

 

المنصة: نشكركم على هذه المبادرة لانه فعلا. السؤال هو لماذا لا يدخل العالم العربي التصنيع التقني في مجال الكمبيوتر أو التلفونات أو التابلت؟.

د. طلال ابو غزالة: كل الدنيا الدول الغربية والشرقية تنتج هذه التقنيات، هل هو ممنوع على العرب وحدهم أن ينتجوا؟ هل هناك قرار صادر ينص على منع انتاج الاجهزة، واقول هذا الكلام، لان هذا هو اول انتاج عربي من القطاع الخاص.

المنصة: بخصوص المنافسة، سمعت المقارنة التي اجريتها بين السعر والنوعية، نتمنى أن نرى عرض حول مزايا الجهاز؟.

 

د. طلال ابو غزالة: نقول نحن الافضل نوعا ومواصفاتا، والاكثر تنافسية سعرا. لان اسمنا الدولي وسمعتنا كلها مرتبطة مع بعضها البعض... ونحن حريصين على انتاج جهاز بمواصفات عالية يعكس سمعتنا كواحدة من اكبر شركات المحاسبة في الدنيا وتدقيق الحسابات والاستشارات والترجمة، ونحن اكبر شركة ترجمة في العالم.. نحن اكبر شركة في تقديم برامج التدريب والتأهيل وبناء القدرات في العالم... ونحن اكبر شركة في مجال الملكية الفكرية...لذلك لا نستطيع انتاج منتج ليس على اعلى مستوى، فسمعتنا هي مسألة غاية في الاهمية... وكل نشاطاتنا تنضوي تحت اسم تاغ (Tag)، لذلك لا نستطيع الا أن نكون منتجين للجهاز الأفضل... بدعم من تاغ فاونديشن (Tag foundation) استطعنا أن نجعل هذه التكلفة الارخص.

د. طلال ابو غزالة: هي اكبر شركة في الملكية الفكرية على الاطلاق، في مجال المحاسبة، هناك ما يسمى فورم اوف فيرمز (Forum of Firms) تحت مظلة الاتحاد الدولي للمحاسبين القانونيين ifac (www.ifac.org) في نيويورك، هذا الاتحاد اسس ملتقى (Forum of Accounting Firms) ويختصر ب (FOF) وهو يحتوي على عشرين شركة هي ما يسمى لدى اهل المهنة بـ ج20 وشركتنا تعتبر عضوا فيها، ونحن الوحيدون من المنطقة.

هذا المنتدى (فورم اوف فيرمز) يضم الشركات العالمية التي تلتزم بتطبيق معايير ومباديء المحاسبة الدولية... سواءا كمعايير او مبادي الشفافية... التركيز هو على الالتزام بالمباديء والشفافية... من ينطبق عليه هذه الشروط ينضم الى هذا المنتدى... ونحن عضو فيه منذ تأسيسه وحتى الان.

 

المنصة: بخصوص مسيرتك الشخصية، ما هي اصعب اللحظات التي واجهتها؟

د. طلال ابو غزالة: بالنسبة لي أصعب اللحظات هي احلى اللحظات...انا اؤمن بأن المشاكل هي التي تصنع النجاح، وان المعاناة نعمة، وعندما يأتوني زملائي يقولون لدينا مشكلة، اقول الحمد لله على ذلك، فيقولون ايها المدير لدينا مشكلة، اقول اسمعك تماما، المشكلة تعني أن هناك حل، يعني أن هناك نجاحا، عندما يكون لديك مشكلة وتستطيع أن تجد لها الحلول وتنتصر عليها. هذه فرصة، فالمشكلة هي فرصة وليست هي مشكلة فقط.

كما اتكلم عن الاقتصاد العالمي الان. وانا اصدرت تقرير كامل يمكن أن ازودك به، عن الازمة العالمية القادمة. والتقرير يشرح كيفية وماهية هذه الازمة التي ستنتهي، وانا اتوقع أن يحصل هذا العام القادم 2020، ستنتهي بما يسمى (stagflation) (الرُّكود التضخُّميّ) أي كساد وغلاء اسعار في نفس الوقت. وهذه وصفة مميتة وسيئة جدا. أن يكون كساد مع ارتفاع في الاسعار. بالتالي انا ازعم وانا لست ابتدع هذا الامر ولا احلم، فأنا ادرس واحلل الظواهر، مراكز الدراسات في العالم وبالذات في امريكا تقول ان هذه الازمة ستفرض على امريكا أن تدخل في حرب. والحرب هذه ليست مع ايران، وجود ايران في المعادلة لأنها تأتي كمزود للصين بالنفط فقط. المشكلة في اجتهادي الشخصي، من حيث منع ايران من تصدير النفط هو ليس بسبب السلاح النووي، فنحن نعرف أن هناك العديد من الدول في العالم لديها السلاح النووي، المشكلة ليست مشكلة قنبلة ذرية أو نووية، المشكلة هي أن امريكا تريد ان تضع حدا لصعود الصين تقنيا واقتصاديا. وهذا حقها، لو كنت انا امريكا، لا يمكن أن أسمح لدولة ما أن تتفوق علي. تعالي يا صين لنجلس سويا، وهذا ليس رأيي ولكني ألخص ما تقوله مراكز الابحاث. امريكا تريد أن تجلس مع الصين، والصين ليست موافقة على الجلوس لوضع نظام عالمي جديد.

الولايات المتحدة الامريكية، وهذا اجتهادها وهي حرة في ذلك، تقول أن النظام الحالي الذي وضع بعد الحرب العالمية الثانية في العام 1948 وما نتج عنه من بريتن وودز وغيرها وما نتج عنها لاحقا لم يعد صالحا، فهي تريد الجلوس مع الصين لصياغة نظام عالمي جديد. الصين تقول انا ليس لدي طوح في السيطرة على العالم لا سياسيا ولا عسكريا ولا اداريا، أنا التزم بما هو موجود من معايير قائمة لأن ذلك يناسبها.

امريكا، وانا اكرر ان لها الحق أن تقوم بكل ما تراه مناسبا لها تقول اننا نحتاج الى نظام جديد. ولذلك نرى أن كل القرارات الامريكية، ولا اقول ترامب، فترامب يمثل المؤسسة الهامة أمريكا، فالمسألة ليست معركة شخصية مع ترامب. فهنالك مراكز لاتخاذ القرارات. طريقة اخراجها وتقديمها تختلف من رئيس الى اخر لكن صنع القرار ليس من صنع الرئيس. فبالتالي هناك توجه امريكي باننا نحن نريد عالم جديد بكل المعايير

ولا نقبل مثلا المحاولات للخروج عن سيطرة الدولار في التعاملات العالمية هذا موضوع مهم جدا وحساس ولا مجال فيه للمزاح، وعندما ينادي ماكرون، وانا اعتقد ان الغضب على ماكرون اساسه مقالته عندما قال حان الوقت لعملة عالمية جديدة، هذا الكلام ليس بالموسيقى بالنسبة لامريكا، بيس موسيقي ابدا.

 

المنصة: بالنسبة للدولار، ذكرت مسألة مهمة جدا، وهو مرتبط بنظام بريتون وودز، ويتم الحديث عن البترودولار؟

د. طلال ابو غزالة: لا يوجد شيء يسمى بترودولار وهذه من الأمور التي تضحكني، المقصود من هذا ان البترول يباع بالدولار، لا يوجد دولار مكتوبا عليه بترول، كما يقول الامريكيون (the color of money is green) فالدولار الامريكي لونه أخضر ولا يوجد عليه الوان اخرى. كذلك فانني اضحك عندما يقولوا بأن اسعار النفط يقررها العرض والطلب. مثلا نلاحظ في شهر معين بأن أسعار النفط تنخفض بنسبة 50% وحصل هذا الأمر وانخفض السعر الى 20 دولار، فهل استهاك العالم انخفض بنسبة 50% في يوم واحد أو بشهر واحد، ثم يرتفع مرة واحدة، هذه الأيام ترتفع اسعار النفط بشكل يومي. فهل هناك من يقوم بقياس العرض والطلب على النفط؟! طبعا لا، هذه قرارات سياسية.

 

المنصة: هل هناك امكانية قيام جهة معينة بمنافسة الدولار؟

د. طلال ابو غزالة: أنا لا افشي اسرار، هنالك تصاريح معلنة، بأن الدول بدأت تتعامل بشكل ثنائي بعملاتها (bilaterally)، وهذا غير مقبول امريكيا، لان هناك عملة واحدة وهذا ما تقرر في بريتون وودز ولا يجب أن ننسى أهمية بريطانيا في هذا الموضوع يعني تنازل بريطانيا عن الاسترليني في بريتون وودز ليصبح الدولار العملة الوحيدة للتعامل كعملة قياس وكعملة احتياط، هذا الان اصبح موضع نقاش، فالصين قالت وكل مجموعة بريكس (BRICS) قالت حان الوقت، كذلك البنك الدولي يبحث في صيغ لعملة أخرى هناك تعاملات كبيرة اصبحت تقوم بين الدول، رجعنا الى نظرية المقايضة (Barter) اي بنفس القيمة خذ مني واعطيك، فهذا هو خروج عن سيطرة الدولار على العالم، ويجب أن نراعي ظروف معينة، أنا في نظري أن الموضوع ليس فقط انفراد أمريكا في اتخاذ القرار، امريكا تشعر أن العالم الذي نعيش فيه الان لم يعد يصلح له ما صيغ قبل 70 أو 80 سنة. نحن نعلم أن الحروب تنتهي باجتماعات ومفاوضات واتفاقيات، لا يوجد حرب محلية ولا اقليمية ولا دولية، الا انتهت باجتماعات للتفاوض واتخاذ قرارات جديدة، فهذا هو المطلوب، المطلوب أن تحصل حرب لتجبر امريكا ومعها بريطانيا، والصين ومعها روسيا ليجلسوا على طاولة التفاوض لايجاد حلول جديدة للعالم.

 

المنصة: بخصوص الملكية الفكرية، يقول الاقتصاديون بان الملكية الفكرية تستخدم كسلاح للنيل من الشركات الصغيرة والحيلولة دون دخول منافسين جدد؟

د. طلال ابو غزالة: لا يوجد شركات كبيرة وصغيرة. انا خدمت على نظام المنظمة العالمية للملكية الفكرية التي تعتبر مسؤولة عن الملكية الفكرية وعلى مجلس خبراء المنظمة العالمية للتجارة، لبحث شؤون المليكة الفكرية. الملكية الفكرية هي انظمة واتفاقيات واضحة، لا يوجد فيها صغير أو كبير. فيها قوانين تحدد كيف تسجل اختراعك، كيف تحمي اختراعك، كيف ترفع دعاوى واجراءات لمن يتعدى على اختراعك. هنالك نظرة جديدة في هذا الموضوع تقودها امريكا، أمريكا تعتقد أن هذا النظام فيه خلل ما، عندما اخترع أنا موبايل على سبيل المثال، وانت تخترع موبايل افضل منه. كما نحن الان نصنع جهاز تقنية معلومات جهاز لابتوب او تابلت أحسن من الموجود. هذا يعتبر استغلال للمنتج الموجود، ولا يعتبر أختراع جديد. اتفاقيات المنظمة العالمية للتجارة في مجلس تريبس (TRIPS) والمنظمة العالمية للملكية الفكرية، واتفاقيات الملكية الفكرية في كل الدنيا تقول أن أي تحديث على شيء موجود هو اختراع جديد. هذا هو النظام الحالي. الان هناك وجهة نظر امريكية تقول أنني عندما وضعت منتجات أبل لديكم في الصين لصناعتها فأخذتم التقنية الموجودة في أبل وعملتم مخترع جديد، هذا المخترع هو تعدي علي ويتوجب عليكم دفع تعويضات على ذلك، هذه وجهة نظر لا أريد أن ابحث فيها، لأن هذا صراع بين الكبار، وبالمناسبة هذا الموضوع لا يتحدث فيه احد. الخلاف ين الصين وأمريكا بحسب رأيي ليس حول الضرائب على المنتجات ولا على الجمارك ولا العقوبات الاقتصادية، بل هو بشأن هذا الموضوع. لانك اذا اردت أن تتكلم على سرقة أو تعدي على تقنيات أمريكية من قبل الصين أنت تتكلم، وانا استعمل هذه الكلمات من وجهة نظر أمريكية، أنت تتكلم عن، ليس فقط مليارات، بل تريليونات. نحن نتحدث عن كل المجالات وليس فقط الادوات التقنية، في كل مجال،

مثلا الانترنت، هي اختراع امريكي وفي المقابل هناك انترنت صينية، أمريكا تعتبر هذا تعدي على حقوقها من وجهة نظرها. من وجهة نظر صينية اتفاقيات الملكية الفكرية تقول ان اي اختراع مختلف أو ما يمسى (innovation) ابتكار، فيه تحديث، هو اختراع جديد وهذه هي المشكلة الكبرى.

 

المنصة: بالمناسبة تعقيبا على هذا الموضوع، قرات في كتاب اقتصادي يذكر فيه الاقتصاد الصيني كنموذج جديد غير المعطيات الحالية بحيث أنه قلب النوذج الغربي القائم على الابداع، من خلال اعتماده على المحاكاة وادى الى احداث ثورة اقتصادية جديدة.

د. طلال ابو غزالة: في شعوري هذه هي المشكلة الرئيسية، والباقي كله تفاصيل لانه، وانا ازعم، القوة والهيمنة والسيطرة على العالم هي نتاج التقنية ولم تعد كما في السابق: الاقتصاد والقوة السياسية والعسكرية، هذا كان في السابق، وهكذا انهار الاتحاد السوفييتي رغم أنه كان متفوقا عسكريا ولكنه كان متخلف اقتصاديا، لم يعد هذا المعيار، المعيار الأهم الان اصبح ليس القوة العسكرية بل شيئين: القوة التقنية والقوة الاقتصادية، والقوة التقنية هي التي توصل الى القوة الاقتصادية، فيمكن اختصار الموضوع بأن التفوق التقني هو قيادة العالم.

 

المنصة: بخصوص الاقتصاد العربي ما هو تقييمك للاقتصاد العربي. هناك عوامل قوة من الموارد الطبيعية والسكان. كيف تقيم الاقتصادات العربية بشكل عام وما هي المعوقات للنهضة والتنمية الاقتصادية؟.

د. طلال ابو غزالة: المشكلة وأقولها بألم، ليس هناك اقتصاد عربي واحد وليس هناك اي تكامل اقتصادي عربي، لكي نكون صادقين مع انفسنا، الاوضاع العالمية والسياسية الاقليمية والمحلية فرضت علينا أن لا يكون هناك تكامل اقتصادي. بالتالي لا نستطيع ان نتكلم عن الدول العربية كوحدة. الجامعة العربية جامعة تدار بطريقة لا تحقق التكامل الاقتصادي. لها دور هام وأنا أعتز بها كبيت للعرب وكرمز لوحدتنا العربية، لكن لا يوجد شيء يسمى الاقتصاد العربي.

الدول العربية تتعامل مع الدول الاجنبية بشكل اكبر بكثير من تعاملها مع بعضها البعض. ثانيا لا يوجد تشابه لا بين الاقتصاد الموجود في اية دولة خليجية أو دولة في المغرب أو في دولة في وسط العالم العربي. المشكلة الان اصبحت، وفقا لدراسة حديثة، ستراها في تقريري عن الاقتصد العالمي، تقول بأنه في العام 2030، سيصبح الاقتصاد الصيني ضعف حجم الاقتصاد الأمريكي، 2030 يعني بكرة.

 

المنصة: فعليا الاقتصاد الصيني تجاوز الاقتصاد الأمريكي.

د. طلال ابو غزالة: لكن سيصبح الضعف. الاقتصاد الثاني حجما في العالم هو الهند، وبعدها اندونيسيا. نحن أمام عالم متغير لان معايير النمو فيه ليست المعايير التقليدية. الانتاجية الان تعتمد على: اولا، حجم السكان، ولا نستطيع القول أن حجم سكان العالم العربي كذا، لأنه ليس هناك علاقة بين حجم السكان في اي دولة مع أي دولة عربية أخرى، على العكس في كل من أندونيسيا أو الهند اللتان تتمتعان بحجم سكان كبير.

في عالم المعرفة الانتاجية هي للفرد وبالتالي حجم السكان مهم جدا. وثانيا أن تستطيع أن تتصرف بتحويل دولتك الى دولة معرفية تقنية تستطيع أن تنافس تكنولولجيا. وهذا موضوع مهم جدا، لاننا ما زلنا نظن بأن القوة في استجلاب استثمارات اجنبية، ونصرف وقتنا في الدعوة للاستثمار وجلب الاستثمارات الاجنبية في حين أن اختراع واحد، الذي هو برنامج (بروغرام)، مثلا غوغل ما هي الا تطبيق على الكمبيوتر لا يحتاج الى مواد أولية ولا استثمار ولا رأس مال أجنبي ولا رأس مال حكومي ولا أي شيء من هذا القبيل ولا يعرف أصلا اين هي. اصبحت قيمتها توازي تريليون دولار وهو حجم الاقتصاد العربي. فنظرتنا للتوجه الاقتصادي ما زالت بالمعايير التي اصبحت لا تنطبق في عصر المعرفة.

 

المنصة: اذا كان لا يمكن الحديث عن اقتصاد عربي موحد، نتيجة لعوامل اللغة، يمكن مثلا الحديث عن سوق عربي واحد، على سبيل المثال الاختراع الخاص بكم يمكن أن يستهدف العالم العربي كسوق واحد؟

د. طلال ابو غزالة: لا يمكن التفكير في المنطقة العربية كسوق واحد اطلاقا، لان كل دولة لها أنظمتها وحدودها ومتطلباتها ومستوى معيشتها ومستوى الغلاء فيها وقدراتها، فلا يوجد دولة واحدة، نحن لسنا الهند، وحتى اتفاقية السوق المشتركة طبعا اصبحت حلم لم يتحقق، فدعنا نبدأ من جديد، اذا نريد أن نصبح سوق واحدة وقوية واحدة يجب أن نبدأ من جديد ونتوقف عن الحلم ونقول ماذا يجب أن نعمل كي نصبح كذلك.

 

المنصة: بالنسبة لريادة الأعمال، ما هي نظرتك لريادة الأعمال في العالم العربي، ويقال بشكل عام بأن المستقبل هو ليس للوظائف ولكن للمهن المستقلة أو ريادة الأعمال، ما هي نظرتك لهذا الأمر وما هي القطاعات التي يمكن العمل عليها وتطويرها؟

د. طلال ابو غزالة: رواد الأعمال هم جزء من اقتصاد البلد. مثلا عندما ينجح بيل غيتس فان الاقتصاد الامريكي برمته يستفيد. لذلك انا اؤيد وأدعم بقوة رواد الأعمال. وقد كنت شاركت في احتفال لتكريم طلبة التوجيهي الأوائل في الاردن، وكرمتهم واعطيتهم الدروع التكريمية وجلست معهم وحاورتهم لانهم هم من يستطيع أن يصنع المستقبل.

 

المنصة: هل هناك قطاعات محددة تود أن يتم التوجه اليها؟

د. طلال ابو غزالة: ابدا، اي اختراع في الدنيا. من يمكن ان يتخيل أن اختراع مثل جهاز التلفون سيغير العالم. وأنا طبعا كنت في اساس وضع استراتيجيات تقنيات المعلومات عندما انتخبت في الامم المتحدة عام 2001 كرئيس لفريق تقنية المعلومات في الامم المتحدة الذي وضع اتسراتيجية تقنيات المعلومات من موبايلات ولابتوبس...الخ. أي تطوير هو أختراع. فلو تخترع نظام لحماية الأمن السبرالي هو اختراع. وان تخترع شيء في الجينيتكس هو اختراع. وتخترع اختراع في الروبوتس هو اختراع. الاختراعات لا حدود لها. والمبادرات توفر لمبادري الأعمال بحر من المجالات ليخترعوا. وقد اشرت الى هذا الأمر خلال لقائي مع الطلبة. قلت لا يمكن أن تتخيل كم مجال امامك للاختراع، اذا كنت مهندس لديك مجال للاختراعات في الهندسة. هناك تطبيقات في الذكاء الاصطناعي لا تحصى. في هذا المجال هناك اكثر من 1000 مشروع وطريقة لتطوير نظام الهندسة. وانا قلت جملة واريد أن اختم بها: كل ما يستطيع العقل البشري أن يتخيله... كحلم أو كخيال هو حقيقة تنتظر التطبيق. سبحانه وتعالى عندما خلق الانسان جعل عقله هو القيادة للابداع. يعني اذا أنا فكرت أن هنالك شيء يجب أن يحصل وممكن أن يحصل سيحصل. عندما كنا نفكر كيف يمكن للطائرة أن تطير كان الأمر نكتة. اذ كيف يمكن لجسم حديدي أن يطير في الهواء. كان الخيال العلمي في الماضي للتسلية فاصبح حقيقة. كل ما يستطيع العقل البشري أن يتخيله هو حقيقة تنتظر التطبيق!.

A recently published report from MAGNIT and Startups 500 provides an overview of the business environment for startups in the Middle East and North Africa (MENA) across a range of themes, including statistical studies aimed at identifying challenges and opportunities for entrepreneurs in the region.

The data were collected through a survey of more than 100 founders of companies based in the Middle East and North Africa, funded by the Startups 500 regional fund.

 

First: Demographic data

Most of the founders are in their early 30s

Demographic data show that 54% of startups surveyed were established over the past three years and only 9% were established before 2014, showing the growing growth of startups in the MENA region over the past few years. The report also showed that the percentage of companies established by two persons reached 51% compared to 20% for companies established by one person.

On the other hand, the majority of startups employ between 1-10 permanent employees, while the percentage of companies employing 50 employees and more was only 7%. The reason for the relative small number of employees is that most startups are based on service activities and use high technical tools, consequently they do not need a large number of employees.

 

Second: Fundraising

An investor’s network is the #1 priority for fundraising startups

This topic presents a series of questions that the founders were asked about their recent financing rounds, in terms of how long it took and the number of companies that have offered them financing in their recent rounds. The survey results indicate that more than 60% of startups did not continue their rounds for more than 6 Months during which 29% of companies received between 6 to 10 financing offers.

The authors of this report also raise important questions about the criteria associated with the search for the right investor and the difficulties they face in searching for funds, for example, the owners of the start-ups answered a question concerning the most important criteria to be taken into account when searching for the main investor for their startups, an important question to all financing seekers. The responders sorted the most important criteria in the following order: 1. Network Relations 2- Deal Conditions 3- Long Term Financing.

 

Third: Investment dynamics

Most startups will look for regional & intl. investors for future rounds

The report provides ample answers to start-up entrepreneurs' vision of their business prospects and their expectations for future gains, with 59% saying they are confident that their companies will be worth $ 100 million in the future, and 46% expect that they will be able to get out of their company within 3 to 5 years. This is a positive outlook, which gives an indication of the value of the estimated profits that people, who are going to start their own companies and investors in the startups sector, can get.

 

Fourth: recruiting talents

Hiring good people is among the top concerns of MENA founders

This report responds to questions about the difficulties experienced by entrepreneurs in the process of seeking the necessary competencies to employ in their startups. While financial and language barriers have not been a major obstacle for entrepreneurs, despite the difficulties facing entrepreneurs in finding the required talents, they are looking to recruit, on average, about 16 new employees next year.

 

Fifth: Operations

Large majority of startups focus on growth over profitability

In this regard, the report discusses the operational plans that the founders intend to implement in the future. In this regard, 81% of respondents said they are more interested in growth than making profits. 13% of them indicated that they had started to make profits.

 

Sixth: 500 Startups, Who are their portfolio startups?

Most startups are based in Dubai, followed by Cairo and Riyadh

The report presents a series of information related to the nature of the sectors in which the startups are working and the amount of funds raised and other important information. As for the question about the headquarters, Dubai and Cairo ranked first and second with 27% and 23% respectively. Riyadh came in third place with 11%. The most important sectors that the startup companies focus on are all belonging to the services sector led by electronic commerce, consumer services and financial technological solutions.

The Swiss subsidiary of Arab Bank, a banking giant in the Middle East, is starting to provide trade and storage services for BTC and ETH.

Thanks to this initiative, large-capital clients serviced by Arab Bank Switzerland, including business leaders and family entrepreneurs, can now access digital assets.

“We strongly believe that the blockchain will dramatically change the financial industry, and we intend to be one of the first banks to offer digital asset services for customers in a safe and regulated environment,” said Arab Robin CEO Serge Robin .

Regarding custodial services, the bank has partnered with Taurus Group, which has integrated its cold storage solution called TAURUS-PROTECT with the bank’s infrastructure.

Taurus notes that the solution uses the Federal Information Processing Standard (FIPS) 140-2, Certified Equipment Security Modules (HSM) Level 3, and “some of the safest hardware in the world”

“We now have a fully regulated and scalable infrastructure that we will use to provide our clients with institutional-grade digital asset services in addition to our traditional asset and credit management solutions,” said Rani Jabban, a member Board of Arab Bank Switzerland.

In February this year, the Swiss bank Julius Baer and SEBA, with the participation of the cryptocurrency company SEBA Crypto AG, began offering digital asset services.

اختتم فريق عمل القمة العالمية للتسامح في نسختها الثانية، سلسة من الزيارات   شملت عددا ًمن الدول الأوربية هي " هولندا وبلجيكا وفرنسا “، جرى خلالها التعريف بفعاليات القمة وأبرز المشاركين والمتحدثين ومحاور الجلسات، وتشجيع المختصين والمؤسسات ذات العلاقة على المشاركة فيها باعتبارها منصة متخصصة لهم بالدرجة الأولى.

 

وتنظم القمة العالمية للتسامح برعاية كريمة من صاحب السمو الشيخ محمد بن راشد آل مكتوم، نائب رئيس الدولة رئيس مجلس الوزراء حاكم دبي، في الفترة من 13 إلى 14 نوفمبر المقبل، حيث ترصد القمة التي تحمل شعار   "التسامح في ظل الثقافات المتعددة: تحقيق المنافع الاجتماعية والاقتصادية والإنسانية وصولًا إلى عالم متسامح “، سبل الشراكة والتعاون البناء مع بعض المؤسسات العالمية المختصة بالسلام والتسامح.

 

وأكد الدكتور حمد بن الشيخ أحمد الشيباني-العضو المنتدب للمعهد الدولي للتسامح-، رئيس اللجنة العليا المُنظمة للقمة العالمية للتسامح على أهمية هذه الزيارات واللقاءات في توسيع نطاق المشاركة في القمة التي تعتبر أكبر وأهم حدث يعنى بتأصيل قيم التسامح والتعايش ونشر ثقافة السلام، كما دلت على حرص اللجنة على تفعيل وتوسيع علاقات التعاون والشراكة التي تربطها بين كافة الأطراف الفاعلة في هذا الشأن.

 

وقال: "تترجم الزيارات حرص المعهد على تعزيز العلاقات مع الهيئات والمؤسسات والجهات المحلية والعالمية، بما يتماشى مع خطط المعهد الرامية إلى نشر وإرساء قيم التعايش السلمي والتعددية الثقافية وقبول الآخر لبناء عالم يسوده التسامح في مجتمع متعدد الثقافات."

وأضاف الدكتور حمد" نؤمن بأهمية السلام والتفاهم بين الأمم والشعوب وندعم كل جهد دولي يسعى إلى توجيه الطاقات البشرية نحو البناء والازدهار، وعليه نسعى عبر جولتنا إلى تسليط الضوء على جهود دولة الإمارات وكونها بيئة خصبة لإنجاح الحوارات وتبادل الأفكار التي من شأنها خدمة الإنسان."

وأبدت العديد من تلك المنظمات والمؤسسات رغبتها في المشاركة بفعاليات القمة العالمية للتسامح 2019، إما كمتحدثين في الجلسات الحوارية ومجالس التسامح، والفعاليات التي تقام على الهامش، أو عبر إبرام سلسة من مذكرات التفاهم والشراكات للعمل مع المعهد الدولي للتسامح على المدى البعيد، فضلاً عن استعداد البعض الآخر للمساهمة في ترويج فعاليات القمة من خلال إرسال دعوات لأعضائهم للمشاركة فيها.

A UAE delegation comprising officials of the second edition of World Tolerance Summit (WTS) concluded a series of visits to a number of European countries like Netherlands, Belgium and France as part of its efforts to promote the event across the globe.

 

Held under the patronage of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice- President and Prime Minister of the UAE and Ruler of Dubai, the World Tolerance Summit will be held from November 13 to 14 under the theme ‘Tolerance in Multiculturalism: Achieving the Social, Economic and Humane Benefits of a Tolerant World’.

 

Dr Hamad bin Sheikh Ahmed Al Shaibani, Managing Director of the International Institute for Tolerance (IIT), Chairman of the Higher Committee of the WTS, said, “The visits underline the Institute's keenness to strengthen relations with local and international institutions to spread awareness on establishing the values ​​of tolerance in a multicultural society.”

 

Dr Hamad added: “We strongly support cooperation between nations, and every international effort that channelises human energies towards building tolerant communities across the world.”

He stressed the importance of these visits and meetings in bringing more participation to the unique summit that stands for spreading a culture of harmony and peace.

 

During the visit, Khalifa Mohamed Al Suwaidi, General Coordinator of the WTS, and the head of the delegation, presented the latest preparations for launching the second edition of the summit.

Al Suwaidi said, "The Higher Committee of the WTS is keen to raise awareness on the summit, which is the first platform of its kind in the world, and brings more than 2,000 participants together to strengthen the principles of tolerance, promote mutual understanding and constructive positive dialogue."

 

The UAE delegation visited The Hague Humanitarian Centre, Institute for International Relations in The Hague, Office of the Master Peace Organisation of the European Union in Netherlands; European Peace Institute, World Vision for Brussels and EU Representatives, European Liaison Office for Peacebuilding in Belgium; and United Nations Educational, Scientific and Cultural Organisation in France.

 

Many of these organisations have expressed interest in participating in the WTS 2019, either as speakers, joining tolerance councils or through a series of memorandums of understanding and partnerships to work with the IIT in the long run. Some of them have even expressed their willingness in contributing to the promotion of the summit.

As telecom providers in most countries of the GCC region trial 5G networks, we find ourselves in a new era of economic development.

One that is experiencing declining GDP contributions from traditional economic sectors that have long been the pillars of national economies. Meanwhile, emerging sectors, such as digital economy, are gaining importance and leading to initiatives and activations that were unheard of before the Fourth Industrial Revolution.

5G networks make it possible to quickly transfer huge amounts of data, enabling cutting-edge technologies – like self-driving cars that require more than 100 GB of data per second to operate, or virtual reality that needs a high-speed broadband with reduced response time – to enter the mainstream.

They help hone internet of things (IoT) solutions, allow users to broadcast high-definition videos, and power a whole new generation of video games and content.

With the imminent commercial launch of 5G networks, smartphone owners will be able to enjoy a significant boost in internet upload speeds. They can also look forward to an improved mobile app user experience in terms of downloading map content, software, games, virtual and augmented reality technologies, and other solutions that simplify people’s lives and enhance business performance. Meanwhile, tech companies will be able to utilize state-of-the-art technologies such as self-driving vehicles and AI applications that have the potential to create multibillion-dollar investment opportunities in the GCC region.

The GSM Association estimates that 5G networks will add US$565 billion to the global GDP by 2034 – an amount that equals the entire GDP of Sweden.

Countries of the GCC region have started deploying infrastructure and laying down legislative frameworks in response to these momentous tech developments in order to attract foreign investments in the rising digital sector. Their strategic plans – Oman Vision 2040, Saudi Vision 2030, UAE Vision 2021, Bahrain Economic Vision 2030, Qatar National Vision 2030, and Kuwait Vision 2035 – prioritize digital economy as a key driver of sustainable development.

Decision- and policy-makers are now convinced that in the future, ideas will replace oil and gas in boosting economic growth.

In a nutshell, innovative digital technologies are poised to change the way we live and do business.

The digital transformation in the GCC region is rapidly stepping up with the surge in the use of smart applications in government services and with the increasing implementation of the smart city concept.

To keep the momentum going, we must adopt wide-ranging, bold reforms that will create an economy led by the private sector and governed by regulations that encourage innovation and promote investment in digital infrastructure.


Governments believe that upskilling individuals to keep up with the latest advancements in digital economy is the best investment for the future and the most beneficial way to leverage the capabilities of our youth in the post-oil era.

This requires revamping our education systems with a focus on coding and technology.

According to the latest World Bank MENA Economic Update report, the foundations for a complete digital transformation in the GGC region already exist. Countries here boast some of the highest smartphone penetration rates globally.

However, residents are more likely to use their devices to access social media than to start new projects. Nevertheless, the report mentions several rebound indicators related to the digital economy, including the rise of the Careem ride-hailing app from a startup to a billion-dollar company that has created thousands of jobs. Interestingly, in the labor-intensive GCC region that is a magnet for professionals from around the world, new digital platforms are now connecting employers to job seekers, offering professional training, and hosting startup incubators.

It is evident that the GCC region is ready to embrace its digital future.

Our task now is to provide optimal conditions for digital growth. We need to equip our youth with the necessary skills for the new economy and remove any barriers to innovation.

This will help millions of young people find gainful employment and, ultimately, drive sustainable economic growth in the region.

Bahrain EDB is the country’s investment promotion agency. In practice, the EDB’s acts as a nerve centre for the Kingdom’s economic ambitions

 

1. Can you tell us about the role of the economic development board of Bahrain?

On the surface, Bahrain EDB is the country’s investment promotion agency. Although in practice, we have developed the EDB’s network and scope to the extent that it acts as a nerve centre for the Kingdom’s economic ambitions.

The EDB functions as a business development division, but we do not stop at just finding the right investors and business prospects. We offer this through our integrated Team Bahrain proposition. When an opportunity arises, we consider every network, contact and resource that could help the prospect launch and grow successfully. This starts from introducing the prospect to relevant government entities and local private sector businesses. It continues to ensure they have access to funding, infrastructure, and the right talent locally.

At the EDB, we are determined to be anything but complacent in our ability to attract new investments. We go all in and have had great results with this approach. For example, ICT continues to be a focus sector for us as we look at promoting Bahrain’s potential. We have cloud aspirations but only an embryonic data centre network. Knowing this could be a gamechanger for Bahrain, we invited the biggest cloud providers to come see for themselves how we could give them access to the $1.5 trillion regional economy. From regulation to cost-effectiveness, we were able to show a clear advantage over other cities. Today, Amazon Web Services (AWS), the biggest and fastest growing cloud enabler globally, is setting up its regional hub in Bahrain. As the EDB, we have taken every measure to make Bahrain the top choice, and this is the differentiation we bring to every conversation.

 

2. What are the main sectors in which you have been successful so far in attracting foreign investors? any data on their sectorial distribution in terms of the size of investments?

We have five main sectors and two subsectors that we, as the EDB, are promoting actively to investors. ICT, which accounted for 5% of FDI in 2018 is definitely top on our economic agenda. As with the AWS example, we have been keenly developing the sector to become a key growth generator. As you can imagine, technology cuts across all industries and segments of business, and this is where we see its value.

Another core area that we are focused on is the financial sector. Bahrain has a long-standing tradition of being a financial hub in the region. We were admittedly slower in evolving the sector technologically than other financial hubs, but this is something we believe is changing rapidly. In fact, we are currently the only country in the region to have an onshore regulatory sandbox, which today includes close to 30 FinTech concepts, in cryptocurrency, trade, payments and more.

FinTech is also an important growth segment for Bahrain. One of the key advantages we offer is competitive operating costs, approximately 30-40% less than neighbouring countries. In the Gulf, FinTech startups are expected to attract $2bn in private funding over the next 10 years, compared to $150m over the previous decade. To this end, we have developed Bahrain FinTech Bay as the region’s largest hub for FinTech businesses to come together, collaborate, learn and grow.

As part of our efforts to diversify the economy, we have also built up our profile as a manufacturing hub. The sector, along with logistics and transportation brought in a significant 24% of investments last year. Much of this comes down to the cost advantage, as well as connectivity to the entire GCC and most importantly to the largest market, Saudi Arabia.

Logistics, as it complements manufacturing, is also key to other growth sectors such as ecommerce and regional trade. We have seen tremendous success in this area. In fact, today the occupancy rate of Bahrain’s logistics zone is well above 80%, compared to 39% in 2015. Moreover, the sector has attracted over US$184 million in investments, creating 875 new jobs in the market.

Finally, and most importantly, we’re developing the tourism sector in a big way. The potential here is greatly underestimated. In 2018, for example, Bahrain received a record 13.7 million international visitors, which is 7.9% over the previous year. We have two UNESCO world heritage sites, and a growing number of retail and leisure concepts prompting greater investment into tourism. For Bahrain, we think that if we can ensure we have the right assets we can see significant tourist flows.

 

3. What are the procedures for foreign companies to enter the market?

Bahrain has a really simplified market entry process in many ways. We have an online registration system, Sijilat, which has digitised and accelerated the entire process of obtaining a commercial registration. On top of that, the change in entry visa procedures now allows for visa on arrival for 66 countries and eVisa’s for 114 countries. In terms of regulation, we reduced the minimum capital requirement from BD 50,000 to BD 100. We at the EDB are here to support companies, and what differentiates us and Bahrain from other business hubs is that we have a private sector approach to business. We like to call it our Team Bahrain approach, it is where the public and private sectors collaborate to create a successful business environment.

 

4. How can you help businesses and investors to become successful, what is your formula for entrepreneurs to be successful?

I think what is most important is that as the EDB, we recognise that there is no one-size-fits-all solution for businesses to be successful. We have consciously developed various platforms and initiatives to help entrepreneurs get the best value and returns in Bahrain. For one, as our size allows new businesses to test their products or services from here, and then scale beyond borders.

We have also worked tirelessly towards creating a startup hub in Bahrain, not just to spur investments but also to address some of the biggest challenges facing the region, such as youth unemployment. We see startups as job creators and skill enablers. To help fledgling businesses, we introduced a new bankruptcy law to allow entrepreneurs to fail and start again. In addition to that, we are the first country in the region to have a nation-wide cloud first policy, which will allow the government to provide services more efficiently and at a lower cost. Shortly after that came the data protection law which is modelled after global practices.

We believe business success is relative to the ecosystem in which it operates. Our efforts have been consistently directed at making sure Bahrain offers the ideal conditions for entrepreneurs and investors to thrive.

 

5. What is your vision and your efforts in terms of the 4th industrial revolution and the digital economy?

I think as a nation we are on the right path towards digitalisation and Industry 4.0. Proving this point is the fact that we saw investment levels rise by over 13% in 2018, to approximately US$830 million..

To this end, we have attracted several incubators and accelerators, as well as a substantial flow of financing through the US$100 million Al Waha Fund of Funds. Already, we have deployed 45% across five funds, four of which are technology focused and one FinTech focused.

To add to this, Bahrain is the first country in the region to introduce a cloud-first policy. Our ability to attract big names such as AWS reinforces Bahrain’s willingness and potential to create the perfect environment for 4IR-driven disruption in the region.

We are also developing the skills to complement this evolution. This includes upskilling Bahraini talent to lead the region in highly technical fields, including in programming, coding, industry 4.0 and FinTech. Amazon Web Services has come to Bahrain and has set up their AWS Educate program. A huge number of young Bahrainis have signed up for this – even more than in India and China. Additionally, we are working with Udacity, the Polytechnic University, and Tamkeen to develop local talent as it is a very crucial part of the ecosystem.

 

6. The fintech industry is gaining momentum globally and in the GCC region. Why has Bahrain chosen to be a hub for FinTech, what type of cooperation do you have with Bahrain FinTech Bay?

Financial services account for close to 20% of Bahrain’s GDP. Even before FinTech became a global phenomenon, Bahrain has had a long tradition of financial innovation that is widely accepted as the leading standard in the region. Naturally, we see a clear parallel between the Kingdom’s historical success as a financial hub, and the emerging technology trends that we are now well-positioned to support, not least because of our advanced digital infrastructure.

Bahrain FinTech Bay is a shining example of how countries can catalyse expertise and innovation. We work very closely with Fintech Bay to ensure a good balance of established names and newcomers in the financial sector. The idea here is to create an environment of collaboration, mentorship and learning that generates new ways of activating financial services. We are looking to develop capabilities in RegTech, InsurTech, and Blockchain technologies. Through its state-of-the-art venture accelerator program, FinTech Bay is bringing exciting new ideas to life. We see the co-working space as a launch pad for realising Bahrain’s FinTech ambitions.

 

7. According to “Expat Explorer Survey”, Bahrain is in the top of the ranking (5th place) before the USA, UK and Switzerland, how could Bahrain achieve that? 

Bahrain offers a very high quality of life that sets it apart from the rest of the region. The population mix here is balanced 50:50 between expats and Bahrainis, which reinforces the Kingdom’s long history of being a cosmopolitan trading centre. Bahrain’s connectivity with the rest of the Gulf region also plays to its strengths, with flights from most cities in the region taking less than hour.

As such, the cost of living in Bahrain is also quite favourable, with estimates showing that it is 45-70% lower than our neighbours. The country also promotes religious tolerance, and is home to a number of mosques, churches, temples, and the GCC’s only synagogue.

From the perspective of workplace diversity as well, Bahrain offers equal opportunities and encourages women to enter the workforce. As an example, women make up 61% of the EDB’s workforce, while 58% of them work in management positions. On the other hand, Bahrain offers flexible worker permits, which allow expatriates to work and live in the country without a sponsor, work full or part-time, and for more than one employer, for a renewable two-year period.

 

8. Can you give us some examples of the most successful stories that you have?

As mentioned earlier, Team Bahrain’s success in bringing Amazon Web Services to Bahrain is perhaps one of the most notable success stories we have seen recently.

Another notable example is the expansion of the FMCG giant, Mondelez, in Bahrain. The company opened its second facility and it’s 6th global megaplant in the Kingdom in 2018, This was a great moment for EDB, given how closely we worked with the Mondelez team to build their trust in the market.

There were several critical factors that led to this. For one, Bahrain’s talented young workforce allowed Mondelez to build a world-class team here. The other equally important factor was access to Saudi Arabia. Approximately 97% of Mondelez products made in Bahrain are exported, of which 60% goes to Saudi Arabia. Through our Team Bahrain approach, we worked with Mondelez to reduce the transit times from its Bahrain factory to the Saudi market by 70%. This was significant, and stands as a testament to the Kingdom’s strength as a leading manufacturing hub in a fast-growing market.

 

9. Could you describe the entrepreneurial scene in the country? In terms of entrepreneurship, Bahrain (ranked: 10th) overcome Switzerland (ranked: 21st), what are your expectations in the next 10 years?

Up to 90% of Bahraini companies are SMEs, and Bahrain is top in the global startup ecosystem in terms of female founders, therefore, it’s safe to say that we see entrepreneurship as a fundamental pillar of economic growth. Education is key to develop the next generation of entrepreneurs. This forms a huge part of what we offer as a stepping stone towards entrepreneurship, through platforms such as Startup Bahrain.

We’ve seen the local startup ecosystem grow substantially in the past couple of years, from the number of accelerators and incubators to funding opportunities. This has lead to a growth in the number of startups set up in Bahrain, which has doubled, and an increaed international recognition. We recently signed an MOU with Invest Istanbul to cooperate on ecosystem development and growth and stratup support.

Looking forward, we are transforming the playing field through a comprehensive startup support programme, which is essentially a bespoke concierge for entrepreneurs. New businesses can fast-track registration applications, pitch and access funding, and really cut through the noise of business set-up. One of the more notable benefits of this programme is that it allows Global Entrepreneurship Network (GEN) members access to seed financing programs offered by Tamkeen, including a $13,000 grant and an accelerated activation timeline, alongside Bahrain Development Bank’s seed fuel program which offers up to $25,000 for 15% equity.

Previously, Dr Galpin was the Director-General of Investment Promotion at Invest Hong Kong (InvestHK), the Government Department responsible for attracting and facilitating foreign direct investment into Hong Kong, and helped establish the Department as one of the world's leading investment promotion agencies.

With senior management experience in both the private and public sectors, Dr. Galpin was also actively involved in promoting Hong Kong’s expanding start-up ecosystem. Prior to joining InvestHK, Dr. Galpin spent ten years with Scottish Enterprise – at that time Europe’s largest economic development agency. He was initially posted to Hong Kong in 1992 but also worked in Glasgow, Taipei, Sydney and London.

Dr. Galpin holds Masters degrees in Business Administration, Local Economic Development and International Business Law and recently graduated as a Doctor of Juridical Science.

A new World Bank Report finds that Mashreq countries have a unique opportunity to catch up on strengthening the digital economy ecosystem and reposition themselves as strong economic competitors at the regional and interregional levels.

Building the ecosystem of a regional digital economy would greatly benefit from two main comparative advantages these countries enjoy: competitive higher education levels and tech-savvy youth, and a strategic position that allows them to be at the center of advanced service trade and connectivity.

The new report, Mashreq 2.0: Digital Transformation for Inclusive Growth and Jobs, examines the inventory of digital infrastructure in Iraq, Jordan and Lebanon.

The report reviews the legal, regulatory and institutional frameworks governing the sector and pins down the obstacles preventing the full development of digital economies. The report also analyzes cross-sectoral digital applications and platforms, namely in the sectors of energy, financial inclusion, e-government, regional trade and logistics, agriculture and skills development. 

“Digital transformation can address some of the most imminent challenges the Mashreq region faces at this critical period, namely the need to foster inclusive growth and create the much-needed jobs for the region’s vibrant youth,” said Saroj Kumar Jha, World Bank Regional Director for the Mashreq. “Recognizing the importance of digital transformation, the World Bank committed back in October 2018 to the Moonshot approach which calls for doubling broadband access by 2021 and expanding access to digital payments.” 

The transformative impact of the digital economy stems from the growth in the billions of data and online transactions that businesses, individuals and governments perform every day. This transformation can bring about efficiencies, allow faster inclusion of lagging economic and social groups and improve governance and transparency.

Disruptive technologies are also increasingly changing the business model of core sectors of the economy, including agriculture, electricity, oil and gas, and industry production. 

Drawing on the expanded World Bank MENA Strategy which prioritizes leveraging technologies for a new digital economy, the Mashreq region has the opportunity to create an infrastructure for the development of a more sophisticated digital economy and capitalize on its large base of digitally literate youth to position itself as the digital hub of the region. 

“Increased contestability is essential to meet the Moonshot Approach targets,” said Carlo Maria Rossotto, World Bank Lead ICT Policy Specialist and lead author of the report.

“Mashreq countries will need to reduce excessive profits by stimulating competition, strengthen regulatory institutions, create regulatory incentives and ensure universal access in broadband through proactive use of public sector subsidies.” 

Broadband infrastructure enables economic growth as it provides easy access to information and increases efficiencies and productivity in the economy.

In fact, boosting broadband penetration alone by 10% would lead to as high as 1.4% GDP growth and significantly boost economic growth and trade integration in the region. The report finds that overall, there remains a considerable gap in the adoption, speed, usage and affordability of fixed broadband services between the Region and emerging economies such as Turkey, Romania and Bulgaria, countries that compare positively in digital economy development.  

On another hand, the development of physical access networks (“last mile” access) will be the area where most policy attention will need to be paid and the area which could attract the largest amount of investment.

The level of investment needed to bring high speed broadband access to 30% of the population of the Mashreq through fiber access (about 13 million households) will be between 4.0bn and 5.2bn. 

The report also finds that the Mashreq region has an extensive regional and backbone broadband infrastructure in place, that is however sub-optimally used, due to a mix of war and instability, complex political economy, and lack of reform at domestic level. 

The region has a strategic geographical position with respect to the global internet infrastructure. Mashreq countries could capitalize on the strategic access to major sea cable links through further liberalization of international gateways and internet exchange points.

The force of digitalization is driving the global economy, creating distinct groups of leaders and laggards. Through institutional reform that leverages the advantages of digitalization, the Mashreq can become a vital hub in international data networks.

Furthermore, digital transformation can assuage pressing challenges. It can deliver higher transparency, accelerate lackluster productivity and increase economic opportunities for all, especially the youth of this region. A new report, Mashreq 2.0, charts the roadmap for the region to capitalize on this rapidly emerging opportunity, and assesses the prospect of a digitally integrated regional market.

Outside the dominant paradigms that portray the region in popular media, the Mashreq is the epicenter of the world’s fastest growing data transit market. Data traffic growth within the region will increase at a precipitous 42% compounded annual growth rate from 2016 to 2021.

Influenced by historically intertwined geographic and cultural ties, MENA-Europe data exchange grows at over 50% per year.

The Mashreq’s potential in the digital economy is also evidenced by the many unicorns that have been incubated in the Arab region. Hallmark cases include Maktoub and Souk.com, born in Jordan’s capital, Amman. These digital platforms indicate an evolution in consumer behavior, embracing digital consumption. Another example is Magnitt, an Iraqi startup now hosted in Dubai, which is a marketplace for investors that links 5,500 startup firms with investors across the region.

These examples signal a bright future for the region, but crucially, broadband internet infrastructure is not yet equipped with the capacity to realize this potential. While mobile phones are ubiquitous in the Mashreq, broadband internet paints a different picture. Mashreq countries have a similarly stark disparity between mobile and broadband penetration: Iraq has 95% mobile penetration but only 28% for broadband; Lebanon is less glaring, with 75% mobile penetration and 71% for broadband. Mobile access is also rather uneven in the region: The gender gap in mobile ownership is 11% in Iraq and 21% in Jordan, but only 2% in Egypt or Turkey. Creating a significant bottleneck, all countries in the Mashreq also have a lower fixed download speed than the global average of 55Mbps: Jordan is at 29 Mbps, Iraq at 13 Mbps, and Lebanon at 7Mbps. Mobile download speed is relatively better off: the global average is 25Mbps, and Lebanon is at 40Mbps, Jordan at 15Mbps and Iraq at 6Mbps. Even so, they fall behind best in class examples such as Romania, that has successfully introduced competition and market contestability to achieve 131Mbps (fixed download speed) and 34Mbps (mobile download speed).

The ability to absorb new communications technology is another source of disparity: 4G connectivity is only available to 25% of Iraq’s population, though present in 95% of the population in Jordan and Lebanon. Internet Exchange Points (IXPs) also present a largely untapped opportunity.

To provide Internet connectivity that can augment the data economy, significant investments in key areas of the infrastructure value chain are necessary.

In Iraq, it is estimated that a total of IQD 660.5 billion (US$558.8 million) will be needed to build a robust fixed network in areas afflicted by conflict.

Investment in the ”last mile” broadband infrastructure is also lagging more generally.

Investments to bring high speed broadband access to 30% of the population of the Mashreq (about 13 million households) through fiber access is estimated to be between US$ 4 billion and US$ 5.2 billion. A large part of the investment needed for this fiber buildup can be provided by the private sector, through competitive entrants, or strategically using Private Private Partnerships (PPPs). A good example is Jordan’s planned PPP on the National Broadband Network (NBN), which may crowd in at least $100 million of additional private investment leveraging an existing government fiber network. Considering the significant potential in the region, unlocking such a high quantum of investment is not beyond possibility. In addition to “last mile” broadband infrastructure, improving IXPs in the region can strengthen regional data exchange networks, and unleash at least US $200 million in investment.

Digital ecosystems can leverage high level of education in the region, including digital literacy, and a strategic geographic position as a central node in advanced service trade. Boosting broadband penetration alone by 10% would have a significant impact on GDP growth, estimated to be as high as 1.4%. This could give a significant boost to economic growth and trade integration in the region. However, this is only one piece of the puzzle.

Where the Mashreq’s regional and backbone broadband infrastructure is extensive, it remains sub-optimally used, due to intricacies in the political economy context, and lack of credible rules and institutions. Institutional reform to increase contestability is essential. Compelling priorities include: a) deepening competition to eliminate rents; b) strengthening regulatory institutions; c) creating regulatory incentives, including a Fiber Regulatory Package (FRP), to facilitate fiber investment; and d) ensuring universal access to broadband through proactive use of the public sector, and fast-track a timetable towards frontier technologies such as 5G.

Implementing these reforms would position the Mashreq to become a digital hub for the region, leveraging the full potential of the new digital economy for MENA, fully embracing innovation and entrepreneurship, creating opportunities for its technology savvy youth.

دبي تستضيف القمة العالمية للتسامح 14 نوفمبر المقبل

الدكتور حمد الشيباني: الإمارات تجسد نموذجاً حضارياً في الوحدة الوطنية والتسامح

 

تحت رعاية كريمة من صاحب السمو الشيخ محمد بن راشد آل مكتوم-نائب رئيس الدولة-رئيس مجلس الوزراء- حاكم دبي حفظه الله ورعاه، يُنظم المعهد الدولي للتسامح بدبي -إحدى مبادرات مؤسسة محمد بن راشد آل مكتوم العالمية- الدورة الثانية من«القمة العالمية للتسامح» تحت شعار -التسامح في ظل الثقافات المتعددة: تحقيق المنافع الاجتماعية والاقتصادية والإنسانية وصولًا إلى عالم متسامح- خلال الفترة (16-14 نوفمبر 2019م) بمُشاركة نخبةً من المتحدثين والمختصين المؤثرين.

 

حيث تُختتم أعمال القمة بالتزامن مع اليوم العالمي للتسامح تكريساً لمفهوم التسامح كلغة للتفاهم و الحوار. ومن المتوقع أن يشارك في القمة مسؤولين وقادة حكوميين وخبراء سلام وأكاديميين و متخصصين ومؤثرين اجتماعيين ومبعوثين من المجتمع الدبلوماسي الدولي والجمعيات والمنظمات الدولية وطلبة جامعات، حيث تسعى القمة لتسليط الضوء على جهود دولة الامارات العربية المتحدة في تعزيز التسامح، وكذلك تسعى القمة لأن تكون فضاءا مفتوحا ومنصة حوارية تستهدف تعزيز القيم الإنسانية ،ونشر مبادىء التسامح والتقارب وقبول الاخر دون تمييز ، وإرسال رسالة محبة وسلام إلى شتى أنحاء العالم ، والتاكيد على الدور الذي تلعبه في مجال تعزيز الحوار والتفاهم بين الأديان، وتعزيز لغة الحوار والتفاهم بين الأديان والثقافات، والتي تأتي متسقة مع دعم مبادئ الاحترام المتبادل وتحقيق الأمن والسلام للبشرية.

 

وقال الدكتور حمد بن الشيخ أحمد الشيباني-العضو المنتدب للمعهد الدولي للتسامح-، رئيس اللجنة العليا المُنظمة للقمة العالمية للتسامح "تُجسد دولة الإمارات العربية المُتحدة حكومةً وشعباً نموذجاً حضارياً في التسامح ,الذي يعد من أبرز القيم الإنسانية التي أرسى قواعدها المغفور له بإذن الله الشيخ زايد بن سلطان آل نهيان طيب الله ثراه، مستمداً هذا الإرث الحضاري العريق وتلك القيمة النبيلة من الأجداد، الذين تناقلوها جيلاً بعد جيل وصولاً إلى ذلك الجيل الذي ساد العالم بتسامحه وعطفه وعدالته، وأضاف :"بالنظر إلى ما تمثله القمة العالمية للتسامح بدورتها الثانية و ما تحمله من قضايا هامة تطرحها على طاولة النقاش عبر ثلة من المتحدثين البارزين وأصحاب القرار ، تمثل قيم ومبادىء سامية والتزام تام بالتعايش السلمي، ودعا الجميع إلى بذل قصارى جهدهم والمُشاركة والتعاون لإنجاح القمة.

 

وقال الشيباني إن القمة محطة هامة للتلاقي والتباحث والخروج بأفكار موحدة لتعزيز حماية المجتمعات وتحصينها لا سيما الشباب ،مشدداً على أن الأسرة والمؤسسة التعليمية أحد أهم مفاتيح التعايش والتسامح وبناء مجتمع القيم الإنسانية، كوسيلة حيوية لنشر السلام والاستقرار والحفاظ عليه .

وأضاف العضو المنتدب للمعهد الدولي للتسامح أن أهمية انعقاد القمة العالمية للتسامح في إمارة دبي باعتبارها "الحدث الأول من نوعه" على مستوى المنطقة والعالم، آملاً أن يشكل في نسخته الثانية فرصة للمتخصصين ورجال الفكر والقانون وأصحاب القرار لإيجاد قاعدة للحوار البناء والتفاهم بين الشعوب. وبين أن الرسالة التي تحملها القمة نابعة من نهج دولة الإمارات العربية المتحدة ودستورها القائم على التسامح ،وأن المحاور والجلسات وورش العمل ،ستسعى إلى تأكيد أهمية التقارب بين الشعوب والحضارات، والتركيز على القيم الإنسانية المشتركة بما ينمي روح المحبة والتعايش السلمي.

كما تتضمن القمة خلال جلساتها الحوارية وورش العمل المصاحبة، فرص مهمة للحوار وتبادل الآراء والخبرات وبناء العلاقات والشراكات الإيجابية من خلال المناقشات والأفكار التي يطرحها المفكرين وأصحاب التجارب المبتكرة على مستوى العالم في هذا المجال.

 

وأكد الشيباني أن القمة في دورتها لاثانية استحدثة عدد من الفعاليات أبرزها المعرض الحكومي للتسامح حيث تعرض عدد من الجهات الحكومية مشاريعها ومبادراتها المتعلقة بالتسامح، والتنوع ، والتعايش السلمي في بيئة العمل، وكذلك تسليط الضوء على مشاركاتهم الفعالة في الأحداث التي تدعم قيم التسامح، أما مشاريع الطلبة للتسامح فتقدم القمة من خلالها منصة مثالية للجامعات والمدارس والمؤسسات والمراكز التعليمية لعرض مشاريع طلابها وتسليط الضوء على جهودهم ووجهات نظرهم حول التسامح، بالإضافة إلى التعرف على أدوار وجهود المؤسسات التعليمية في دمج التسامح مع برامجها ومناهجها الأكاديمية، كما توفر برامج القمة فرصة مثالية للقادة لإجراء حوار مفتوح ومناقشات لتعزيز التعاون والتفاهم بشكل أكبر ، ومن الأنشطة النوعية الجديدة التي تنضوي تحت مظلة القمة"مجالس التسامح" وهي حوارات تفاعلية تناقش موضوعات هامة أبرزها أصحاب الهمم وبث التسامح حول العالم، كما تركز على مساهمة المرأة والأسرة والدور الهام الذي يلعبه الطلبة والشباب في ترسيخ قيم التسامح في المجتمع، أما مكتبة التسامح فستتيح لمرتاديها ، إمكانية الوصول إلى مجموعة واسعة من الكتب المتعلقة بالتسامح من جميع أنحاء العالم،و الحصول على منظور عالمي واسع النطاق، فيما يعرض المعرض الفني والفوتوغرافي أشكال التسامح وصوره في المجتمع من خلال أعمال فنية يقدمها فنانون ومصورون من أنحاء العالم لإبر از مهاراتهم والمنافسة على جائزة أفضل صورة فوتوغرافية وفيلم، بالإضافة إلى تسليط الضوء على أعمالهم في وسائل التواصل الاجتماعي و وكالات الأنباء.
